Although the rainy and flood-prone weather in Quang Binh in recent days has not affected the quality of the expressway project, the prolonged heavy rain has prevented the project from making significant progress.

In late October, Quang Binh province experienced widespread heavy rainfall. In particular, several areas such as Le Thuy and Quang Ninh districts, and Dong Hoi city, experienced extensive flooding.

According to our reporter's observations, despite extreme weather causing heavy rain and widespread flooding, no damage was recorded at the expressway component projects passing through Quang Binh province. The quality of the construction remains assured.

After nearly two years of construction, expressway projects through Quang Binh province, such as Vung Ang - Bung, Bung - Van Ninh, and Van Ninh - Cam Lo, have basically completed the road embankment phase. Many projects have laid the final layer of asphalt and are currently constructing traffic safety systems, installing rigid median barriers, and protective fences.

At the Van Ninh - Cam Lo project section passing through Le Thuy district - an area heavily affected by the major flood - the contractors had basically completed the embankment and finished the bridge and drainage system by the time the flood occurred, so there was no damage or impact on the project's quality.

Due to having recently taken over the site, Truong Thinh Construction Company, which is constructing the Van Ninh - Cam Lo section through Le Thuy district, is currently working on the roadbed.

However, according to Mr. Luu Tuan (an official from the Ho Chi Minh City Project Management Board - the investor), construction has been somewhat delayed due to the rainy season. In addition, the main route of the project, as well as the Ho Chi Minh City return route through Le Thuy district, are still facing land acquisition issues.

"In the areas where land is available, the contractor has completed the hot asphalt paving, installation of guardrails and protective fences. Currently, in Le Thuy district, there are still about 180 meters of the main route that are facing land acquisition issues. Bad weather and incomplete land clearance are preventing contractors from proceeding, affecting the overall progress of the entire project," Mr. Tuan said.

Speaking to reporters, a representative from the contractor Truong Thinh stated that the company is responsible for constructing the 32km section of the Van Ninh - Cam Lo expressway in Quang Binh province. To date, many sections of the route have been paved with asphalt, and guardrails and protective fences have been installed. However, within the construction area of ​​the main route as well as the replacement road (Ho Chi Minh Highway), there are still houses and structures belonging to local residents obstructing the construction.

"We hope to hand over the site early so that the project can be completed by April 30, 2025, to connect with other projects as required by the Prime Minister and the Ministry of Transport," this person said.

Project progress is delayed due to heavy rain.

The Vung Ang - Bung and Bung - Van Ninh projects, sections passing through Quang Trach, Bo Trach districts and Dong Hoi city, which are managed by Project Management Board 6, were also affected by heavy rains recently.

The Vung Ang - Bung package, constructed by contractor Vianconnex, has completed the road surface paving and is currently installing the guardrail system.

According to Mr. Hoang Thai, Director of the Bung - Van Ninh project (Project Management Board 6 - Ministry of Transport), after nearly two years of construction, the expressway project has basically completed the roadbed and surface; the bridge, culvert, and drainage canal systems have also been completed.

"There are some sections where land acquisition was delayed, so the units are currently excavating and filling the roadbed (nearly 1km section through Bo Trach district). In the remaining sections, the contractor is implementing phased construction of items such as: paving the road surface, installing traffic safety systems, median strips, and protective fences," Mr. Thai said, adding that the Bung - Van Ninh project, 49km long, passing through Quang Binh province, has accumulated over 3,100 units of work to date out of a total of nearly 4,900 billion VND.

Similarly, at the Vung Ang - Bung project, the heavy rain in recent days has also affected the project's progress.

A representative from Phuong Thanh company stated that heavy rains in late October halted the project, preventing construction. Although the weather was sunny and dry for the first two days of November, the soil remains damp, making roadbed preparation impossible.

"Currently, we are directing the construction teams to complete tasks such as finishing the bridge decks, installing guardrails, and drainage ditches... these tasks can be done even in bad weather," said Phuong Thanh contractor.

The situation regarding the asphalt concrete paving work is being handled by the Vietnam Construction and Import-Export Corporation (Vinaconex).

According to Vinaconex's leadership, the unit responsible for constructing the section from Km 657 to 674 + 500 of the Vung Ang - Bung package, the unit has paved the entire main route so far, with only 3km of the final layer, C16, having been laid.

Due to bad weather, the unit is currently carrying out construction work such as building drainage ditches, installing guardrails, and protective netting. In addition, the signage system and canopies have been installed; approximately 100 meters of the rigid median strip are under construction.

"Currently, the work progress has reached approximately 80%, equivalent to 1,300 billion VND. If the weather is favorable, the main route under our responsibility may be completed this year," a Vinaconex leader said.
