According to the report of the Provincial Water Sector ODA Project Implementation and Capacity Building Board (the investor), the Phan Rang - Thap Cham City Sub-project was implemented from 2016 and the agreement ended on June 30, 2024. This is a Group A project with a total investment of more than VND 2,253 billion, spanning 16 communes and wards of the city, focusing on investment in canals, urban traffic, wastewater collection and treatment systems, household and public sanitation, and domestic wastewater connections.

Up to now, all project items have been completed according to the committed time with the sponsor. Specifically, the construction of Phan Dang Luu resettlement area has been completed, over 20 km of urban roads, canal roads, internal roads in the Central Regulating Lake area, Dong Hai Lake have been built, 82.5 km of drainage and wastewater systems have been renovated; 7 school and public toilets have been built; the capacity of Phan Rang - Thap Cham City Wastewater Treatment Plant has been upgraded from 5,000m3 to 7,500m3/day/night...
Speaking at the ceremony, the Chairman of the Provincial People's Committee highly appreciated the results achieved by the project in the past time; although there were many difficulties in the implementation process, especially compensation and site clearance on a large scale, but with the high determination of the entire political system, investors and consensus of the people, the project has been completed and put into use.

In order for the project to be effective after investment, he suggested that Phan Rang - Thap Cham City coordinate with the investor, departments and branches to pay attention to the maintenance and warranty of the project in accordance with regulations; develop a plan for management, exploitation and operation of the project to ensure safety; continue to invest in completing the infrastructure for drainage connection and wastewater collection; strengthen propaganda and mobilize people to maintain environmental sanitation. At the same time, he hoped that the World Bank would continue to pay attention and support the province in investing in infrastructure to improve the environment, adapt to climate change, resolve areas that are frequently flooded, as well as support investment in building infrastructure, health care and education in the locality.
