On the afternoon of May 17 in Hanoi, the Ministry of Science and Technology held a ceremony to celebrate Vietnam Science and Technology Day on May 18. Prime Minister Pham Minh Chinh, along with leaders of ministries, sectors, several localities, many research institutes, businesses and hundreds of scientists attended the program.
Before entering the main session of the event, the Prime Minister and delegates visited the booths designed outside the hall. These are units representing production and consumer industries with products researched, applied technology, and produced and traded.

Opening the ceremony, Minister of Science and Technology Huynh Thanh Dat talked about the history of Vietnam Science and Technology Day. Over the past 10 years, Vietnam Science and Technology Day has become a festival for science, technology and innovation forces nationwide.
According to Minister Huynh Thanh Dat, despite difficulties, Vietnamese scientists are still persistent in pursuing their big dreams and endless passion, overcoming difficulties and challenges to create many practical achievements, bringing benefits to the country. Over the past 10 years, many diverse activities have aroused, inspired and aspired to be creative in the community; gradually forming a culture of innovation and nurturing a love of science among young people, contributing to building a society that respects science and creative thinking.

After the opening speech by Minister Huynh Thanh Dat, the speakers, who are representatives of businesses, research institutes, and scientists, shared many real stories about the path of science and technology development of each individual and unit.
That is the story of Mr. Nguyen Duc Tai, CEO of Lumi Vietnam Joint Stock Company, talking about his entrepreneurial journey since 2008 when he was a third-year student in the Robocon team, Hanoi University of Science and Technology; Dr. Phan Dang Phong, Director of the Institute of Mechanical Research (Ministry of Industry and Trade) talked about the unit being forced to "transform" to adapt to the period when Vietnam shifted to a market economy; Mr. Nguyen Manh Hung, General Director of Nafoods Group said that in the development journey of the company, many modern technologies have been applied, in which products from passion fruit bring in a large source of income; Mr. La Van Nam, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Luc Ngan District (Bac Giang) representing the locality applying science and technology to agriculture, told the story of Luc Ngan litchi being increased in value after being granted geographical indication; Dr. Truong Thanh Tung, Head of the Drug Design and Synthesis Research Group, Phenikaa Research Institute (Phenikaa University) with a story that inspires young scientists to confidently conquer world-class problems;...

Speaking at the event, Prime Minister Pham Minh Chinh said that science and technology have made important contributions in each stage and period of the country's history. During the war, scientists improved many types of weapons; researched drugs to fight diseases. In peacetime, scientists continued to make many contributions to the process of industrialization and modernization of the country. From a country that had to worry about food security, it became a rice exporting country. Agricultural exports reached 55 billion USD, rice exports reached over 7 million tons...
“Science and technology is the shortest path to achieve the goal of prosperity,” the Prime Minister emphasized, noting that over the past time, the Vietnamese intellectual and science and technology team has grown stronger. Many young researchers, scientists, and female scientists have contributed to the science and technology sector. The science and technology market has initially taken shape and achieved positive results. Social sciences and humanities have also been promoted with many important achievements.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh commended and warmly congratulated Vietnamese scientists at home and abroad who have silently devoted themselves and worked selflessly for the country over the past years. The Prime Minister also commended the sectors and levels that have supported and assisted the science and technology force to successfully complete assigned tasks, making positive and effective contributions to the cause of national construction and defense.
In addition, the Prime Minister also pointed out the shortcomings and limitations that need to be overcome, such as the development of science and technology and innovation not being commensurate with the potential and position of the top national policy; not really becoming a driving force to promote development. The organizational system, management mechanism, and science and technology activities are still slow to innovate. There is still a shortage of leading scientists; human resources for research and technology development are still thin, especially in new technology fields...

Prime Minister Pham Minh Chinh stated that the development of science and technology is identified as a top national policy. The 13th National Party Congress continues to identify the development of science and technology and innovation from the viewpoint of: improving the quality of human resources, having breakthrough mechanisms to attract and promote talents, strongly applying science and technology, especially the achievements of the fourth industrial revolution, promoting innovation, creating new momentum for the country's rapid and sustainable development.
“In a rapidly changing, complex and unpredictable world, to achieve that goal, we need to nurture and promote more strongly the spirit of science and technology and innovation. We need a team of good teachers with a spirit and enthusiasm for research; a team of good scientists working in research institutes and universities; good engineers and technologists in enterprises, and good scientific managers to plan policies to promote the development of science and technology and innovation. We need to effectively promote the resources of Vietnamese scientists abroad. And we need scientists and managers with innovative thinking, strategic vision, and drastic actions, great efforts, high determination, and focused orientation, to maximize resources for our development,” the Prime Minister emphasized.

Regarding some key tasks, Prime Minister Pham Minh Chinh suggested raising awareness and action of all levels and sectors in directing the development of science and technology and innovation. Continuing to perfect synchronous and appropriate mechanisms and policies, creating breakthroughs in technology application, improving research capacity, and developing science and technology in the context of fierce competition like today.
In addition, create an academic environment and favorable working conditions to use, promote and attract science and technology talents; develop a network connecting Vietnamese talents at home and abroad.
In addition, research and implement outstanding treatment policies and regimes for the science and technology team; arouse passion, desire to contribute, entrepreneurial spirit, innovation, encourage commitment, and dare to face risks in performing science and technology tasks. Research and apply the mechanism of using state capital to invest in venture capital for science and technology and innovation. Enterprises need to consider science and technology and innovation activities as one of the important factors to improve productivity, quality and competitiveness...
Prime Minister Pham Minh Chinh hopes that experts and scientists will always keep the flame of enthusiasm, passion and dedication for science, so that this passion will continue to be passed on and spread to today's and future generations; at the same time, he called on businesses to pay more attention and promote comprehensive investment in science and technology development, especially in new fields serving green, sustainable and environmentally friendly development.
