On the afternoon of June 14th, the leaders of the Hai Phong Department of Internal Affairs announced that they had requested Ms. Tran Thi Hai Binh, an officer of the Department's Archives and Records Management Sub-Department, to write a report explaining the incident in the video where she made insulting and derogatory remarks about ward officials.

Earlier, at 9:30 AM on May 30th, the People's Committee of Dang Lam Ward (Hai An District, Hai Phong City) inspected the area and discovered a group of workers carrying out construction at address 2A/90/162 Trung Luc Street, An Khe 1 residential area (Dang Lam Ward).
At the time of inspection, the second-floor roof had 6x12 square steel beams with wooden flooring, and steel columns erected above for the construction of a third-floor extension. The existing structure was a two-story house built previously (the exact construction date is unknown).
At the time of inspection, in addition to the group of workers carrying out the construction, Mr. Tran CT appeared and identified himself as the investor of the aforementioned construction project.
After inspecting and discovering the violation, the People's Committee of Dang Lam Ward directed the relevant department to inspect and verify the origin of the land use at address 2A/90/162 Trung Luc Street, An Khe residential area, in order to determine the violation in accordance with the law.
The results of verifying the origin of land use show that, according to the 1998 land management records managed by the local authorities, the land plot at the above address is plot number 101, map sheet number 18, with an area of 425.5 m2, originally used for growing crops (annual crops), and the user is Mr. Pham Van K.
Subsequently, at 3 PM on the same day, the People's Committee of Dang Lam Ward held a meeting with Mr. Tran CT and requested him to provide relevant documents. However, Mr. T. was absent from the meeting; only Ms. Tran Thi Hai Binh requested to speak with the People's Committee of Dang Lam Ward regarding the matter.
During the meeting, the People's Committee of Dang Lam Ward requested Ms. Tran Thi Hai Binh to provide relevant documents and papers regarding land use. However, Ms. Binh was unable to provide any documents or papers proving that her family's land use was legal.
After being informed and guided by the People's Committee of Dang Lam Ward about the procedures and regulations related to land use and construction on the land plot, Ms. Tran Thi Hai Binh showed an uncooperative attitude and acted inappropriately towards ward officials, but was refused assistance.
Immediately afterwards, Ms. Tran Thi Hai Binh raised her voice and used insulting, abusive, and slanderous language towards the leaders and professional staff of the Dang Lam Ward People's Committee.
The Hai Phong Department of Internal Affairs confirmed that the woman appearing in the video clip is Ms. Tran Thi Hai Binh, an officer of the Department's Archives and Records Management Sub-Department.
During the meeting, Ms. Tran Thi Hai Binh also identified herself as "Vice Chairperson of the People's Committee of Duong Kinh District" and engaged in behaviors such as slamming her hand on the table and threatening the leaders and professional staff of Dang Lam Ward.
Subsequently, Ms. Tran Thi Hai Binh continued to send messages to the Vice Chairman of the Ward People's Committee containing slanderous and threatening content.
On June 9th, the People's Committee of Dang Lam Ward submitted a report and a video clip about the incident to the relevant authorities and the Department of Internal Affairs of Hai Phong City.
On the afternoon of June 13th, Ms. Nguyen Thi Thu, Director of the Hai Phong Department of Internal Affairs, confirmed that the person in the video is Ms. Tran Thi Hai Binh, an employee of the Hai Phong Department of Internal Affairs. The Hai Phong Department of Internal Affairs has received a report and the video recording of Ms. Tran Thi Hai Binh insulting and belittling an official of the Dang Lam Ward People's Committee.
Immediately after receiving the information, the Hai Phong Department of Internal Affairs launched an investigation to clarify the inappropriate behavior of Ms. Tran Thi Hai Binh.
According to the Director of the Hai Phong Department of Internal Affairs, immediately after receiving the information, the Department requested Ms. Tran Thi Hai Binh to submit a report, but Ms. Binh refused, citing illness and the need to see a doctor.
After receiving the report and video clip, the Hai Phong Department of Internal Affairs initially determined that Ms. Tran Thi Hai Binh's actions were inappropriate. The Hai Phong Department of Internal Affairs will base its decision on current laws, city regulations, and agency working regulations to consider and handle the matter strictly in accordance with the law.
