Marine farming must be systematic and sustainable to help resolve conflicts between the marine farming industry and marine tourism development, which is the strength of coastal localities.

Ready marine farming infrastructure

On April 1, the Ministry of Agriculture and Rural Development and Quang Ninh province organized the "Conference on Sustainable Development of Marine Aquaculture - View from Quang Ninh".

Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan said that in just 2 years, Quang Ninh has removed and replaced more than 10 million foam buoys, cleaned up the sea; more than 100 marine farming service cooperatives have been established in the province.

Quang Ninh sea in the eyes of foreign visitors is becoming more and more beautiful and cleaner... The determination and dynamism of the leaders, the business community and the consensus of the people show that Quang Ninh is ready for marine farming infrastructure, which is the physical infrastructure, especially social infrastructure, human infrastructure, has built a marine farming ecosystem...

"Quang Ninh will become a place of innovation in the marine aquaculture industry, there will be research centers on breeds and strategies. Aquaculture will become a key economic sector of Quang Ninh province, the Central Government's policies also determine that Quang Ninh will become the seafood center of the North. This will become a reality when the province has the determination to act of leaders and specialized sectors; the dynamism of the business community; and the consensus of the people", said Mr. Le Minh Hoan.

Mr. Nguyen Xuan Ky - Secretary of Quang Ninh Provincial Party Committee shared: "Quang Ninh's development perspective is to develop a blue marine economy, sustainably use marine and ocean resources for economic growth, improve people's livelihoods and jobs, ensure the health of marine and ocean ecosystems, not trade environmental resources for growth, and develop the marine economy at all costs".

Quang Ninh will develop to soon become the leading marine economic center in Southeast Asia, integrating comprehensively into the international community through solutions to reorganize the marine economic development space on the basis of reasonable and scientific spatial zoning, based on ecosystems, according to the function of using islands and coastal areas to harmonize interests, reduce conflicts, and develop sustainably...

With a coastline of over 250km, over 40,000ha of tidal flats, nearly 19,000ha of mangrove forests, 20,000ha of straits and bays, a large fishing ground of over 6,100km2, 3 marine reserves,... Quang Ninh aims to become the seafood center of the North by 2030.

According to Mr. Nguyen Xuan Ky, the province has planned more than 45,000 hectares of marine area for marine farming with the perspective of comprehensive development in the direction of modernity, high technology, environmental friendliness, increasing value, sustainability, linking conservation and development of aquatic resources with development of tourism services, industry and protection of sovereignty and security of sea and islands.

Sustainable Marine Farming

According to Associate Professor, Dr. Nguyen Huu Dung - Chairman of the Vietnam Marine Aquaculture Association, marine aquaculture is facing a number of policy difficulties that need to be resolved, such as the lack of a comprehensive and detailed plan, overly complicated procedures for allocating marine areas, a lack of technical standards and regulations on marine aquaculture, no agency to inspect marine aquaculture facilities and equipment, no insurance for marine aquaculture activities, no policies to support marine aquaculture development, and a lack of trained human resources in marine aquaculture.

Sharing the above difficulties, Mr. Nguyen Nhu Tiep - Director of the Department of Agricultural, Forestry, and Fishery Product Quality Management (Ministry of Agriculture and Rural Development) said that marine farming policies and regulations need to be oriented to meet the requirements of the consumer market for each product, and take into account proactively meeting barriers and challenges.

Localities have plans and zoning for marine farming that are suitable for market demand, and structures for selecting farming species that are suitable for market regulations such as green lobsters and spiny lobsters. Farming facilities and export enterprises have information to adjust production plans according to new market requirements.

Ms. Hilde Solbakken - Royal Norwegian Ambassador to Vietnam shared her experience in marine farming in Norway. According to Ms. Hilde Solbakken, the development orientation of the aquaculture industry in Vietnam has many similarities with Norway. Sustainable exploitation of marine resources and responsible exploitation are Norway's top priorities. The Norwegian marine farming industry strives to ensure the livelihoods of coastal communities and the safety of the marine environment.

For the sustainable development of the marine aquaculture industry, Ms. Solbakken said, first of all, it is necessary to have sustainable national spatial planning, ensuring future benefits and environmental safety. Improving the level of science and technology, applying innovation to the production chain will solve the challenges posed by large-scale marine aquaculture. Marine aquaculture without waste control will degrade the environment.

On this occasion, the Department of Agriculture and Rural Development of Quang Ninh organized the signing of a memorandum of understanding to promote marine aquaculture development in Quang Ninh province for the period 2024 - 2025 with 7 units.

There are 4 research institutes including 3 aquaculture research institutes (Aquaculture Research Institute 1, Aquaculture Research Institute 3, Institute of Seafood) and 1 applied research institute (MEKONG Institute of Science, Technology Application and Training).

The three enterprises include a marine farming technology research and development enterprise (Nam Mien Trung GROUP Corporation), a preliminary processing and processing enterprise (LENGER Vietnam Seafood Company Limited), and a marine farming enterprise (STP Group Corporation).

Immediately after the memorandum was completed, the Department of Agriculture and Rural Development of Quang Ninh also organized the granting of aquaculture licenses and assigned sea areas to a number of enterprises and cooperatives in Quang Ninh province.

Ms. Solbakken affirmed the important role of cross-cutting dialogue between policy makers, businesses and experts. The success of Norwegian aquaculture would not be possible without open dialogue based on trust between actors in the value chain. Public-private partnerships and international cooperation to promote the application of high technology in aquaculture.

Mr. Le Minh Hoan said that the goal of marine aquaculture must aim to ensure a balance between human needs, preserving marine resources and sustainable development. Marine aquaculture must contribute to solving social problems, creating livelihoods and job opportunities for those who directly and indirectly participate in marine aquaculture, living closely with the sea.

At the same time, it contributes to resolving difficulties and conflicts of interest in the marine space, especially when the current situation of spontaneous aquaculture, lack of compliance with planning, and lack of control is creating conflicts between aquaculture and the deformation of natural resources. Marine aquaculture must be systematic and sustainable to help resolve conflicts between the marine aquaculture industry and the development of marine tourism, which is the strength of coastal localities.
