As of the afternoon of October 28, some areas in Quang Binh were still experiencing heavy rain. According to forecasts, if the heavy rain continues, some localities in Le Thuy and Quang Ninh districts will suffer historic floods, worse than the one in October 2020.

More than 20,000 houses in these two districts are deeply submerged. In many places, the water is more than 2 meters deep, and people's main means of transportation is small boats.

Upon receiving the information, rescue teams from neighboring localities such as Da Nang City, Quang Nam Province and Thua Thien Hue Province mobilized human resources and boats and canoes to Le Thuy District (Quang Binh) to support rescue work.

Speaking to VietNamNet, Mr. Le Van Son, Vice Chairman of the People's Committee of Le Thuy district, said that the district had received contact from a number of rescue groups willing to provide support. He expressed his gratitude for the spirit of the teams who overcame difficulties and storms to help the people.

However, at this time, the water level is high, the waves are big, making it difficult to access the area and not safe. Remote rescue teams are often unfamiliar with the water and terrain, so using boats and canoes in these conditions can be dangerous for the team's personnel.

Mr. Son said: “Currently, the district is coordinating with professional forces such as the police, army and local authorities to proactively provide relief, prioritizing human safety. We hope that rescue teams from other localities will temporarily stop their relief activities. When the water level is safe, teams and groups can come in to support people.”

This afternoon, Mr. PVC (born in 1960, residing in Gia Ninh commune, Quang Ninh district), while preparing a boat to transport goods, unfortunately encountered a strong current, which overturned the boat, causing Mr. C. to go missing.

Upon receiving the news, Gia Ninh commune authorities coordinated with the Traffic Police Team and Quang Ninh District Police to quickly deploy forces and vehicles to search.

However, due to rising flood waters, flooding a large area, the search was difficult.
