Promote forest protection contracting

According to Mr. Le Minh Tam - Vice Chairman of Ninh Hoa Town People's Committee, the town has nearly 55,000 hectares of forest, with 24/26 communes and wards having forests. In recent times, together with specialized forces, the assignment of forest protection and development to the military and people has been widely implemented by the town and achieved positive results. Specifically, implementing the pilot plan for assigning forest protection and combined agricultural and forestry production for Cam Xe forests in Ninh Tay commune for the period of 2021 - 2025, up to now, more than 166 hectares of forest have been assigned to 9 households. Through assessment, people have done a good job of protecting forests in the assigned area. The number of forestry violations in this area has decreased significantly each year.

Similarly, 20 households participating in protecting more than 525 hectares of forest in the Ea Krong Rou forest area, Ninh Tay commune within the framework of Sub-project 1 - Project 3 under the National Target Program for Socio-economic Development of Ethnic Minority and Mountainous Areas also brought positive results. The households implemented the contract well and protected the forest according to regulations.

Regarding the natural forests in the Hon Heo area, nearly 5,300 hectares of natural forests are assigned to the military for protection. These forces regularly organize propaganda and disseminate legal documents related to forestry for people to understand; at the same time, combine patrols to protect the sovereignty of seas and islands with patrols to protect forests, with nearly 500 times/year. Thereby, promptly detecting and handling acts of forest encroachment. For example, in 2024, the forces discovered and destroyed 33 charcoal pits, more than 7 tons of finished charcoal, seized 115 wild animal traps and many other forest destruction tools.

Clearly identify forest fire risk areas

According to the report of Ninh Hoa Forest Protection Department, after review, the town has more than 5,000 hectares of forest at risk of fire, of which more than 4,600 hectares are natural forests, the rest are planted forests. Areas with frequent fires include the Cam Xe forest in Ninh Tay commune; planted forests under the management of the Bac Khanh Hoa Protective Forest Management Board in Ninh Son and Ninh Thuong communes; and some areas of natural forest in the communes of Ninh Phu, Ninh Phuoc, Ninh Son, Ninh Tay, Ninh Tan, etc.

According to the assessment of professional agencies, Ninh Hoa has many key areas prone to forest fires, the terrain is strongly fragmented, traffic in some communes is still difficult; natural forests have a thick layer of humus, planted forests are mainly acacia. Therefore, forest fire prevention and control work mainly focuses on fire prevention. The authorities have stepped up propaganda, raised people's awareness, organized households cultivating swidden fields to sign commitments to strictly implement forest fire prevention and control solutions. Along with the synchronous implementation and improvement of the effectiveness of forest protection and development solutions, the Town People's Committee continues to maintain the activities of the Interdisciplinary Anti-Deforestation Inspection Team to prevent deforestation. At the same time, strengthen patrolling, control, and protect the existing forest area, especially in upstream protection forests and bordering forest areas; strictly handle organizations and individuals who violate the law, especially leaders who lack responsibility to allow deforestation, illegal exploitation, encroachment of forests and forest land.

In addition to the positive results, contributing to increasing the forest coverage rate to more than 44.7%, forest management, protection and forest fire prevention and control in the area still face many difficulties. Mr. Le Minh Tam said that currently, on average, each forest ranger is in charge of 3-4 communes and wards, leading to patrolling and controlling forest products often not being timely; consulting and coordinating with local authorities in updating and monitoring forest developments is still difficult. In addition, the area of ​​forest that has not been assigned or leased and managed by the People's Committee at the commune level is still large (more than 20,840 hectares), while the People's Committee at the commune level does not have specialized forestry staff, the forest protection force is thin, lacking necessary equipment and technical means, causing great obstacles to forest management and protection.

According to the leader of Ninh Hoa Forest Protection Department, in the coming time, the local forest protection force will focus on improving the work of forecasting, inspecting and effectively organizing the implementation of forest fire prevention and control work; be ready to mobilize forces, means and equipment to fight fires when situations arise to minimize damage caused by forest fires. At the same time, proactively patrol and inspect forests, prevent violations of the Forestry Law; strictly manage the conversion of forest use purposes, especially natural forests; do not allow the situation of taking advantage of the conversion of purpose to destroy forests, encroach on forest land, illegally exploit and trade forest products.

In order to make forest management and protection more effective, the People's Committee of Ninh Hoa town proposed that the Provincial People's Committee consider increasing the level of financial support for patrolling and controlling according to Directive No. 12/2003 of the Prime Minister, because the current support level (50,000 VND/person/day) is too low; at the same time, it is recommended that the province allocate the budget to equip specialized flycams for the forestry sector, serving the work of forest fire prevention and control more effectively.
