Female officer of the Department of Home Affairs pointed at, insulted and disparaged ward officer

On the afternoon of June 14, the leader of the Hai Phong Department of Home Affairs said that he had asked Ms. Tran Thi Hai Binh - an officer of the Department's Records and Archives Department, to write a report explaining the incident that appeared in the clip with insulting and disparaging words towards ward officials.

Previously, at 9:30 a.m. on May 30, the People's Committee of Dang Lam Ward (Hai An District, Hai Phong City) inspected the area and discovered a group of workers working at address 2A/90/162 Trung Luc Street, An Khe 1 Residential Group (Dang Lam Ward).

Current status at the time of inspection on the roof of the 2nd floor is a 6x12 iron box beam with wooden flooring, above is an iron column erected for the construction of the 3rd floor extension. The old status is a 2-storey house built before (construction time is unknown).

At the time of inspection, in addition to the group of workers performing construction, Mr. Tran CT appeared and identified himself as the investor of the above construction project.

After checking and detecting the violation, the People's Committee of Dang Lam Ward directed the specialized department to check and verify the origin of the land plot at address 2A/90/162 Trung Luc Street, An Khe Residential Group to have a basis to determine the violation in accordance with the provisions of law.

The results of verifying the origin of land use show that, according to the 1998 land management records managed by the locality, the land plot at the above address is plot number 101, map sheet number 18, area 425.5 m2, originating from colored land (land for growing annual crops), the user is Mr. Pham Van K.

Then, at 3:00 p.m. the same day, the People's Committee of Dang Lam Ward had a meeting with Mr. Tran CT and asked Mr. T. to provide relevant documents. However, at the meeting, Mr. T. was absent, only Ms. Tran Thi Hai Binh requested to work with the People's Committee of Dang Lam Ward about the incident.

At the meeting, the People's Committee of Dang Lam Ward requested Ms. Tran Thi Hai Binh to provide documents and papers related to land use. However, Ms. Binh could not provide any documents or papers proving that her family's land use was legal.

After being discussed and guided by the People's Committee of Dang Lam Ward on the procedures and processes according to the law related to land use and construction on the land plot, Ms. Tran Thi Hai Binh showed an uncooperative attitude and behaved inappropriately with the ward officials but was refused.

Immediately after that, Ms. Tran Thi Hai Binh raised her voice and used insulting, slanderous and defamatory words against the leaders and professional staff of Dang Lam Ward People's Committee.

Hai Phong Department of Home Affairs confirmed that the woman appearing in the clip is Ms. Tran Thi Hai Binh, an officer of the Department's Records and Archives Department.

At the meeting, Ms. Tran Thi Hai Binh also identified herself as "Vice Chairman of the People's Committee of Duong Kinh District" and had actions such as banging her hand on the table, pointing and threateningly pointing at the leaders and professional staff of Dang Lam Ward.

After that, Ms. Tran Thi Hai Binh continued to text the Vice Chairman of the Ward People's Committee with slanderous and threatening content.

On June 9, Dang Lam Ward People's Committee sent a report and a clip about the incident to leaders at all levels and the Department of Home Affairs of Hai Phong City.

On the afternoon of June 13, Ms. Nguyen Thi Thu, Director of the Hai Phong Department of Home Affairs, confirmed that the person in the clip was Ms. Tran Thi Hai Binh, an official of the Hai Phong Department of Home Affairs. Currently, the Hai Phong Department of Home Affairs has received a report and a clip recording the incident in which Ms. Tran Thi Hai Binh insulted and disparaged an official of the People's Committee of Dang Lam Ward.

Immediately after receiving the information, Hai Phong Department of Home Affairs stepped in to verify and clarify the substandard behavior of Ms. Tran Thi Hai Binh.

Also according to the Director of the Hai Phong Department of Home Affairs, immediately after receiving the information, the Hai Phong Department of Home Affairs asked Ms. Tran Thi Hai Binh to make a report, but Ms. Binh did not do so because she was sick and had to go to the doctor.

After receiving the report and clip, Hai Phong Department of Home Affairs initially determined that Ms. Tran Thi Hai Binh's actions were substandard. Hai Phong Department of Home Affairs will base on current legal regulations, city regulations and agency working regulations to consider and strictly handle according to the law.
