Ninh Thuan resolutely implements solutions to increase budget revenue in 2025

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Tran Quoc Nam emphasized: 2025 is the last year of the 2020-2025 term, which is of decisive significance in completing the socio-economic development goals according to the Resolution of the 14th Provincial Party Congress and the 5-year Plan for the period 2021-2025. At the same time, this is also the year to prepare for the Party Congresses at all levels for the 2025-2030 term.

In the context of many difficulties and challenges, requiring all levels and sectors to make great efforts, high political determination, create breakthrough changes in thinking and action, and strive to achieve the goals and tasks set out in the 2025 Plan. Thoroughly implementing the Government's motto of action "Discipline and responsibility; proactive and timely; streamlined and effective; creating breakthrough momentum" , the province sets out the motto of action for 2025 "Solidarity and discipline; proactive and creative; streamlined and effective; accelerating breakthrough" , to be determined to achieve the budget revenue target in the province of 5,500 billion VND. Of which, the province's land use fee collection in 2025 will reach 774 billion VND, contributing to the successful completion of the tasks and goals of the Socio-Economic Development Plan and the State Budget Estimate for 2025.

Presenting the report on the results of State budget collection in 2024 and the key tasks and solutions for State budget collection in 2025, Director of the Department of Finance Nguyen Thanh Phu said that State budget collection in the province in 2024 (especially domestic revenue) achieved very positive results. Total State budget collection in the province was 4,970.4 billion VND; reaching 135% (4,970.4/3,676 billion VND) compared to the estimate assigned by the Ministry of Finance; reaching 124% (4,970.4/4,000 billion VND) compared to the estimate assigned by the Provincial People's Council...

The conference heard presentations from localities and departments, focusing on solutions: strengthening revenue management, preventing revenue loss, handling tax arrears, effectively exploiting revenue from land and public assets; removing obstacles for renewable energy projects; effectively implementing urban development projects, tourism planning and new urban areas; developing the real estate market, e-commerce; at the same time, promoting propaganda on tax policies and administrative reforms.

With the spirit of continuing to innovate in thinking and creativity in action, promoting the responsibility of leaders with higher determination, greater efforts, drastic and effective actions, and breakthrough development, he requested all levels and sectors to focus on implementing a number of tasks and solutions.

Accordingly, continue to thoroughly implement measures to manage budget collection in 2025 in the province in the first months of 2025; regularly monitor closely the development of production and business situation; focus on reviewing, analyzing and evaluating the collection situation close to the reality in each locality to promptly advise the Provincial Party Committee and Provincial People's Committee to find solutions to remove difficulties and obstacles in budget collection.

Propaganda for taxpayers to strictly comply with tax policies and tax administrative procedures related to tax policies through innovating methods, developing diverse and rich forms of propaganda; focusing on reviewing and classifying tax debts to have appropriate debt collection solutions; strengthening tax management for business households and individuals; regularly exchanging information and data, comparing and reviewing the subjects and sales of e-commerce business households and individuals to put them under management.

Speed ​​up the progress of arranging and handling houses, land, and public assets, creating revenue for the provincial budget. Strengthen the work of consulting and issuing land price adjustment coefficients; promptly determine land prices and land price plans for projects. Continue to focus on completing the comprehensive removal of difficulties and obstacles for businesses.

For important projects that generate resources for the province, attention should be paid to resolving them, avoiding errors, and promptly bringing these projects into reality. Organize and implement the management of export and import tax collection to ensure correct, full and timely collection according to the provisions of the Law on Tax Administration. Heads of sectors, levels and localities, especially tax collection units, must put themselves in the context, tasks and assigned work to find new directions and new solutions to remove "bottlenecks", unblock resources, effectively handle difficulties in each sector, each field and each locality, ensuring the completion of budget collection in 2025, contributing to promoting the socio-economic development of the province.
