Ninh Binh is ready for the 2024 mid-term population and housing census

The 2024 mid-term population and housing census conducted by the General Statistics Office will start on April 1 and end on April 30, 2024. Up to now, preparations for the survey in our province have been basically completed, ready for the survey to take place as planned.

This is a large-scale, nationwide sample survey with complex survey content and diverse survey subjects, with the main purposes of: Collecting data on population and housing nationwide, as a basis for evaluating national programs on population and housing as well as the implementation of the socio-economic development plan for the period 2021-2025; developing policies, planning population and housing to serve the socio-economic development plan for the period 2026-2030; monitoring the implementation of the United Nations Sustainable Development Goals to which the Government of Vietnam has committed.

Provide data on population size to the district level 5 years after the 2019 Population and Housing Census; serve as a basis for reviewing and adjusting annual population data for the period 2020 - 2024; update the population and housing data warehouse managed by the General Statistics Office.

The 2024 mid-term population and housing census must ensure the following requirements: The survey results must determine the size and structure of the population down to the district level; ensure the representativeness of data on population and housing structure for the whole country, urban and rural areas, 6 socio-economic regions, 63 provinces and centrally run cities. The survey subjects include: actual permanent population of households; deaths of households; housing of households in selected survey areas. The survey subjects do not include people living in areas managed by the military and police.

In addition to identification information, the survey content includes 5 main parts: Information on household members; information on birth history of women aged 15-49; information on household deaths; information on household deaths in the past 5 years; information on housing. The survey unit is a residential household, consisting of 1 person eating and living separately or a group of people living and eating together. For households with 2 or more people, the members of the household may or may not be related by blood, marriage, or adoption; with or without a common income and expenditure fund.

The investigation time is 0:00 on April 1, 2024. The information collection period starts from April 1, 2024 to April 30, 2024.

The 2024 mid-term population census uses the direct interview method. Enumerators will visit each household to ask information providers and record all answers on an electronic survey form (CAPI) designed on smart mobile devices (tablets, mobile phones). In some special cases, for survey subjects who cannot be directly approached or cannot be approached many times, the Director of the General Statistics Office decides to choose the appropriate information collection method by sending a paper form or an electronic form (CAPI or Webform) for survey subjects to provide information themselves.

The 2024 Intercensal Population Census will collect information on the following seven main areas: demographic information of household members; information on migration; information on education; information on marital status; information on birth history of females aged 10-49; information on deaths in the household; information on housing and living conditions of the household.

The survey results are compiled according to the form to serve the compilation of statistical indicators assigned according to the functions and tasks of the units. The population size indicator is compiled to the district level, the remaining indicators are compiled to the provincial level.

To prepare the force to organize the survey well, the province has established the Steering Committee for the mid-term population and housing census in 2024 from the province to districts, cities; communes, wards and towns. The work of drawing the base map of communes, wards and towns and transferring data to the General Census operation management page was completed in accordance with the instructions of the Central Steering Committee.

In this survey, our province has a total of 460 survey areas, of which 280 are short-form survey areas and 180 are long-form survey areas with a total of 13,800 surveyed households. Up to now, districts and cities have selected 192 surveyors to conduct surveys and collect information in the areas; at the same time, training has been provided on the application of information technology for the population and housing census for the commune-level Steering Committee, supervisors and surveyors. It can be said that, up to this point, the preparation work for the survey has been basically completed.

In addition, the province has paid attention to propaganda work in many forms through mass media. In addition, the Steering Committees at all levels have also coordinated with relevant departments and branches to widely disseminate to the people about the purpose, significance and requirements of the mid-term population and housing census.

Mr. Le Thanh Tung, Deputy Director of the Provincial Statistics Office, Deputy Head of the Standing Committee of the Provincial Mid-Term Population and Housing Census Steering Committee, said: This is a large-scale sample survey. The selection of households for the survey has been determined on the diagram and list of house numbers and households, so the situation of duplicate or missing households during the survey will not occur.

However, determining information on the actual number of permanent residents of households, information on births and deaths is prone to errors if the investigator does not have a firm grasp of the profession. To overcome the errors in collecting information at households, the Provincial Statistics Office has organized professional training courses for all investigators and team leaders. But more important is the cooperation and assistance of households in the process of interviewing information to fill out the questionnaire. Only then can the information collection be guaranteed to be accurate, serving as a basis for evaluating national programs on population and housing.
