Complete synchronous infrastructure to act as driving force
After more than 30 years of re-establishment, Ninh Binh has achieved many proud achievements in socio-economic development, responding to the trust and expectations of the Central Government. However, with innovative and creative thinking and the desire to reach far, Ninh Binh has never been satisfied with the results achieved, but has always continuously identified limitations and challenges to have new development plans and goals.
The province clearly stated that previous infrastructure projects were mainly transport projects in urban centers and developed economies of the province. While located in an important geographical position in the South of the Red River Delta, Ninh Binh is considered a "gateway" to the Central and Southern provinces; the intersection of 3 economic regions: the Red River Delta, the Northern Coast and the Central Coast, and an important traffic hub of the country. However, in many areas far from the center, the infrastructure still has shortcomings, especially the strategic transport infrastructure system. Therefore, the task of developing breakthroughs and synchronizing infrastructure, especially strategic transport infrastructure in the province, is still the priority goal of the province.
At the beginning of the 2020 - 2025 term, the Provincial Party Committee has issued many resolutions and action programs on developing transport infrastructure, of which Resolution No. 10-NQ/TU, dated December 14, 2021 on building synchronous infrastructure, developing civilized and modern urban areas in the period of 2021 - 2025, with a vision to 2030, has clearly defined the goal of focusing on investing in important transport infrastructure to ensure regional and inter-regional connectivity, expand urban space, create space and driving force for socio-economic development. In the public investment plan, the province identified key projects and works that need to be focused on leadership and direction, including many important transport projects.
On that basis, all levels and sectors have focused highly, with the fastest time to carry out investment preparation steps, focusing on implementation, minimizing the implementation time of projects such as: Project to renovate and upgrade DT 477 road from Km0+000 - Km1+500 (section from Gian Khau intersection to the end of the 50-hectare area - Gian Khau Industrial Park) was decided by the Provincial People's Council on investment policy in Resolution No. 61 dated July 29, 2021. After just over 4 months of implementation, the procedures according to regulations have been completed to start the project, shortening the investment preparation time by about 50% compared to other normal projects. Also after only about 4 months of construction, the project was completed and put into use, exploiting the first 1 km of the route, creating a large spillover effect, contributing to attracting strategic projects on industrial development of Ninh Binh province.
At the beginning of 2023, Ninh Binh province inaugurated and put into use the project to build a road connecting National Highway 12B with National Highway 21B, the section from Cau Tu to Cau Co, which started construction in April 2022 with a contract implementation period of 33 months (until the end of 2024). With the great efforts of the entire political system, after 10 months of construction, with the motto "Quality - Progress - Safety - Efficiency", the project was basically completed, meeting the technical traffic conditions, ensuring quality, without technical incidents or labor safety loss. This is the result of the efforts to overcome difficulties of the investor, contractors and the consensus of the people in the project area.
Consistent with the motto "taking public investment as the driving force", Ninh Binh has proactively coordinated with central ministries, branches, and investors to smoothly implement expressway projects passing through Ninh Binh, soon complete, open to traffic, and put into operation, including the Eastern expressway section Cao Bo - Mai Son and the Mai Son - National Highway 45 section. This is the country's vital traffic route, synchronously connecting with the province's traffic system; creating the closest connection axis between the country's major economic centers with Ninh Binh, with the World Cultural and Natural Heritage - Trang An Scenic Landscape Complex, to the potential mountainous area of Cuc Phuong National Park and the coastal area of Kim Son district.
This is of particular importance, promoting the strong economic and social development of the province in the short term and with a strategic and long-term vision; reducing most of the means of transport entering the urban centers of the province; creating favorable conditions to exploit the potential and strengths of areas previously considered "lowlands" due to traffic restrictions; opening up new space and room for rapid and sustainable socio-economic development of Ninh Binh province and other provinces. At the same time, the projects were completed earlier than expected, affirming that when all levels and sectors in the province are determined, make efforts and have high responsibility, even difficult tasks will be resolved and completed early, ensuring regulations with good quality.
In 2023, the Provincial Party Standing Committee will continue to implement the viewpoint of strengthening leadership and direction on public investment, requiring a focus on quickly and thoroughly implementing each project, putting it into operation early, promoting investment efficiency, creating the basis and driving force for attracting investment and developing the socio-economy. Therefore, it has allocated concentrated capital, giving priority to key projects and projects with the potential for early completion. The Provincial People's Committee continues to be highly determined in implementing and disbursing public investment projects, many of which have been and are being highly focused on to complete and open to traffic by the end of 2023 a number of routes such as: Investment project to build route DT.482 connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B, Ninh Binh province is determined to basically complete, put into operation, and exploit the bridge and routes (route B, route D, route G) by the end of 2023...; Project to build a bridge over the Van River and the road leading to the West of the Van River; Route T21; Project to upgrade the main road to the Kenh Ga stream tourist area and Van Trinh cave (phase 1); Coastal road (phase 1).

Creating a "breakthrough" in transportation for rapid and sustainable development
In 2022, Ninh Binh province was chosen by the Central Emulation and Reward Council and the Prime Minister as the place to hold the launching ceremony of the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste". This demonstrates the trust of the Party and State leaders in Ninh Binh province and affirms that Ninh Binh has an important position in the development of the country. Therefore, Ninh Binh province identifies this as an important driving force to build a long-term development strategy, including a strategy for developing a complete and synchronous infrastructure, opening up space to attract investment, and soon making Ninh Binh a fairly developed province in the Red River Delta region.
Implementing the emulation movement launched by the Prime Minister, along with the working theme of the Provincial Party Committee in 2023 "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency", all levels and sectors in the province continue to strengthen responsibility, accelerate the progress of project implementation, shorten the implementation time and complete investment procedures, focus on construction, and strive to disburse 100% of public investment capital assigned by competent authorities.
Accordingly, the Cha La Bridge Construction Investment Project across the Van River is focusing on bidding, expected to start construction in August 2023, synchronous with the renovation of the landscape on both banks of the Van River; The project to upgrade the main road to the Kenh Ga stream tourist area and Van Trinh cave phase 2 is carrying out site clearance work. Continue to direct the acceleration of the projects of Dinh Tien Hoang road (phase 2); Canal combined with Van Hanh road (phase 1); Coastal road (phase 2).
Also during this period, Ninh Binh is conducting surveys, implementing investment procedures or researching and proposing investment in a number of important routes such as: East-West route (phase 2) is directing the survey to prepare for investment and is expected to complete investment preparation work in the last year of the 2021-2025 period; Ninh Binh - Hai Phong expressway (section through Ninh Binh province) is conducting surveys, reporting to the Government and the Prime Minister on investment policies, striving to start construction in 2024 and basically complete in the 2021-2025 period; surveying, researching and proposing a plan to continue connecting the East-West route with the Ho Chi Minh route to connect and synchronize with the Northwestern provinces, creating inter-regional connectivity between the Red River Delta and the mountainous and midland regions of the North.
In particular, the East-West Road Construction Investment Project in Ninh Binh Province (Phase I) has been identified by the Provincial Party Committee, term XXII, 2020-2025 as a key project that must be completed as soon as possible to create momentum and a breakthrough in the province's socio-economic development in the immediate future and has a strategic and long-term vision. This completed traffic axis will pass through 4 districts and cities, connecting the westernmost with the easternmost of Ninh Binh Province, from the mountainous area of Nho Quan District to the coastal district of Kim Son, opening up space, space and development momentum for about 50,000 hectares in the South of Ninh Binh Province.
In particular, when completed, this route will synchronously connect with important national traffic axes such as: the North-South Eastern Expressway, National Highway 1A, coastal roads, North-South railway...; opening up a connection direction with the Ho Chi Minh route and inter-regional connection between the Northwest region (Hoa Binh, Son La) and the Red River Delta...
Recognizing the importance of the project, at the extraordinary session on May 12, 2021, the 14th Provincial People's Council approved the investment policy for the construction of the East-West route (phase I). This is an extraordinary session after the Provincial People's Council summarized its term, demonstrating the province's determination and synchronous administrative reform. With the spirit of action, synchronous and methodical direction of tasks, on October 29, 2021, the Provincial People's Committee approved the project.
With the participation of the entire political system, just 4 months after the project was approved, the investor completed all procedures from survey, design of construction drawings to selection of construction contractors and site clearance. The project was started on March 27, 2022, on the occasion of the 200th anniversary of the name Ninh Binh and the 30th anniversary of the re-establishment of the province. The project was identified by Ninh Binh province as a key project that must be completed as soon as possible to create momentum and a breakthrough in the socio-economic development of the province in the immediate future and has a strategic and long-term vision. Therefore, site clearance work was carried out for 8 lanes on the entire route, and 20.2/22.9 km of the site has been handed over.
The project has been constructing 11.5/23 km of roadbed, 18/110 cross-culverts and bridges on the route; the construction value to date has reached about 30% of the volume. The Provincial People's Committee is focusing on leadership, direction, and determination to strive to open the entire route to technical traffic by the end of 2023; ensuring technical requirements for operation in 2024.
In the 2024-2026 period, the project will complete other auxiliary items and complete payment procedures. With the attention and drastic direction of the Party, the National Assembly, and the Government, and the close coordination between ministries and branches, Ninh Binh province strives to fulfill the task of developing a synchronous and modern transport infrastructure system, creating a more reasonable, efficient and professional transport structure, contributing to the successful implementation of Resolution 30-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and the Resolution of the 22nd Provincial Party Congress, soon making Ninh Binh a fairly developed province in the Red River Delta region.
