In 2024, the world economy is forecast to continue to develop in a complex and unpredictable manner, greatly affecting the domestic and provincial economies, and some revenue sources will continue to decrease sharply... Therefore, the State budget collection will face many difficulties. In order to strive to complete the 2024 financial and budgetary tasks at the highest level, units in the provincial financial sector and localities have synchronously implemented solutions from the beginning of the year.
Hanoi - Thanh Hoa Beer Joint Stock Company is one of the units that has fulfilled its obligation to contribute to the state budget.
Tho Xuan is one of the localities that exceeded the 2023 state budget revenue estimate with the implementation result reaching nearly 691 billion VND, reaching 151.5% of the provincial estimate. Entering 2024, the district was assigned by the province to collect nearly 400 billion VND of the state budget. To soon complete this task, since December 2023, the district has completed the development of a tax and fee collection plan for each collection address and tax collection; focused on reviewing, updating, and comparing tax debts to ensure timely collection and payment of taxes and fees; reviewed tax collections for ordinary material exploitation, urged collection and payment of contracted tax; effectively exploited from land use rights auctions, focused on implementing auctions of sites and projects approved by the Provincial People's Committee, and promoted site clearance for land fund development projects. At the same time, strengthen the responsibility of local Party committees and authorities in implementing state budget collection... Thanks to that, the state budget collection results in the first two months of the year in the district achieved positive results, reaching more than 246 billion VND, reaching 61.8% of the estimate assigned by the province.
In 2024, Thanh Hoa province is assigned the task of collecting VND 35,567 billion in state budget revenue, of which domestic revenue is VND 22,070 billion. To achieve and exceed the 2024 state budget revenue estimate, the whole sector focuses on drastically implementing 5 key tasks and 10 groups of solutions. In particular, the tax sector will continue to promote administrative reform, digital transformation in tax management, and promptly implement policies to support taxpayers. At the same time, closely monitor the collection progress, evaluate and analyze each locality, each area, and tax type to have a plan to direct and manage collection in a timely manner. Quarterly, notify localities of the state budget collection situation, tax arrears and land use fees and propose solutions in coordinating the direction of collection, debt recovery and solutions to remove difficulties for taxpayers.
Currently, Thanh Hoa Tax Department is focusing on directing regional tax branches to regularly review and analyze newly arising revenue sources, with room for improvement, and the production and business situation of taxpayers, the economic impact of each sector, tax, and key enterprises to have timely directions for collecting the State budget. At the same time, focusing on revenue sources from newly arising or potential investment projects such as environmental protection tax, thermal power, enterprises in the chain related to tax refund enterprises, enterprises exploiting natural resources, transferring real estate, transportation, etc. Thanh Hoa Tax Department also continues to improve the effectiveness and efficiency of electronic invoice management, deploying measures to review and check invoices; strengthening the management of electronic invoices in the business and retail of gasoline. Strengthening inspection, review, and fully determining the outstanding tax amount of each taxpayer, classifying tax debts according to tax status, land rent debts, land use fees, and implementing tax enforcement measures according to regulations.
Thanks to the synchronous implementation of solutions, the State budget revenue in the first two months of 2024 has achieved positive results, with the total provincial budget revenue estimated at VND 8,708 billion, up 23.8% over the same period. Of which, domestic revenue was VND 5,927 billion, reaching 27.7% of the estimate and equal to 136.9% over the same period in 2023. With the determination and solutions in State budget collection that sectors and localities have been implementing, the State budget revenue in 2024 is expected to be completed early and exceed the set target.
