Where there is leadership, there is supervision.

For the first time since the re-establishment of the province, the Quang Nam Provincial Party Committee has issued a specialized resolution on Party inspection and disciplinary work for the period 2021-2025, focusing on directing its comprehensive implementation across all fields, with the view that wherever there is leadership, there is inspection and supervision.

To concretize this viewpoint, Quang Nam province has established a working group to assist in the Party's internal affairs work at the district-level Party committees. This group has become well-organized and has initially taken the initiative to advise the Standing Committee of the Party committee on leading and directing agencies, units, and localities to thoroughly understand and seriously implement documents and regulations from all levels regarding internal affairs and the prevention and fight against corruption and negative phenomena.

In Que Son, the Party's Internal Affairs Working Group advised and directed the inspection of land procedure resolution at various units and localities; reviewed inspection, audit, and supervision contents, especially in areas prone to violations and pressing issues of concern to cadres, Party members, and the people.

This includes: inspecting the implementation of the BBB cattle production and breeding plan (Que An); directing the review and definitive resolution of inspection conclusions and recommendations from the State Audit Office.

Speaking about the effectiveness of the task force over the past year since its establishment, Mr. Dinh Nguyen Vu, Secretary of the Que Son District Party Committee, said that the task force has seriously urged the implementation of inspection and supervision work, focusing on the implementation of conclusions after inspections and supervisions.

The Steering Committee directs grassroots Party organizations, agencies, and units to continue effectively implementing the thematic emulation plan on directly detecting and advising on the handling of corruption and negative cases, as well as complex and prominent issues related to security and order in the district during the 2022-2025 period.

Monitoring and urging the resolution of complaints and petitions, anti-corruption and anti-negative practices work, and tracking 6 cases assigned by the Standing Committee of the District Party Committee. To date, proposals have been made and the Standing Committee of the District Party Committee has agreed to remove 3 cases from the team's monitoring list.

Over the past period, the coordination between the Party's Inspection Committee and relevant agencies has been generally close, synchronized, and effective, minimizing overlap and duplication in the performance of functions and tasks, contributing to improving the quality of the Party's inspection and supervision work.

Quang Nam province is strengthening inspection and supervision, Party discipline, and the fight against corruption and negative practices in accordance with the Central Committee's directive that inspection and supervision should be expanded but focused and targeted. The focus is on inspection and supervision in areas prone to violations, regarding the responsibility of leaders and key officials at all levels in their assigned fields and areas; and on pressing, prominent issues that have generated significant public opinion.

According to Mr. Truong Cong Thanh, Chairman of the Duy Xuyen District Party Committee's Inspection Committee, the District Party Committee's Standing Committee regularly leads and directs the District Party Committee's Inspection Committee and related agencies to seriously implement the regulations; organizes review conferences to assess the results achieved, points out limitations and shortcomings in the implementation process, and discusses solutions to overcome them.

The agencies promptly provided information and documents to facilitate the early detection, inspection, review, and handling of violations by Party organizations and Party members. In the first six months of 2024, four cases of Party members being prosecuted were referred by the People's Procuracy, and the District Party Committee's Inspection Committee suspended their Party membership within its authority. Party committees and inspection committees from the district to the grassroots level disciplined 11 Party members.

Maintain strict Party discipline.

In summarizing the Party building work for the 2020-2025 term, the Provincial Party Standing Committee assessed that the Party's inspection, supervision, and disciplinary enforcement work has been carried out with increasing strictness and determination.

The inspection and supervision activities focused on areas and localities prone to negative practices, places with prominent issues causing public concern; many complex, long-standing, and unresolved cases that attracted public attention were inspected, concluded, and resolved definitively.

Party organizations, cadres, and party members who violate discipline are handled in accordance with the principles, procedures, and regulations, maintaining strict discipline and order within the Party. Inspection and supervision, and the fight against corruption in personnel work, are given importance, contributing to rectifying shortcomings and deficiencies, and serving as a warning, deterrent, and preventative measure against violations in personnel work.

According to Nguyen Quang Khanh, Deputy Head of the Standing Committee of the Provincial Party Committee's Inspection Commission, Party committees, Party organizations, and the Inspection Commission regularly disseminate and publicize the work of inspection, supervision, and Party discipline, creating a strong transformation in the awareness, responsibility, and political determination of cadres and Party members, especially the heads of Party committees, Party organizations, agencies, units, and localities.

Most of the inspection and supervision programs and plans of Party committees, Party organizations, and inspection committees at all levels each year have a clear focus and are implemented in a way that basically ensures progress, quality, and effectiveness.

The Party's Inspection Committees at all levels have directed, monitored, and guided lower-level Party committees and inspection committees to effectively carry out their tasks in accordance with Regulation No. 195, dated June 18, 2019, of the Party Central Committee on the direction of higher-level inspection committees to lower-level inspection committees in the Party's inspection, supervision, and disciplinary work, and Regulation No. 22, dated July 28, 2021, of the Party Central Committee on the Party's inspection, supervision, and disciplinary work.

In particular, it directs lower-level Party Discipline Inspection Committees to focus on inspecting lower-level Party organizations and Party members when there are signs of violations, and to provide guidance on the procedures for reviewing and handling disciplinary actions and resolving related complaints.

"To tighten discipline within the Party, the Party's Inspection Committees at all levels proactively and comprehensively carry out inspection and supervision tasks; actively and decisively inspect lower-level Party organizations and Party members when there are signs of violations."

"We need to strengthen close coordination between the Party's inspection and supervision work and the State's inspection and auditing work, the investigation, prosecution, and trial of law enforcement agencies, and the supervision of the People's Council, the Fatherland Front, and political and social organizations," Mr. Khanh emphasized.

From the beginning of the 2020-2025 term to the present, Party committees and organizations at all levels have inspected the implementation of Party policies and regulations for 1,662 Party organizations and 3,795 Party members; investigated signs of violations in 12 Party organizations and 27 Party members; and conducted thematic supervision of 1,532 Party organizations and 3,179 Party members. Party committee inspection committees at all levels inspected 213 Party organizations and 642 Party members when there were signs of violations... Through these inspections, Party committees, Party committee inspection committees at all levels, and Party branches have disciplined 11 Party organizations (8 reprimands, 3 warnings) and 940 Party members (693 reprimands, 142 warnings, 14 dismissals, and 91 expulsions) within their authority.
