On August 2, 2018, Dak Nong Provincial People's Council issued Resolution No. 12/NQ-HDND "On developing high-tech agriculture"; Resolution No. 05/NQ-HDND "On restructuring the agricultural sector towards increasing added value, adapting to climate change, and sustainable development by 2020, with a vision to 2030".
After nearly 5 years, these resolutions have been effective in bringing many positive results to the agricultural sector of Dak Nong province.
The bright spots
Gia An Farm, Dak Nia Commune (Gia Nghia), has 10 hectares of mangosteen. Each year, the farm harvests about 50 tons of fruit to serve the domestic market and export.
Mr. Tran Quang Dong, the farm owner, said that the Department of Agriculture and Rural Development has supported the farm with product packaging, barcode integration, traceability, and consumption connections.
Nghiep Xuan Company Limited, also in Dak Nia Commune (Gia Nghia), has 30 hectares of durian, starting the main harvest season. To access the Chinese market, the Company has received support from the provincial Department of Agriculture and Rural Development, guiding the procedures for granting growing area codes and packing facility codes according to the necessary conditions for export.
Mr. Bui Phu Ton, Director of the Company, said that the Company uses a drip irrigation system, composts organic fertilizers, and applies VietGAP durian production. With 30 hectares of durian, the Company expects to harvest about 100 tons of fruit this year.
The above are just 2 of many effective agricultural production models supported and accompanied by functional sectors according to Resolution No. 12 and Resolution No. 05 of the Provincial People's Council in recent times.
According to the assessment of the Department of Agriculture, the above resolutions of the Provincial People's Council have had a positive impact, developing the province's agriculture in both scale and production level.
Dak Nong agriculture is shifting towards improving quality, increasing production value, and promoting local advantages. Many scientific, technical, and technological advances have been applied to production and have achieved certain results.
Dak Nong has established a high-tech agricultural zone of 120 hectares; recognized 4 high-tech agricultural zones, with a total scale of more than 2,423 hectares. The whole province has 165 agricultural products granted certificates of trademark registration and intellectual property protection; 1 geographical indication "Dak Nong Pepper".
Need to stick closer to reality
According to the assessment of the Provincial People's Council, despite achieving many positive results, the implementation of Resolution No. 12 and Resolution No. 05 still has limitations.
Units and localities have not fully recognized the role of restructuring the agricultural sector and developing high-tech agricultural zones. At times and in some places, they have not paid due attention to the leadership, direction, inspection and supervision of the implementation of resolutions.
Planning and production orientation have not been effective. In some regions, the application and transfer of science and technology have not kept up with the actual requirements of agricultural production.
To make the resolution more effective, Standing Vice Chairman of the Provincial People's Council Y Quang B'Krong said that it is necessary to focus on drastic direction and stick more closely to reality.
Departments, branches and localities must clearly assign responsibilities to each collective and individual; promote and enhance the role of agency heads in implementing resolutions.
