A bright spot in attracting investment.

According to information from the Hai Phong Economic Zone Management Board, the Dinh Vu - Cat Hai Economic Zone is currently the first and only economic zone in Hai Phong City. In addition, Hai Phong is researching and proposing the establishment of a Southern Economic Zone with an area of ​​approximately 20,000 hectares.

The Dinh Vu - Cat Hai Economic Zone was established in January 2008 with an area of ​​over 22,500 hectares, spanning four localities of Hai Phong City: Thuy Nguyen district, An Duong district, Cat Hai district, and Hai An district.

To date, there are a total of 8 industrial parks (IPs) located within the Dinh Vu - Cat Hai Economic Zone. Of these, 2 IPs have large reclaimed land areas: Nam Dinh Vu IP and DEEP C IP.

Real estate - Land reclamation projects in Hai Phong: Some succeed, others are stalled.

The Nam Dinh Vu Industrial Park, located within the Dinh Vu - Cat Hai Economic Zone in Hai An District, Hai Phong City, has an occupancy rate of over 90% in phase 1.

Nam Dinh Vu Industrial Park is located in the heart of the Dinh Vu - Cat Hai Economic Zone, in Hai An District, Hai Phong City. Established in 2009 with an area of ​​1,329.1 hectares, Nam Dinh Vu Industrial Park is invested in by Sao Do Group. Nearly 100% of the area of ​​Nam Dinh Vu Industrial Park is reclaimed land from the sea.

According to information from Sao Do Group, the company has completed phase 1, covering an area of ​​370 hectares, with an occupancy rate of over 90%. Currently, Sao Do Group is continuing to implement and complete phase 2 of the Nam Dinh Vu Industrial Park, seeking investment on an area of ​​over 960 hectares.

The DEEP C Industrial Park (DEEP C2A) in Hai An District, Hai Phong City, has an occupancy rate of over 95%.

Right next to the Nam Dinh Vu Industrial Park is the DEEP C Industrial Park (DEEP C2A), also established in 2009 with an area of ​​513.4 hectares. According to local residents, previously, the entire DEEP C Industrial Park was a desolate swampy area in Hai An District, Hai Phong City. After the establishment of the industrial park, the area has completely changed with multi-million dollar factories springing up one after another.

Besides the aforementioned DEEP C2A industrial park, the Dinh Vu - Cat Hai Economic Zone also has two other DEEP C industrial parks established later: DEEP C2B and DEEP C3. DEEP C2B was established in 2011 with an area of ​​132.7 hectares, while DEEP C3 was established in 2014 with an area of ​​526.81 hectares.

To date, along with the Nam Dinh Vu Industrial Park, the DEEP C complex of three industrial parks, with a total area of ​​nearly 1,200 hectares, has become a bright spot attracting investment in Hai Phong City. In particular, the DEEP C2A Industrial Park has an occupancy rate of over 95%, attracting more than 140 secondary investment projects with an estimated investment capital of over 4 billion USD, creating jobs for more than 30,000 local workers.

The Dragon Hill International Tourist Area is located in Van Huong Ward, Do Son District, Hai Phong City.

In addition to the aforementioned land reclamation industrial parks, Hai Phong City also has another large-scale land reclamation project: the Dragon Hill International Tourist Area Project located in Van Huong Ward, Do Son District. The project covers a total area of ​​approximately 480 hectares with an estimated total investment of around 25,000 billion VND.

To date, several components of the Dragon Hill International Tourist Area Project have become operational or are undergoing trial runs, such as: a 27-hole golf course, a saltwater swimming pool, a resort and hotel complex, and a water park.

Many projects are left unfinished.

Among these projects, one notable example is the Hon Dau High-End Tourist and Resort Area Project, invested by Him Lam Joint Stock Company. The project covers an area of ​​100 hectares in Do Son District, Hai Phong City, with a total investment of approximately 5,000 billion VND.

The project is expected to make the Do Son tourist area more attractive to visitors with two components: the Hon Dau high-end resort and tourism complex located on Hon Dau Island and the Hon Dau high-end resort and tourism logistics area in the Vung Xec area. The project is developed on land reclamation and includes a cable car connecting the mainland (from the Vung Xec area) to Hon Dau Island, approximately 2 km long.

However, since the groundbreaking ceremony on May 7, 2016, most of the components of the Hon Dau High-End Tourist and Resort Project have remained only on paper.

Dau Island is located in Do Son district, Hai Phong city.

Also in Do Son district, Hai Phong city, there is another unfinished land reclamation project: the Hoa Phuong artificial island project, invested by Daso Group. The project covers a total area of ​​63 hectares and is planned and designed as a luxurious resort complex with a world-class 5-star hotel and hundreds of villas for sale.

In 2003, according to the planning of the Hai Phong City People's Committee, Daso Group began the work of dumping sand and reclaiming land from the sea to create an artificial island in the shape of a five-petaled lotus flower in Van Huong Bay.

By 2010, the artificial island of Hoa Phuong had taken shape. After Daso Group held a signing ceremony for the development of Hoa Phuong Island with many international partners and announced the sale of real estate, the project has been completely stalled from 2014 to the present.

The central bay of Cat Ba in Cat Ba town, Cat Hai district, Hai Phong city, is awaiting a tourism, service, and commercial development project.

In addition to the aforementioned unfinished land reclamation projects, the Cat Ba Central Bay Tourism, Service, and Commercial Area Project in Cat Hai District, Hai Phong City, although not yet implemented, has also attracted the attention of the public and investors.

In the summer of 2022, following the direction of the Hai Phong City People's Committee, the Cat Hai District People's Committee relocated a series of floating restaurants and moored boats at Cat Ba fishing port in the central Cat Ba bay to another location to make way for the bidding process for the Project.

After two unsuccessful bidding attempts, in mid-November 2023, the People's Committee of Hai Phong City directed relevant agencies to hold a third auction. If the project is implemented, the beautiful and picturesque central bay area of ​​Cat Ba will give way to a tourism, service, and commercial zone .
