Ninh Thuan issues an "ultimatum" to the construction unit of the Than River Reservoir Project

The Vice Chairman of Ninh Thuan province requested the contractor of package No. 22, Cuong Thinh Thi Construction Investment Group Joint Stock Company, to complete the construction and installation of the entire concrete dam before September 10, 2024.

Regarding the progress of the Than River Reservoir Project, according to the report of the Management Board of Investment and Construction Projects for Agricultural and Rural Development (the investor), by early August, the total volume of construction and installation items of the project had reached about 94%.

For package 22 alone, the construction unit has basically completed the earth dam, deep discharge culvert combined with diversion, auxiliary dam 1, auxiliary dam 2, reservoir channel, reservoir flood avoidance road, operation house, etc.; however, the progress of the package regarding the dam concrete item is still slow compared to the set plan.

Although the Ninh Thuan Provincial People's Committee has allocated sufficient capital, the contractor, Cuong Thinh Thi Construction Investment Corporation, has not been resolute in the construction process; the mobilization of human resources, equipment and materials has not met the requirements to speed up the progress and complete the project according to the set plan.

At the project progress inspection on August 6, 2024, Mr. Trinh Minh Hoang, Vice Chairman of Ninh Thuan Provincial People's Committee, said that so far, the project has almost no problems related to site clearance and the province has also fully allocated capital for the project. Therefore, there is no reason why the project cannot be accelerated.

With the goal of completing and putting into use in 2024, the Vice Chairman of Ninh Thuan province requested the construction contractor to work overtime to speed up the construction progress, compensate for the delayed construction volume to complete the construction and installation of the entire concrete dam before September 10, 2024; at the same time, the construction contractor must have a commitment on the implementation progress.

Mr. Hoang also requested the supervising consultant and investor to arrange forces to organize supervision and monitoring. If the contractor continues to delay and the construction does not ensure progress, immediately report to the leaders of Ninh Thuan Provincial People's Committee to take measures to handle the case according to regulations if the contractor continues to delay the implementation progress.

The Than River Reservoir Project has a reservoir capacity of 85.04 million m3 of water, the initial implementation period is 2017 - 2020, then adjusted to 2018 - 2022.

Regarding the project's capital, according to the report of the Economic - Budget Committee of the Ninh Thuan Provincial People's Council, the project has a total investment capital of 1,041,659 million VND from the central budget. The total capital allocated by the end of 2020 is 925,669 million VND; of which 254,782 million VND from the 2018 capital plan is allowed to be extended to 2022.

As of December 31, 2022, the extended capital had disbursed 181,224 million VND, the remaining 73,558 million VND had not been allowed to be extended, so Ninh Thuan province returned it to the central budget.

Thus, the total disbursed capital of the project by the end of 2020 is 833,658 million VND; meanwhile, the 2021-2025 medium-term plan allocated for the project is 138,673 million VND, so there is a shortage of 68,327 million VND.

Due to the urgent requirement that the project must be completed in September 2024 to promote efficiency and ensure project safety before the storm and flood season, on May 30, 2024, the People's Council of Ninh Thuan province issued Resolution No. 20 assigning the medium-term plan and the 2024 plan from the local budget for the project of VND 68,341 million.
