Vinh Giang Commune, Vinh Linh District is one of the localities located on the northern bank of Ben Hai River. During the resistance war against the US to save the country, Vinh Giang was honored to be awarded the title of Hero of the People's Armed Forces by the Party and State three times in 1967, 1970 and 1973. Today, Vinh Giang is striving to rise up and become one of the first communes in Vinh Linh District to meet the standards of an advanced new rural commune.

During the period when the US imperialists escalated their attacks on the North, Vinh Giang always steadfastly held on, fought, produced, and built its homeland, becoming an outstanding unit in the rural construction movement in the North.
After the war, Vinh Giang started to rebuild its homeland, cleared bombs and ammunition left over from the war, reclaimed land, and stabilized people's lives. The total natural land area of the commune is 900 hectares, agricultural land is 580 hectares, rice land is 208.5 hectares, of which over 95% of the rice land area does not have a proactive source of water for summer-autumn irrigation, along with climate change causing prolonged drought, arid and saline soil.
In order to proactively cope with the drought situation and awaken the potential, break the monoculture of one-crop rice, Vinh Giang commune has found a new and suitable step and method, which is to shift the crop structure towards improving quality and efficiency. The Party Committee, People's Council, and People's Committee of Vinh Giang commune have issued specialized resolutions on socio-economic development in line with the local situation, identifying crops such as green beans, peanuts, melons, purple onions... on drought-affected and saline-affected rice fields as key crops to increase the agricultural production value of the commune.
Up to now, the locality has converted nearly 100 hectares of ineffective rice production land to grow suitable upland crops and has achieved a value of over 100 million VND/ha, contributing to increasing people's income. The total production value is estimated at 250 billion VND/year; the growth rate is 8%, the administrative reform index ranks 3rd out of 18 communes and towns of Vinh Linh district.
Implementing Resolution No. 26-NQ/TW of the Central Executive Committee of the Party (10th tenure) on agriculture, farmers, rural areas and the National Target Program on New Rural Construction for the period 2010 - 2020, cadres and people of Vinh Giang commune have made efforts to build new rural areas and by 2015, 7/7 villages had met the new rural criteria, the commune had met the new rural standards in 2017.
With the goal of building a commune that meets advanced new rural standards in the 2017-2022 period, the commune has established a steering committee for advanced new rural construction, assigning tasks to each cadre and party member in charge of each field and specific criteria for implementation throughout the commune.
Vinh Giang has directed to focus on exploiting the strengths of the red basalt land to develop long-term industrial crops and short-term crops as well as aquaculture and seafood; invest in organic production and restructure the agricultural sector, build and replicate models of cultivation and livestock farming on key crops and animals such as pepper, pepper, cows, pigs, chickens; develop small-scale industries, businesses, services, and trade...
Mobilize children to participate in labor export, vocational training and work in industrial zones inside and outside the province to increase income. With a natural area of 9.2 km2, a population of 1,500 households and 5,600 people, up to now, the average income per capita in Vinh Giang commune has reached 57 million VND/year; the poverty rate has decreased from 3.6% to 2.21%.
With the support of the state budget, contributions from officials, local people and children living far from home, Vinh Giang has mobilized hundreds of billions of VND to invest in infrastructure to serve the new rural construction program: building nearly 9 km of asphalt concrete roads; over 90% of inter-village and intra-field roads are concreted; electricity system to light up rural roads.
Schools, clinics, education quality, and medical examination and treatment quality have been improved; the rate of students attending school has reached 100%; the number of people participating in voluntary health insurance has reached 95%; the rate of cultural families in the whole commune has reached 97%. Bulletin boards, billboards, and posters have been built in central areas and villages; political security and social order and safety have been maintained.
Continuing the tradition of the heroic homeland in combat, today Vinh Giang has strived to become one of the communes meeting the advanced new rural standards of Vinh Linh district, honored to be awarded the Third Class Labor Medal by the State in 2023. Coming to Vinh Giang today, we see joy clearly in the eyes and smiles of local officials and people.
To achieve great achievements in the cause of building the homeland, generations of cadres and people of Vinh Giang commune have devoted all their heart and mind, boldly and resolutely innovated their thinking and ways of doing things with the aspiration to pave the way to prosperity, wealth, happiness, and glorify the tradition of a heroic homeland.
