Ninh Thuan recommends not investing in solar power on factory roofs in industrial parks

According to the Department of Industry and Trade, investment in installing rooftop solar power (self-production, self-consumption) in industrial parks and industrial clusters to serve production activities will only be carried out after the province has a policy and is allocated capacity.

The Department of Industry and Trade of Ninh Thuan province has just issued an official dispatch regarding the investment in installing rooftop solar power at factories and production workshops in industrial parks and clusters in the province.

According to the Department of Industry and Trade, according to Document No. 644/TTr-BCT, dated January 26, 2024 of the Ministry of Industry and Trade (Draft approving the Plan for implementing the Power Plan VIII), Ninh Thuan province is allocated a rooftop solar power (RTSP) capacity of 21 MW. However, as of February 27, 2024, the Plan for implementing the Power Plan VIII and the Decree regulating the mechanism for encouraging the development of RTSP have not been signed and issued by the Prime Minister.

The Department of Industry and Trade said that after the above decisions are issued, the unit will advise the People's Committee of Ninh Thuan province on the implementation to the subjects for information and implementation.

In particular, the content is related to the allocation of solar power installation capacity in industrial parks and clusters... according to regulations and instructions for investors to carry out procedures for registering solar power installation in Ninh Thuan province.

Therefore, the Department of Industry and Trade notes that investors and enterprises installing solar power in industrial parks and industrial clusters must comply with regulations. Accordingly, investment in installing solar power (self-production and self-consumption) in industrial parks and industrial clusters to serve production activities will only be implemented after the Ninh Thuan Provincial People's Committee has a policy and is allocated solar power capacity.

The Department of Industry and Trade recommends that in order to avoid consequences and losses for investors and businesses investing in self-produced and self-consumed rooftop solar power, they will be punished, affecting the investment environment of Ninh Thuan province.

Previously, in Notice No. 38, dated February 22, 2024 of the Provincial People's Committee Office on the conclusion of the Chairman of the Ninh Thuan Provincial People's Committee, Mr. Tran Quoc Nam at the working session with the Industrial Park Management Board listened to the report on the operation of industrial parks in the province; including the content of assigning the Department of Industry and Trade to urgently issue a document to guide and recommend units to know, temporarily not to invest in solar power on factory roofs in industrial parks in the province.
