Located in the center of the Central Highlands, Dak Lak province has a large area and a population of more than two million people, including a large number of ethnic minorities; the poverty rate is still high and many households still live in temporary and dilapidated houses.
Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" launched by the Prime Minister, Dak Lak province has been focusing on mobilizing all resources and directing all levels, sectors and localities to speed up construction progress, striving to complete the elimination of temporary and dilapidated houses for poor households in 2025, creating the best conditions for people to stabilize and rise out of poverty in life, leaving no one behind.
However, the removal of temporary and dilapidated houses for poor households is also facing difficulties and obstacles that need to be resolved soon to ensure progress according to the set plan.
Lesson 1: Great efforts of a poor province
In recent years, with the attention of the Party, State and all levels, sectors and localities in Dak Lak province, there have been many efforts in poverty reduction, eliminating temporary and dilapidated houses for poor households and families with housing difficulties.
However, with the characteristics of a mountainous province, a large population, including 49 ethnic groups living together, of which ethnic minorities account for 35% and life still faces many difficulties; the number of poor and near-poor households that need to eliminate temporary houses and dilapidated houses is quite large.
Meanwhile, Dak Lak is a poor province, the province's annual budget revenue is still low, only about 1/3 of the budget expenditure, but Dak Lak province still makes efforts and is determined to eliminate temporary and dilapidated houses for poor households in 2025 according to the policy set forth by the Government .
Leave no one behind
According to the review data, by the end of 2024, Dak Lak province still had 34,434 poor households, accounting for 6.38% and 27,651 near-poor households, accounting for 5.12%; of which 24,282 poor households were ethnic minorities, accounting for 70.52% of the total number of poor households.
In addition, through review, in 2025, the whole province will support the construction and repair of 7,312 houses for policy families, meritorious people, poor households, near-poor households... facing housing difficulties, of which 5,891 new houses will be built; 1,421 houses will be repaired.
Of the total number of houses that Dak Lak province will support to build and repair in 2025, there are 5,405 houses under the Program to eliminate temporary and dilapidated houses for poor and near-poor households, of which 4,285 houses will be newly built and 1,120 houses will be repaired.
Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" launched by the Prime Minister and leaving no one behind, the People's Committee of Dak Lak province has established four projects to support the construction and repair of new houses for poor households and disadvantaged people in the province, in which the Provincial Police Department is assigned to preside over the implementation of Project 214 to build 4,285 new houses for poor and near-poor households in the province.
The project has a total budget of nearly 342.8 billion VND, each newly built house is supported with 80 million VND, of which 60 million VND comes from the central government and 20 million VND comes from the provincial budget. Along with that, the project also supports the repair of 1,120 houses with a support level of 30 million VND per house.
The assignment of the Provincial Police to implement this Project comes from the experience in completing and handing over 1,200 houses of the Ministry of Public Security to policy families, poor households, and near-poor households facing housing difficulties in the area in 2024.
House construction standards ensure "three hard" (hard foundation, hard frame - wall, hard roof), and at the same time ensure "synchronization, urgency, acceptance and handover to people as soon as completed".
Dak Lak Provincial Party Secretary Nguyen Dinh Trung said that with responsibility and affection for the people, the province will be determined with the highest spirit, make great efforts, and take drastic actions to complete the goal of eliminating temporary and dilapidated houses in the province by December 31, 2025.
Comrade Nguyen Dinh Trung, member of the Party Central Committee, Secretary of the Dak Lak Provincial Party Committee, said: The program to eliminate temporary and dilapidated houses in the province has received attention and direction from Party committees at all levels, authorities, the Fatherland Front, and mass organizations, considering this an important political task of the province. In the past time, all levels, sectors, mass organizations, and localities have propagated, mobilized, and created consensus in society so that all classes of people support and join hands to eliminate temporary and dilapidated houses in the whole province with the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the people are the masters".
At the same time, promote the spirit of self-reliance of localities, diversify forms of support to join hands in eliminating temporary and dilapidated houses, in the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has much helps much".
The Party and the State always pay attention to and prioritize the allocation of resources to serve the socio-economic development, ensure national defense and security in the Central Highlands, including Dak Lak province. Thereby, there have been many policies to support ethnic minorities and poor households, contributing to promoting socio-economic development, poverty reduction, and improving the material and spiritual life of the people.
In the 2021-2024 period alone, the province has supported the construction and repair of 5,649 new houses, including 1,200 houses donated by the Ministry of Public Security in 2024 to meritorious people, poor households, near-poor households, and households with housing difficulties with a total cost of more than 284 billion VND, helping to improve and enhance the material and spiritual life of the people, contributing to stabilizing the political security situation and social order and safety in the province.
In 2025, Dak Lak province is determined to complete the construction and repair of more than 7,312 temporary houses donated to policy families, meritorious people, poor households, and near-poor households in the province.

Dak Lak Provincial Party Secretary Nguyen Dinh Trung said that the Provincial Party Committee and the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses acknowledged and highly appreciated the efforts of all levels, sectors and localities in proactively implementing the elimination of temporary and dilapidated houses for poor households, especially the Provincial Police force in charge of building 4,285 new houses.

The joy of having the temporary house removed
On April 3, Dak Lak Provincial Police coordinated with local authorities to hand over a gratitude house to Ms. Ro Au H'hra's family in Dang village, Ea H'leo commune, Ea H'leo district.
The 36m2 , corrugated iron roofed house, with a total cost of 80 million VND, was built on land granted by the government. This is one of the tireless efforts of Dak Lak province to improve the lives of poor households, gradually eliminating dilapidated, makeshift houses in the area.
In the joy of receiving the new house, Mr. Kpa Xuyen, husband of Ms. Ro Au H'hra, said that in June 2018, because he believed the words of the exiled Fulro reactionaries, the family sold all their assets and crossed the border to Thailand with the hope of settling in a third country. However, upon arriving in Thailand, the family encountered many difficulties such as having no place to live, no job, having to live in hiding, working hard for hire, and being frequently exploited, looked down upon, and dependent on humanitarian aid. When he realized that he had been deceived and with the propaganda, mobilization, and facilitation of the Ministry of Public Security and the authorities at all levels of Dak Lak province, his family returned to their hometown.

Implementing the lenient and humane policy of our Party and State, with the spirit of "mutual love and support" of the great national unity bloc, in order to promptly support Mr. Kpa Xuyen's family to soon stabilize their lives, Dak Lak Provincial Police together with authorities at all levels promptly provided essential necessities, reissued personal documents, created conditions for the couple's three children to go to school, and found jobs for the couple.
In particular, based on the assessment of the current situation and demand for residential land and production land, the Provincial Police reported to the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee to consider, supplement, and urgently build a house for the couple's family so that they can soon have stable housing.
And after only 15 days of construction, the house was completed and handed over to the family for use. “I thank the Party committees, authorities and police forces for their attention, support and giving my family a new house to stabilize our lives. From now on, I will no longer listen to the enticements, enticements and deceptions of bad people, but will stay at home and work hard, develop the family economy, take care of my children's education, and strive to become rich right in my village ,” Mr. Kpa Xuyen shared.
Mr. Y Than Ksor's family, a poor household in Kmien village, Ea Drong commune, Buon Ho town, will receive support to remove temporary and dilapidated houses as early as 2025 in Dak Lak.
Mr. Y Than Ksor said: “My family has seven members but only three acres of farmland; I myself have had a stroke for eight years now, and I have to rely on my wife and children to take care of my daily activities. Therefore, the old house was built a long time ago, and it leaks in many places, but my family has not had the means to repair it, which greatly affects our family activities. Now, with the support of the Party and the State, we have built a new house with an area of 36 square meters , worth 80 million VND, so that we can have a stable place to live. My family thanks the Party and the State very much!”
Gratitude houses in Dak Lak province are being completed and handed over to poor households to use instead of temporary and dilapidated houses.
Major General Le Vinh Quy, Director of Dak Lak Provincial Police, said that in response to the movement to join hands to eliminate temporary and dilapidated houses launched by the Prime Minister in conjunction with the socio-economic development project, ensuring national defense and security in the Central Highlands, in 2025, Dak Lak province has implemented 4 projects to build houses for policy families, poor households, and near-poor households in the area.
In particular, Dak Lak Provincial Police were assigned to take the lead in implementing the construction of 4,285 new houses for poor and near-poor households with a budget of 80 million VND/house. This is the largest project to support the construction of houses for poor and near-poor households in the province to date.
Up to now, the province has started construction on 1,886 houses, of which 36 have been completed and handed over to families for use. The provincial police strive to complete the construction of the remaining 4,300 houses and hand them over to people for use before August 15, to celebrate the 80th anniversary of the People's Police's Traditional Day.
The effective implementation of the project is of great significance, contributing to the local government's effective implementation of social security, hunger eradication, poverty reduction, and gradually improving the lives of a part of the people. Thereby, further strengthening the people's trust in the Party, the State, the Party Committee, the government as well as the People's Public Security force.
