Although the rainy and flood weather in Quang Binh in recent days has not affected the quality of the expressway project, the prolonged heavy rain has prevented the project from making a breakthrough.
Floods do not affect the quality of highway projects
In late October, Quang Binh province experienced widespread heavy rain. In particular, widespread flooding occurred in some localities such as Le Thuy district, Quang Ninh, and Dong Hoi city.

According to the reporter, although the extreme weather caused heavy rain and widespread flooding, no damage was recorded at the expressway component projects passing through Quang Binh province. The quality of the project is still guaranteed.
After nearly 2 years of construction, expressway projects through Quang Binh such as: Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo have basically completed the roadbed. Many projects have laid the final asphalt layer and are constructing traffic safety systems, installing hard dividers, protective fences...
At the Van Ninh - Cam Lo project, the section through Le Thuy district - a locality heavily affected by the major flood, at the time of the flood, the contractors had basically completed the high ground and completed the bridge and drainage system, so there was no damage or impact on the quality of the project.
Due to having just received the site, Truong Thinh unit, which is constructing the Van Ninh - Cam Lo project through Le Thuy district, is constructing the roadbed.
However, according to Mr. Luu Tuan (officer of Ho Chi Minh City Project Management Board - investor), due to the rainy season, the construction has been somewhat delayed. In addition, the main route of the project as well as the Ho Chi Minh City road section passing through Le Thuy district are still stuck in land clearance issues.
"For locations with available land, the contractor has completed the hot asphalt paving, guardrail installation, and protective fences. Currently, through Le Thuy district, there is still about 180m of the main route that is still stuck with land. Bad weather, uncleared land, contractors cannot implement, affecting the overall progress of the entire project," said Mr. Tuan.
Informing reporters, a representative of Truong Thinh contractor said that the unit in charge of constructing the Van Ninh - Cam Lo expressway project through Quang Binh province, a 32km section, has so far paved many locations along the entire route with asphalt concrete, guardrails, and protective fences. However, on the construction area of the main route as well as the repaved route (Ho Chi Minh road), there are still houses and construction works.
"We hope to hand over the site soon so that the project can be completed by April 30, 2025 to match other projects as required by the Prime Minister as well as the Ministry of Transport," he said.
Worry about project progress due to heavy rain
The Vung Ang - Bung and Bung - Van Ninh projects through Quang Trach, Bo Trach districts and Dong Hoi city, invested by Project Management Board 6, have also been affected by heavy rains in recent times.
Vung Ang - Bung package constructed by contractor Vianconnex has completed the road surface and is constructing the guardrail system.
Mr. Hoang Thai - Executive Director of Bung - Van Ninh project (Project Management Board 6 - Ministry of Transport) informed that after nearly 2 years of construction, the expressway project has basically completed the roadbed and road surface; the bridge and drainage system has also been completed.
"There are some locations where the land is received late, so the units are digging and filling the roadbed (nearly 1km through Bo Trach district). In the remaining sections, the contractor is implementing the construction of items such as: paving the road surface, installing traffic safety systems, median strips, and protective fences," said Mr. Thai, adding that the 49km-long Bung - Van Ninh project through Quang Binh province has accumulated output to date of more than 3,100 out of a total of nearly 4,900 billion VND.
Similarly, at the Vung Ang - Bung project, heavy rain in recent days has also affected the project's progress.
A representative of Phuong Thanh Company said that heavy rains in the last days of October caused the project to stop and construction could not be carried out. The weather was sunny in the first two days of November, but because the ground was still wet, the roadbed could not be treated.
"At this time, we are directing construction teams to complete tasks such as completing bridge decks, building guardrail systems, drainage ditches... these tasks can be done in bad weather," said contractor Phuong Thanh.
Status of asphalt concrete paving work undertaken by Vietnam Construction and Import-Export Corporation (Vinaconex).
According to the leader of Vinaconex, the unit in charge of constructing the section from Km 657 to 674 +500 of the Vung Ang - Bung package. Up to this point, the unit has paved the entire main route, the last layer is C16, only 3km has been paved.
Due to bad weather, the unit is implementing construction items such as making drainage ditches, installing guardrails, protective nets... In addition, the sign system and booms have been installed; the hard median strip is under construction for about 100m.
"Currently, the work progress has reached about 80%, equivalent to 1,300 billion VND. If the weather is favorable, the main route managed by the unit can be opened this year," said a Vinaconex leader.
