On the afternoon of January 3, the Ministry of Agriculture and Rural Development held a national online conference to summarize 2023 and deploy tasks for 2024 in the agriculture and rural development sector.

Prime Minister Pham Minh Chinh attended and delivered a speech at the conference. Also attending were leaders of ministries, branches, central agencies, and leaders of provinces and centrally run cities.

High growth and comprehensive development of agriculture

In 2023, the agriculture and rural development sector will maintain high growth momentum and develop comprehensively. In particular, the GDP growth of the whole sector will reach 3.83%, the highest in recent years. Agriculture will continue to affirm its important position and be a pillar of the economy, firmly ensuring food security, major economic balances and contributing to macroeconomic stability.

Export turnover remained high at 53.01 billion USD; trade surplus reached a record high of 12.07 billion USD, up 43.7%.

There are 20 provinces and cities nationwide with 100% of their communes meeting NTM standards. Of these, 5 provinces (Nam Dinh, Dong Nai, Ha Nam, Hung Yen and Hai Duong) have been recognized by the Prime Minister for completing the task of building NTM. OCOP products have grown rapidly in quantity and quality, and developed their brands; to date, there are 11,056 OCOP products with 3 stars or more (an increase of 2,189 products).

In 2023, the Ministry of Agriculture and Rural Development was assigned VND 9,852 billion for capital construction investment. The Ministry has flexibly managed capital, prioritizing capital allocation for investment projects with high disbursement potential; organized many online meetings and inspection teams to remove difficulties in capital construction. The disbursement result in the whole sector reached over 94.6%.

In Ha Tinh, the agriculture, forestry and fishery sector continued to grow. Agricultural production had a good harvest; the spring crop achieved the highest productivity and output ever, with higher selling prices than previous years; livestock farming remained stable, with a slight increase in live weight meat output; forestry and fishery production continued to remain stable.

Of which, the total cultivated area of ​​the whole province reached 158,555 hectares, equal to 99.6% (down 629 hectares) compared to the previous year. The total output of grain for the whole year was initially 646,088 tons; the total area of ​​perennial crops was 31,642 hectares; the preliminary output of fruit trees was 176,445 tons, up 1,767 tons compared to 2022.

The livestock sector is generally stable and continues to develop compared to the previous year. Livestock diseases are basically under control, and livestock herd restoration and recovery continue to be carried out. Estimated current livestock herds are as follows: 67,510 buffaloes, 168,915 cows, 400,150 pigs, 10,083 thousand poultry...

The concentrated forest area in 2023 is estimated at 9,816 hectares, an increase of 2.04% over the previous year; the exploited timber output is estimated at 583.07 thousand m3, an increase of 5.93% (an increase of 32.63 thousand m3).

Aquaculture production in 2023 will maintain a slight growth compared to 2022 with a total estimated output of 56,424 tons, an increase of 1,231 tons.

In 2024, the agriculture and rural development sector strives to achieve a GDP growth rate of 3 - 3.5%; agricultural, forestry and fishery export turnover of 54 - 55 billion USD. Strive for 80% of communes to meet new rural standards; 290 district-level units to meet standards/complete the task of building new rural areas; the rate of communes meeting environmental and food safety criteria to reach 82%.

To achieve the set goals, the whole industry is determined to continue to effectively and synchronously implement the tasks and solutions in Resolution No. 19/NQ-TW dated June 16, 2022 on agriculture, farmers, and rural areas to 2030, with a vision to 2045. Strongly shift to agricultural economic thinking; from single-sector development to multi-sector cooperation and development; promote multi-value integration in agricultural, forestry and fishery products; shift from agricultural product supply chains to developing industry chains...

Focus on innovation, promote digital transformation in agriculture

Speaking at the conference, Prime Minister Pham Minh Chinh outlined some general achievements of the country's economy in 2023. At the same time, he highly appreciated the contributions of the agriculture and rural development sector to the overall achievements of the whole country.

The sector has turned the situation from confusion, passivity, surprise to proactiveness, confidence, timeliness, creativity to remove obstacles, overcome difficulties and challenges. In addition, the agriculture and rural development sector has changed its state from defense, resistance to attack, breakthroughs in some sectors such as rice, vegetables, fruits, industrial crops to set new records. Thereby affirming the role and position of the agriculture and rural development sector; contributing to controlling inflation, solving employment in rural areas...

The Prime Minister analyzed that these positive results were achieved thanks to the timely submission, promulgation and effective implementation of many important projects, programs, mechanisms and policies for agricultural and rural development by the agriculture and rural development sector; implementing breakthrough and flexible solutions to orient production and business such as opening the market, increasing the domestic market, and applying good, safe and quality production processes.

In particular, promoting a strong transformation from thinking to action towards agricultural economy; being decisive in leadership, direction, organization and implementation and strengthening coordination through the use of information technology and digital transformation; successfully organizing many major events of national and international scale...

The Prime Minister requested the agriculture and rural development sector to seriously grasp the resolutions of the Party, the National Assembly, the programs and plans of the Government...; improve capacity, build a strong and clean staff, and streamline the apparatus.

In particular, focus on innovation, promote digital transformation, green transformation, circular economy, knowledge economy, sharing economy. Consider this as a new driving force for the development of ecological agriculture, modern countryside, civilized farmers. In the current situation and context, this is an objective requirement, the right choice.

Reorganize production, develop appropriate and effective production forms, associated with the digital transformation process and digital economy; promote mechanization and application of science and technology, automation in development; focus on selection and breeding to develop industry serving agriculture, preservation industry, post-harvest processing, increase the proportion of deep processing; develop production clusters associated with raw material areas, forms of cooperation, production and processing linkages, and connect with domestic and international consumption systems.

Do a good job of forecasting supply and demand, information on market situations; connect producers with consumers; restructure export markets. Strongly develop the marine economy towards increasing aquaculture, processing, reducing exploitation; strengthen forest management, protection and development, implement the project of planting 1 billion trees in the period of 2021-2025; effectively implement the new rural program in parallel with rural economic development, improve people's lives and income associated with promoting the cultural identity of each region, avoiding formalities and waste...
