The explosion occurred on the morning of December 17, killing the head of the Russian Radiation, Chemical and Biological Defense Forces, Lieutenant General Igor Kirillov. The explosion site was determined to be outside the entrance to a residential building on Ryazansky Avenue in Moscow (Russia), about 7 km southeast of the Kremlin.

" The investigation results show that an explosive device was planted in the scooter and exploded," said Svetlana Petrenko.
The Russian Investigative Committee has opened a criminal investigation into the incident. Security forces are also reviewing security cameras to find the culprit.
According to RIA Novosti news agency, the explosive device had a destructive power equivalent to 200 grams of TNT. On the Russian Telegram channel, many photos were circulated showing the entrance to the building where the incident occurred was severely damaged. Two bodies were lying in the snow nearby.
To date, no individual or organization has claimed responsibility for the incident. Russian authorities have not yet identified any suspects.
In April, Andrei Chibis, the governor of Russia's Murmansk region, was also shot by an unknown assailant with a knife. The Kremlin announced that the knife-wielding assailant mingled with the crowd at the city hall with Mr. Chibis, waited for the right moment and then stabbed him.
Shortly after the attack, Mr. Chibis' Telegram channel posted a video showing him lying in a hospital bed after surgery.
