Change from new countryside

Recognized as a model new rural residential area since 2020, Tho Hoang village, Yen Hoa commune (Yen Mo district) changes every day. Village roads and alleys are newly built and spacious.

We arrived at the Tho Hoang Village Cultural House in the late afternoon, when many villagers were gathering here to practice sports . Since the beginning of the construction of the new rural area, this cultural house has been invested in and gradually completed to meet the needs of the people. According to Ms. Luu Thi Huong, a resident of Tho Hoang Village: The cultural house is where villagers practice sports every day, practice folk dance, play chess, and practice performing arts on occasions of activities. Many elderly people are present at the cultural house more than at home.

In Xich Tho commune, Nho Quan district, we also witnessed the clear effectiveness of building a new rural area. Xich Tho is a mountainous commune, but there is not much difference compared to the district center. The main road leading to the commune center is paved with concrete, spacious and neat. Small-scale industrial and service establishments are relatively developed. In the commune center, high-rise buildings are built close together, and all alleys are solidly concreted.

According to comrade Pham Van Hung, Standing Deputy Secretary of the Party Committee of Xich Tho commune, the average income per capita by June 2023 of the commune reached 64.2 million VND/person, exceeding the target set by the Resolution of the Party Congress of the commune for the 2020-2025 term (the plan is to reach 50 million VND/person by the end of 2025). Since 2020, Xich Tho has been recognized by the Provincial People's Committee as meeting the standards of an advanced NTM commune. Currently, the whole commune has 6/10 villages that have been recognized as a model NTM residential area. The amount of money contributed by the people in the commune to build a model NTM residential area from 2020 to now has reached more than 18 billion VND.

It can be seen that the construction of the new rural area is a typical example of the spirit of "people know, people discuss, people do, people inspect, people supervise, people benefit", because all the achievements of the new rural area, the beneficiaries are the people. Currently, 100% of communes in Ninh Binh meet the new rural area standards; of which 17 communes meet the advanced new rural area standards, 11 communes meet the model new rural area standards. 7/8 districts and cities meet the standards and complete the task of building new rural areas. Towards 2024, Ninh Binh will complete the construction of new rural areas in the whole province and be recognized as a new rural area province.

During the survey in Ninh Binh province, we found that there is not much difference in infrastructure and quality of life between regions in the province. Ninh Binh province also pays special attention to social security work. Since the beginning of 2023, the Provincial People's Committee has advised the Provincial People's Council to issue a resolution on supporting the construction and repair of houses for poor households in the province for the period 2023-2025.

Of which, poor households without housing will be supported with 100 million VND/household to build new houses and 50 million VND/poor household to repair houses. By the end of June 2023, the whole province has started construction and repair of houses for 228/500 approved households. It is expected that by the end of this year, the Provincial People's Committee will continue to advise the Provincial People's Council to issue a resolution on social subsidies for especially disadvantaged people, disabled people, and lonely elderly people without support.

Leaving the countryside but not the homeland

Located in the core area of ​​Trang An Scenic Landscape Complex, Thien Ha Cave Eco- tourism Area has just welcomed a group of Australian tourists to visit and experience the life and culture of the local people. After completing a boat trip to Thien Ha Cave, Ms. Mai Thi Lan, in Son Ha Commune, Nho Quan District, said that rowing a boat brings a good and stable income for her family. Her husband also participates in rowing a boat, so during the months with many visitors, she and her husband earn about 20 million VND from this job. Therefore, although they are over 60 years old, they can still take care of their own lives without having to rely on their children.

Through community tourism, people benefit and become more attached to each other, working together to protect the heritage. "We often remind each other and teach our children not to cut down forests, hunt birds or fish with electric shocks to protect the environment, always keep Thien Ha cave a beautiful landscape", Ms. Mai Thi Lan expressed. While talking, Ms. Lan excitedly sang a folk song about the beautiful scenery of Ninh Binh for us to listen to.

As one of the first people to pioneer the development of community tourism, Mr. Ha Huy Loi, Director of Ngoi Sao Private Enterprise - the management unit of Thien Ha Cave Eco-tourism Area - realized that for tourists, especially foreign tourists, cultural identity and regional characteristics have great appeal. "Many people will probably be surprised when foreign tourists are very interested in paying to go planting, harvesting, and living with local people. This contributes to increasing the income of local people," said Mr. Loi.

Creating jobs for local people is what Ninh Binh has done quite well in recent times. In addition to jobs from tourism, businesses opening factories and enterprises in Ninh Binh also attract mainly local workers. Hyundai Thanh Cong Vietnam Automobile Manufacturing Joint Stock Company (Gia Vien District) has more than 2,000 workers, 90% of whom are Ninh Binh residents. Mr. Dinh Duy Tan, Deputy Head of the Company's Human Resources Administration Department, said: He and his wife both work at the Company. The house is only about 5km from the Company, so it is very convenient for work as well as family life.

In Xich Tho commune, we visited Dai Long Production and Trading Joint Stock Company - a famous enterprise for its burnt rice products. This is also a model that creates stable jobs for local people.

Mr. Bui Van Quynh, General Director of the Company said: "The Company currently has 60 employees, most of whom are local people, with workers' income at 8-10 million VND/person/month, and sales staff can earn 13-15 million VND/person/month. The Company is planning to expand production, build a factory with a scale of 3 hectares, creating jobs for 200 workers. Along with that, the Company's orientation is not only to provide products but also to develop into a tourist attraction, so that people can learn about the production process of burnt rice, a culinary specialty of the ancient capital."

Through the above stories, we realize that the "leaving the countryside but not leaving the homeland" campaign being implemented by Ninh Binh is bringing very encouraging results, not just a slogan with orientation.

According to comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, the unemployment rate of Ninh Binh people is very low, if they do not work in agriculture, they work in tourism or as factory workers. The average income of Ninh Binh workers is only at a fairly average level, but because they work close to home, they do not have to pay housing costs, and are guaranteed essential needs in culture, health care, education, etc. People have savings so they enthusiastically respond to the construction of the new rural area to make life better and better. Although they have not yet reached the level of wealth, Ninh Binh people are still generally happy. Because if they have to work far from home, all daily living expenses will increase, which will certainly affect the quality of life of the people.

Stay in the village, sell online

When mentioning Yen Hoa commune, Yen Mo district, many customers across the country have known this place through local specialties such as braised loach cartilage, frozen and dried loach cartilage; dried banana... currently being sold on the e-commerce platform postmart.vn. Since putting local products on the e-commerce platform, sales have increased 5 times, and people's income has increased nearly 2 times compared to before. This is the sweet fruit of the comprehensive digital transformation process in Yen Hoa.

Since 2020, Yen Hoa has been one of 8 communes nationwide selected by the Ministry of Information and Communications to pilot digital transformation. After nearly 3 years of implementation, thanks to taking advantage of the achievements of digital transformation and many effective policies and solutions in economic development and agricultural restructuring, people's income in the commune has increased from 39 million VND/person in 2020 to 70.8 million VND/person/year (as of June 2023), exceeding the target set by the Resolution of the Commune Party Congress for the 2020-2025 term (the target by 2025 is that the average income per capita in the commune will reach 55 million VND). Yen Hoa commune has completed and exceeded 11/13 targets of the Resolution of the Commune Party Congress for the 2020-2025 term.

Comrade Hoang Van Canh, Vice Chairman of Yen Hoa Commune People's Committee affirmed: "The commune always determines to take people as the center in implementing administrative reforms. For example, with digital transformation, the goal is to serve people better, shorten time, processes, procedures, and reduce inconvenience for people". Through research, we learned that Yen Hoa commune has built many communication systems between the government and people such as: SMS messaging system; "Digital Citizen" application; commune information page on Zalo. 100% of administrative procedures under the authority of the commune are resolved on the electronic one-stop system. People do not need to go to the headquarters but can still know how their administrative procedure requests are being processed.

Currently, the population distribution structure in Ninh Binh is about 20% living in urban areas and 80% in rural areas. However, the labor structure is only 20% in the agricultural sector, the remaining 80% work in the industrial and service sectors. Over the past 10 years, Ninh Binh people have tended to "leave agriculture but not their hometown", they feel secure to settle down in their hometown. People's satisfaction with the quality of life is the most accurate measure, affirming the correctness of Ninh Binh province in terms of harmonious and sustainable development orientation.
