From a poor province, Ninh Binh has gradually risen up, aiming to become a well-off province in the Red River Delta region. In particular, Ninh Binh clearly demonstrates the mindset of not developing the economy at all costs, but of harmonizing and sustaining economic development with the preservation of natural heritage, cultural heritage, maintaining social stability, and taking people as the center of development.
Over the past two years, the whole country in general and Ninh Binh in particular have been heavily affected by the Covid-19 pandemic. In this difficult context, thanks to the correct decisions of the Provincial Party Committee, the outstanding efforts and the dynamic and creative spirit of the staff and people, Ninh Binh has maintained a high growth rate.
Harmonious combination of dynamic and static
Coming to Ninh Binh, traveling on the Trang An heritage road shaded by the shade of Bodhi trees, watching locals and tourists leisurely cycling, we felt the values of developing the economy in a green direction, preserving the natural environment and living environment. This heritage road is about 15km long, starting from Trang An to Bai Dinh tourist area, with about 3,000 Bodhi trees planted. It deserves to be among the most beautiful roads in Vietnam.
To take us on a tour of Ninh Binh's colorful walking street at night, comrade Le Manh Hung, Deputy Head of the Propaganda Department of Ninh Binh Provincial Party Committee, cycled to the meeting point. Mr. Hung said that because Ninh Binh has very beautiful and peaceful roads, cycling has become an interesting sport for officials, civil servants and people, both to improve health and to relax after work.
The living space in Ninh Binh is completely different from about 20 years ago. At that time, Ninh Binh was considered a land of "4B" - "sad, frustrating, dusty, dirty". The reason was because the main occupation of many Ninh Binh people at that time was to go into the mountains to break rocks and burn lime, causing a lot of dust. However, life in Ninh Binh has changed now. The air is fresher. The space of the entire walking street is a place where in the evening, people and tourists can relax and slow down, feeling that in the hustle and bustle of the city, there is still the cultural sedimentation of the ancient capital.
To achieve such a big change, many generations of leaders of Ninh Binh province have changed their thinking about economic development methods. From "hot" development based on limestone mountain demolition to make cement and construction materials using old technology, Ninh Binh has shifted to a path of sustainable economic development, with the driving force based on high-tech industries, tourism, combining economic development and protection of the natural environment, preserving the cultural values of the ancient capital of Hoa Lu. It can be seen that the development of Ninh Binh harmoniously combines static and dynamic factors. The static factor is development based on the preservation of cultural heritage, natural heritage, protection of the social environment, and protection of human character. The dynamic factor is the dynamism, creativity, and efforts of Ninh Binh officials and people to find new ways to promote economic growth.
The Resolution of the 22nd Ninh Binh Provincial Party Congress, term 2020-2025, clearly shows the local economic development perspective: "Mobilize and effectively use all resources for socio-economic development with supporting industries, high technology, clean technology, organic and advanced agriculture; focus on developing tourism into a spearhead economic sector... Build Ninh Binh into a tourism center of the country; strive to be a province with average development by 2025, and become a fairly developed province in the Red River Delta by 2030". The Resolution also identifies 14 targets, of which the most important target is the gross regional domestic product (GRDP) increasing by an average of 8.5% per year.
The disadvantage of Ninh Binh as well as other localities in the country in general is that in the process of implementing the Resolution of the 22nd Provincial Party Congress, the Covid-19 epidemic situation is complicated, causing many difficulties. Therefore, achieving the goals and targets in the resolution is not easy.
According to comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee: Although it is known that it is very difficult to achieve the targets in the resolution, the consistent view of the Provincial Party Committee Standing Committee is to compare the province with other provinces in the region and to set high goals to strive for. If the target is low, it will lead to subjectivity and will not create development motivation. Setting high goals will force the entire apparatus to make more efforts, be more dynamic and creative. In each stage of development, there are times when things are favorable and times when things are difficult, but the province does not adjust the targets down and always adheres to the strategic goals and manages the goals well. In particular, the province is always determined to adhere to the strategic direction of "harmonious and sustainable development", developing high-tech, green and clean industry and focusing on developing tourism to become a spearhead economic sector. The province will not let go of the above strategic direction because of any difficulties.
Self-balancing budget, regulating to the Central
The impressive growth and economic restructuring results of Ninh Binh province in recent years, especially in the last half of the term, are convincing evidence for the sharing of comrade Pham Quang Ngoc. In 2022, the whole province has made many breakthroughs in socio-economic recovery and development, completing 17/17 targets of the year, of which 14 targets exceeded the plan; GRDP growth rate reached 8.62% and is an important premise to maintain and create momentum to complete the goals of the entire term.
Also during the difficult period of the last half term, Ninh Binh achieved special achievements. In 2022, the total budget revenue in the province accelerated strongly to reach more than 24,500 billion VND, exceeding 22.4% compared to the estimate assigned by the Provincial People's Council, up 16.9% compared to 2021. In 2022, for the first time in history, Ninh Binh balanced its budget and had a budget adjustment to the Central Government of 9%. Ninh Binh became the 14th province out of 63 provinces and cities nationwide to balance its budget, with budget revenue ranking 15th out of 63 provinces and cities. The economic structure shifted in a positive direction, becoming a golden structure when industry, construction and services accounted for approximately 90%, mainly green and clean industry. Services recovered and developed strongly, especially tourism had a breakthrough development. The number of visitors to Ninh Binh in 2022 reached nearly 3.7 million, 3.6 times higher than in 2021, exceeding the annual plan by 47.6%; revenue increased by 3.7 times... Notably, while many localities struggled with the task of disbursing public investment capital, Ninh Binh's public investment disbursement rate in 2022 reached 96.7%, the highest in the country.
In the first 6 months of 2023, Ninh Binh province's socio-economic situation continued to achieve many positive highlights. According to comrade Bui Mai Hoa, member of the Provincial Party Standing Committee, Head of the Propaganda Department of Ninh Binh Provincial Party Committee: In the first half of 2023, the province's GRDP growth rate is estimated at 7.56%. Industrial production overcame many difficulties to achieve growth compared to the same period. Agriculture had a good harvest, new rural construction work received attention. Services recovered and achieved high growth. Culture and society made progress, social security was ensured, and people's material and spiritual lives continued to improve. Investment promotion continued to receive attention and innovation in a practical and effective direction. Along with that, political security, order, and social safety were ensured; local military and defense were strengthened.
Courage to overcome difficulties
During the widespread outbreak of Covid-19 , Ninh Binh has limited the adverse impacts of the epidemic. In many localities, due to the complicated developments of the epidemic, social distancing has been prolonged, causing production and business activities to stagnate, but in Ninh Binh, with flexible and creative policies and solutions from Party committees and authorities at all levels, all activities of the people basically continue as normal. Social distancing only takes place in the early period (about 14 days). To do so, according to Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc, Ninh Binh is one of the localities that vaccinated people against Covid-19 the earliest, so the community has had immunity very early. Moreover, during nearly two years of the epidemic, all levels in the province have actively supported businesses in all aspects to be ready to seize opportunities immediately after the epidemic, supporting workers during the work stoppage to retain workers.
During the pandemic, instead of completely stopping, tourism businesses also actively invested in building infrastructure for hotels, restaurants, homestays, etc., upgrading services, and opening new tourism products. This explains why Ninh Binh is one of the localities that opened tourism the earliest, has a large number of tourists, and is ranked among the top in the country as soon as it opened after the pandemic. Thanks to that, in the first 6 months of 2023, the service growth rate of the whole province reached 16%, thereby bringing the overall growth of the whole province to 7.56% compared to the same period in 2022.
During the 2020-2025 term, the Ninh Binh Provincial Party Committee identified 3 breakthroughs: (1) Building e-government, implementing digital transformation; (2) Improving the quality of human resources; focusing on building a team of officials at all levels with sufficient qualities, capacity and prestige, equal to the task; (3) Focusing on investing in developing synchronous, effective and quality infrastructure; especially tourism infrastructure. In the past half of the term, all 3 of these breakthroughs have been well implemented by the province, bringing about clear results.
The results achieved after half a term of implementing the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term affirm the correctness of Ninh Binh province in aiming for harmonious and sustainable development.
