The total area of land that has not been recovered and the compensation plan for site clearance has not been approved is 125 hectares. Of which, 10.52 hectares of land of 45 households in Dien Tho commune have not signed the inventory and counting, and the 6.9-hectare Tuynel brick factory has not yet handed over the site due to disagreement on the compensation plan. The district is preparing a land recovery dossier and drafting a compensation plan for site clearance for the remaining 115 hectares due to problems in applying compensation and support policies for site clearance after the 2024 Land Law takes effect.

At the meeting, VSIP Nghe An Company Limited requested the Provincial People's Committee to soon issue a Decision on compensation policy for site clearance with reasonable compensation levels to have a basis to speed up the progress of site clearance work at the Project.

Because currently, there are about 10 potential secondary investors looking to invest; of which 2 investors have signed a memorandum of understanding to hand over land in October 2024 with a total expected investment of about 1 billion USD, requiring nearly 100 hectares of land. Speed up the implementation of the auction of mineral exploitation rights for 02 land mines in Dien Loi commune, Dien Chau district; guide and approve the adjustment of land use planning of Dien Chau district as a basis for implementing the following procedures.

Vice Chairman of the Provincial People's Committee Bui Thanh An requested departments and branches to coordinate with Dien Chau district and VSIP to make efforts to complete the site clearance compensation work to soon form a new industrial park, creating growth momentum for the province with the viewpoint: in accordance with the law, for the benefit of the people and ensuring stability in economic development. The Vice Chairman of the Provincial People's Committee assigned the Dien Chau District People's Committee to continue to propagate, mobilize, and complete the dossier to carry out the mandatory inventory process according to the provisions of law; mobilize households to basically agree to hand over the site before October 30, 2024. For households that have signed the inventory dossier, focus on completing the approval of the site clearance compensation plan for the remaining area of the project after the Provincial People's Committee issues a Decision replacing Decision No. 24. Assign the Department of Natural Resources and Environment to promptly complete the auction of mineral exploitation rights for 02 landfill mines in Dien Loi commune, Dien Chau district. Assign Bac Nghe An Irrigation One Member Co., Ltd. to carry out procedures for liquidation, demolition of assets, and handover of the site to VSIP Nghe An Co., Ltd. according to regulations before September 15, 2024.
