Nui Thanh urgently arranges and streamlines the apparatus

Initial results

After more than 7 years (2017 - 2024) of implementing Resolution No. 18, in Nui Thanh area, the organizational structure of agencies and units in the district-level political system has been streamlined, the number of staff has been reduced annually according to a specific roadmap.

Besides, the quality of activities of cadres, civil servants and public employees is constantly improved, basically meeting the requirements and assigned tasks in the current context.

Through the arrangement and reorganization from 2017 to present, the Party bloc agencies under the District Party Committee have reduced 8 positions; the number of deputy heads: reduced by 2. For specialized agencies under the District People's Committee: reduced by 1 agency, reduced by 1 head, 2 deputy heads compared to 2017.

For public service units under the District People's Committee: reduce 4 focal points, 3 heads, 4 deputy heads compared to 2017. Education and training service units have arranged to reduce 4 schools, from 61 kindergartens, primary schools, and secondary schools to 57 schools.

The district has arranged and merged 138 villages and residential blocks to form 103 new villages and residential blocks; reducing 35 villages and residential blocks and 350 officials compared to 2017.

For 6 agencies under the Vietnam Fatherland Front Committee of the district and socio-political organizations, although the number has not changed, 5 positions have been reduced. In particular, the number of deputies has been reduced by 6 people.

Mr. Bui Van Hoang - Standing Deputy Secretary of the District Party Committee, Head of the Organization Board of the Nui Thanh District Party Committee said that party committees at all levels, agencies and units have organized the study, dissemination and serious implementation of Resolution 18.

Thereby reviewing, arranging, consolidating, and streamlining internal focal points associated with streamlining payroll, restructuring, and improving the quality of staff, civil servants, and public employees; merging and dissolving ineffective units, ensuring compliance with regulations.

Proposed arrangement

Continuing to closely follow the spirit of Resolution No. 18 of the 12th Party Central Committee and the guiding documents of the Provincial Party Committee, Nui Thanh District Party Committee has proposed tasks, solutions and plans to arrange and streamline the apparatus of the political system in accordance with the direction of the Central and Provincial Party Committees.

Accordingly, for the party agencies, Nui Thanh will merge the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department. After the merger, there will be a reduction of 1 head and 2 deputy heads.

For agencies under the District People's Committee, according to the plan, the Department of Labor, Invalids and Social Affairs will end its activities and transfer some functions and tasks of this agency to the Department of Home Affairs. Some other functions and tasks of the Department of Labor, Invalids and Social Affairs will be transferred to the Office of the District People's Council and People's Committee and the Department of Education and Training.

Also according to the plan, Nui Thanh will merge the district's Department of Agriculture and Rural Development and the district's Department of Natural Resources and Environment; transfer part of the functions and tasks of these two agencies to the Department of Economy and Infrastructure. At the same time, transfer the functions and tasks of science and technology management from the Department of Economy and Infrastructure to the district's Department of Culture and Information.

Regarding specific associations, Nui Thanh will mobilize the merger of 4 associations, including the Association of Agent Orange/dioxin Victims, the Association of the Blind, the Association of the Disabled, and the Charity Association into the District Red Cross Association. Mobilize the merger of the Association of Former Teachers into the District Association for the Promotion of Education, and the Association of Former Youth Volunteers into the District Association of Patriotic Prisoners.

According to Secretary of Nui Thanh District Party Committee Nguyen Tri An, the district will strengthen propaganda work and thoroughly grasp the spirit of Resolution 18 on innovation, streamlining the political system's organizational structure, and making it operate effectively and efficiently for cadres and party members to raise awareness and create high unity throughout the political system to implement the plan to streamline the organizational structure.
