Rural appearance has many changes

Coming to Khanh Cuong commune (Yen Khanh), the peaceful living space with clean, beautiful roads, colorful flags and flowers, flat asphalt roads... creates a feeling of both newness and familiarity. Mr. Bui Kim Tien, hamlet 10 Dong Cuong, Khanh Cuong commune said that people in the hamlet regularly clean the village roads, alleys, take care of and trim trees, so the landscape and environment are guaranteed to be green, clean and beautiful. The movement to build a model new rural area has been changing the face of the locality.

Mr. Nguyen Van Phuong, Chairman of Khanh Cuong Commune People's Committee, said: To complete the goal of building an advanced and exemplary new rural area, in addition to the direction of Party committees and authorities at all levels, the consensus of the people is also a key factor. The Party Committee and the commune government have actively mobilized, aroused and promoted the autonomy of the people. In propaganda, the guiding motto is consistent with "People do, the State supports; people are the subject, the State guides, guides the organization and supports the implementation; taking the grassroots as the area to direct the implementation of the new rural area". The construction of an advanced and exemplary new rural area has created a clean and beautiful landscape, socio-economic works in the commune have been invested in and built, meeting the production and living needs of the people, forming and developing effective commodity production models, contributing to socio-economic development, improving income, material and spiritual life for the people, maintaining political security and social order.

As a result, in 2023, the total mobilized resources for building advanced new rural areas of the commune were 23,301 million VND, of which 10,250 million VND was from the people themselves to renovate, build infrastructure and convert production models (accounting for 44%)... Average income per capita is estimated at over 70 million VND/year, the multidimensional poverty rate has decreased to 0.96%. Currently, the commune is focusing on mobilizing investment resources to improve the quality of criteria, striving to reach the finish line of a model new rural commune by 2024.

In Ninh An commune (Hoa Lu), local people welcomed spring with joy when the commune achieved the model new-style rural standard at the end of 2023. Comrade Ta Thi Mai, Vice Chairman of the Commune People's Committee, said: Ninh An chose education as an outstanding field in the process of building a model new-style rural commune. Every year, the commune always invests in building, repairing and upgrading schools. Up to now, the commune has 3 schools that all meet national standards at level 2. Along with that, in 2023, the average income per capita is estimated at 75.02 million VND/year; the poverty rate is 0.68%. The whole commune has 98% of households achieving the title of cultural family; 100% of villages and hamlets meeting cultural standards.

Not only in Khanh Cuong, Ninh An, but also in localities implementing the program of building advanced new rural areas and model new rural areas in the province, the rural infrastructure system has been invested and upgraded, increasingly meeting the production and living needs of the people. Up to now, 100% of communes have socio-economic infrastructure meeting the new rural criteria, of which over 27% of communes have met the advanced standards. The whole province has built 16,904 roads, with a total length of 2,138.7 km; the rate of schools meeting national standards is 96.6%; 100% of communes have communal cultural houses; the rate of poor households is 2.01%, the rate of near-poor households is 2.37%...

By the end of 2023, the whole province will have 8/8 districts and cities meeting the standards and completing the NTM tasks; 119/119 communes meeting the NTM standards, 50/119 communes meeting the advanced NTM standards (42.02%), 18/119 communes meeting the model NTM standards (15.1%).

Strive to achieve the goal

In the 2023-2025 period, Ninh Binh province sets a target of having 41 more communes meeting advanced NTM standards, bringing the rate of advanced NTM communes to 60% of the total number of communes; having 13 more communes meeting model NTM standards, bringing the rate of communes meeting model NTM standards to 23%. By the end of 2025, the province strives to have 3 districts meeting advanced NTM standards; the province is recognized by the Prime Minister for completing the task of building NTM by 2025.

To achieve these goals, the province has developed plans, roadmaps, and proposed implementation solutions, focusing on leading and directing the drastic implementation of tasks to build advanced and model new-style rural communes, with the participation of the entire political system from district to commune, village, and hamlet; continuing to promote propaganda and dissemination among the people about the policies of the Party, State, and province on building advanced and model new-style rural communes.

The Provincial Steering Committee for New Rural Construction regularly inspects and urges localities to implement the contents of the criteria; effectively integrate capital sources from programs, projects, contributions from cooperatives, enterprises and people to create comprehensive resources to develop synchronous and modern socio-economic infrastructure, ensuring rural and urban connectivity, especially in the key transport sectors and dynamic urban areas; focus on mobilizing resources for culture, health, education and training, environment, etc. Maximize the role of the people as the subject, taking serving the interests of rural people as the driving force in building advanced, model new rural communes and model new rural villages; correctly assess the current situation, potential and advantages of each commune and each region to specifically determine the contents, tasks and focus on key investments.

With the province's orientation of building Ninh Binh into a national tourism center, localities are building new rural areas in association with tourism development, focusing on building rural landscapes, preserving and developing traditional occupations and craft villages. In addition, in implementing the One Commune One Product (OCOP) Program, product quality and ensuring standards are given top priority; attention is paid to post-investment support for products to ensure fairness, efficiency and substance.

Achievements in building new rural areas, advanced new rural areas, and models not only create a new look and new vitality in a civilized and modern direction for villages, but also create a strong shift from awareness to action of the entire political system and each citizen.
