In recent years, along with the general development of the province, Hoang Hoa district is one of the localities with many important, breakthrough, and regionally linked projects being implemented, especially transportation projects. The common point of these projects is that they all have relatively large areas of land and assets on land that need to be cleared, directly affecting residential land, agricultural land, and assets and structures of many households. However, by being open, transparent, and determined, Hoang Hoa district strives to perform well the task of site clearance, ensuring the progress of construction of investment projects using land.

In 2024 alone, the whole district has 62 projects, with an area requiring site clearance of 73.6 hectares. Among them are a number of large, key projects connecting external traffic and key areas of the district, such as: the road connecting National Highway 1A with National Highway 45 from Hoang Kim commune to Thieu Long commune (branch route) (6 hectares); the road from National Highway 10 to Hai Tien Tourist Area (18.74 hectares); the road from Phuc Ngu canal to Giang Son village, Hoang Truong commune (10.5 hectares); the road from DH-HH.13 road to the planning area adjacent to Phuc Ngu canal, Hoang Truong commune (9.5 hectares); Thinh - Dong road phase 2 (9.43 hectares); the road connecting from Provincial Road 510, from Goong intersection to Hoang Ngoc commune (Ngoc Dinh gas station) (5 hectares)...
As of mid-March 2024, the departments, branches and functional units of Hoang Hoa district have completed more than 30% of the total area requiring land acquisition. Of which, 100% of the projects have signed land acquisition commitments for 52 public investment projects; 61.31% have been measured and counted; 39.72% have approved compensation plans for land acquisition; 31.27% of the area requiring land acquisition have been compensated. For business investment projects, there are 5 projects where the State has reclaimed land with an area requiring land acquisition of 5.84 hectares. The district has approved compensation plans for more than 31% of the area and completed payment for 15.41% of the total area requiring land acquisition. For projects negotiated by investors themselves (5 projects with 11.12 hectares), more than 55% of the area has approved compensation plans and 35.97% of the total area requiring site clearance has been paid.
To achieve positive results right from the first months of the year, the Standing Committee of Hoang Hoa District Party Committee has established a steering committee on general land acquisition and compensation work in the whole district to create unity and synchronization in the process of implementing land acquisition and compensation projects. Hoang Hoa District People's Committee has applied and implemented in accordance with the procedures, regimes and policies on land acquisition and compensation based on legal regulations, ensuring publicity, democracy and transparency. Difficult and complicated issues have been thoroughly discussed for decision. The district has directed departments, branches and functional units to balance and arrange sufficient funding to organize timely compensation and support payments according to the approved plan for households and individuals whose land is affected when implementing the project. Propaganda work on land acquisition and compensation is regularly, continuously, focused and effectively implemented by all levels, sectors and organizations in the district so that people can clearly understand the legal regulations on land acquisition and compensation, thereby creating high consensus and unanimity in the process of application and implementation.
However, in reality, compensation and site clearance work is always a complicated issue, directly affecting the rights of the people. During the implementation of site clearance, there are still many difficulties and problems. To have enough legal basis before conducting site clearance takes a lot of time, many projects have to change plans from year to year. The cadastral database is old, has not been declared, and has not been updated in time for changes, so when implementing and site clearance projects, it is often very difficult and time-consuming to measure or extract maps, determine the time and origin of land use. Some projects, due to slow measurement/extraction, have been delayed in issuing land recovery notices. For assets, structures, crops, and livestock formed on public land and some projects, households arbitrarily change the land use purpose on land allocated under Decree No. 64/ND-CP dated September 27, 1993 on the allocation of agricultural land to households and individuals for stable and long-term use for agricultural production purposes, the time of asset formation after July 1, 2014 makes it difficult to carry out site clearance.
To promote the work of site clearance and compensation, striving to complete it well according to the plan set out in 2024, Hoang Hoa district focuses on promoting information, propaganda, dissemination and legal education, especially the Land Law, promoting the benefits and significance of projects being implemented in the area to raise awareness for people and for people to effectively implement policies and guidelines on site clearance and compensation. Implement compensation and resettlement support policies publicly and transparently; proactively conduct dialogue to determine the causes and have timely and appropriate solutions; prevent incitement, enticement and difficulties for site clearance and compensation. Prioritize and select land funds to implement resettlement plans and land compensation. Focus on implementing measurements and map extracts to ensure quality of service for site clearance and compensation; in the long term, it is necessary to focus on funding sources to build a cadastral database to help site clearance and compensation work be faster and more accurate. Strengthen coordination between investors and local Party committees, authorities, Fatherland Front Committees, and mass organizations in disseminating and mobilizing people to properly implement State regulations on compensation for site clearance and site clearance for project implementation; arrange sufficient and timely funds for site clearance and site clearance for payment. Advise on the rapid and complete implementation of procedures in site clearance and site clearance to create a clean site for investment projects, contributing to accelerating the successful completion of the breakthrough in improving the investment and business environment that the district has identified to implement in the period of 2020-2025.
