The Party Committee, government, and people of Tien Hai district (Thai Binh province) have been focusing on mobilizing resources and promoting socio -economic development, creating breakthroughs to rise strongly.

Tien Hai district has a natural area of ​​225.6 km2 and a population of approximately 240,000 people. It is blessed with 23 km of coastline, National Highway 37B, and five provincial roads totaling 49.3 km running through its territory. The district also possesses a long-standing gas field – the cradle of Vietnam's oil and gas industry – resulting in a diverse economy encompassing agriculture , industry, trade and services, tourism, and marine economic exploitation.

In recent years, Tien Hai district (Thai Binh province) has experienced relatively comprehensive socio-economic development. The average economic growth rate is 13.49% per year. During the 2020-2025 term, Tien Hai district faces many new favorable factors that will act as a catalyst for breakthroughs.

Industry is a key economic sector.

With its strategically important location in terms of politics , economics, security, and national defense, Tien Hai district in Thai Binh province, as well as the northern coastal region, has opened up many opportunities and attracted large-scale investment projects from the province, such as: the Thai Binh Coastal Economic Zone project (with 15 communes located within the Economic Zone) comprising 5 industrial parks, commercial and service areas, urban areas, and functional zones; and the coastal road project and connecting roads between the Economic Zone and surrounding areas.

Tien Hai district has been selected by the province as a key economic development area and is also a leading district in the industrialization and modernization process. Based on this, the district has developed a comprehensive economic development plan and strategy, ready to receive and welcome investment projects.

The resolution of the District Party Congress identified industry as the key economic sector, aiming to increase the proportion of the industrial sector to over 60%. The district also boldly set a target of achieving an economic growth rate of 15% or more per year in the coming period.

Accordingly, the district is focusing intensely on administrative reform, promoting digital transformation, and applying information technology in state management activities; promoting investment in a targeted manner; reviewing, proactively and actively coordinating with provincial departments and agencies, and investors to accelerate the process of completing planning to create a legal basis as a prerequisite for socio-economic development of the district and localities such as: the General Planning of Thai Binh Economic Zone, functional sub-zones within the economic zone: Con Vanh Golf Course Ecotourism Area, Con Thu, Ba Lat Port Area, High-tech Aquaculture Area, Hai Long Urban Service Industrial Park…; planning for the district, Tien Hai town and surrounding areas; adjusting and supplementing new rural construction plans for communes...

In 2023, the socio-economic situation of the district continued to achieve significant progress.

Specifically, the total value of production across the entire sector is estimated at 5,419.6 billion VND, an increase of 2.62% compared to 2022, of which: crop production increased by 0.81%, livestock farming increased by 3.52%, and aquaculture increased by 3.21%. It ranks 1st out of 8 districts and cities. Livestock farming is developing steadily. The district has 23 medium and large-scale farms and 1 integrated livestock cooperative.

The total number of buffaloes and cattle is estimated at 6,127, an increase of 0.6% compared to the same period last year; the total number of pigs is 54,843, an increase of 1.7%; and the total number of poultry is 1.5 million, an increase of 0.6%. Vaccination, surveillance, and disease control efforts have been implemented seriously and effectively.

Aquaculture and fisheries have developed steadily. The total aquaculture area reached 5,142 hectares (an increase of 48 hectares compared to 2022). The total seafood production reached 96,711 tons, an increase of 3.2% compared to the same period, of which: aquaculture production reached 69,607 tons, an increase of 3.5%; and fishing production reached 27,158 tons, an increase of 3.0%. The value of fisheries production is estimated at VND 2,742.8 billion, reaching 100% of the annual plan and increasing by 3.21% compared to the same period last year. The province is resolutely directing measures to prevent and combat illegal, unreported, and unregulated (IUU) fishing in accordance with the guidelines of the Ministry of Agriculture and Rural Development.

The construction of advanced new rural areas continues to receive attention and guidance. To date, 2 communes (Tay Giang and Van Truong) have been recognized as achieving advanced new rural area standards, 4 communes (Tay Ninh, Tay Luong, Vu Lang, and Dong Lam) have completed the assessment of criteria and are finalizing their dossiers, awaiting recognition decisions from the Provincial People's Committee, and 3 communes (An Ninh, Nam Cuong, and Dong Hoang) are finalizing their dossiers for submission to the province for assessment in December 2023. The District People's Committee has reported to the District Party Committee Standing Committee and submitted to the District People's Council for approval the mechanism to support communes recognized as achieving advanced new rural area standards and model new rural area standards; and the mechanism to support funding for consulting on the development of OCOP products in the district for the period 2023-2025.

The "Lighting Up Rural Roads" program for constructing a street lighting system has received focused attention and implementation. To date, the entire district has completed 788.4/903.3 km, reaching 87.2%. The total number of OCOP products recognized in the district is 28 (including 6 products achieving 4 stars and 22 products achieving 3 stars), an increase of 16 products compared to 2022. It is expected that an additional 6 products will be evaluated in December 2023, bringing the total number of recognized products to 34.

Irrigation, dike management, and disaster prevention work have been actively implemented; directives have been issued to address violations of dike corridors and irrigation works; localities have proactively and actively prepared various materials, equipment, and forces to serve flood and storm prevention according to the "four on-the-spot" principle. The erosion of dike No. 6 in Dong Minh commune has been promptly and effectively addressed. Water regulation has been directed to be implemented appropriately during prolonged heavy rainfall, preventing localized flooding and its impact on people's production activities.

Determined to create significant change.

Forecasts for 2024 indicate that the global, regional, and domestic situations will remain challenging. To achieve significant progress in meeting the socio-economic growth targets for 2024, all levels and sectors must review the tasks and planned targets; simultaneously, they must demonstrate strong political determination, great effort, decisive action, and proactive, creative leadership in directing and organizing the implementation of the Action Program for the Resolution of the 13th National Party Congress, the Resolutions of Party Congresses at all levels, the work programs of Party committees, and the work programs and plans for 2024, focusing on effectively implementing key tasks and solutions such as:

Continue to synchronously implement the goals, tasks, and solutions for socio-economic development according to the 5 key solutions and 3 breakthroughs of development set forth in the Resolution of the 28th District Party Congress, focusing on accelerating land clearance, promoting administrative reform, improving the investment and business environment, and strongly attracting investment projects into the Economic Zone.

Effectively implement social security and welfare policies to improve people's lives. Strengthen land and resource management, protect the environment, and respond effectively to climate change. Enhance the effectiveness and efficiency of leadership, management, and law enforcement; maintain security, political stability, and social order.

The district aims for a total production value (at 2010 constant prices) increase of 11% or more compared to 2023. Specifically: Agriculture, Forestry, and Fisheries, to increase by 2.4% or more; Industry and Construction, to increase by 14.9% or more (with Industry increasing by 15.7% or more and Construction by 11.4% or more); and Trade and Services, to increase by 7.3% or more.

The goal is to have at least 4 more communes achieve advanced new rural status; to review and register 2 communes as model new rural areas. The aim is to have at least 15 more OCOP products. The average per capita income is projected to reach over 69.8 million VND/person/year.

Simultaneously, the target is to maintain and reduce the rate of malnutrition among children under 5 years old to below 8.0%. The rate of population participating in health insurance will reach 93% or higher. At least two more schools will meet national standards. The rate of families meeting cultural standards will reach 93.5% or higher. The target for building strong governments will reach 80% or higher.

In addition, the poverty rate will decrease to below 1.5%, and the near-poverty rate will decrease to below 1.6%. The goal is to achieve a DDCI (District Competitiveness Index) ranking of 4th out of 8 or higher for the district. The target for recruiting and enlisting citizens into the military will be met. Political security and social order will be maintained and ensured.

Building upon the existing foundation, upholding the glorious revolutionary traditions of our homeland, and with a spirit of innovation and creativity, seizing every opportunity, we are confident that in the coming time, the Party Committee, government, and people of Tien Hai district will achieve even greater success, building a rapidly and sustainably developing locality.
