Authorized by the Prime Minister, today we are very pleased to attend the 10th anniversary of Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage (2014-2024). This is a meaningful event for the whole country in general and Ninh Binh province in particular. On behalf of the Prime Minister and with my personal feelings, I would like to send to the Party Committee, Government and People of Ninh Binh province, distinguished delegates and guests my respectful greetings, sincere greetings and best wishes.

Dear delegates, fellow countrymen and comrades!

Ninh Binh, the ancient capital, is blessed by nature with a beautiful landscape, clear mountains, clear waters, a diverse ecosystem associated with many historical and cultural relics, famous landscapes and landscapes. This place is also associated with the process of human habitation for tens of thousands of years. It is a land of outstanding people. Every inch of land, river and mountain here bears the mark of the nation's founding and defense, associated with the names of the ancestors, sages and national heroes. It is a place to preserve and preserve many unique cultural values of the Vietnamese people.

Trang An Scenic Landscape Complex is a special highlight of nature and people of Ninh Binh, a link between the past and present with cultural, historical and landscape sediments, creating a harmonious blend of symbiotic cultural space, officially recognized by UNESCO as a World Cultural and Natural Heritage in 2014, becoming the 31st mixed heritage in the world, the 11th in Asia Pacific and the first mixed heritage of Vietnam and Southeast Asia.

After 10 years of being recognized by UNESCO as a World Cultural and Natural Heritage, with the drastic and determined participation, methodical and creative approach of the government, businesses and people, Trang An Scenic Landscape Complex is considered one of the most exemplary and typical models in the world in successfully combining economic development and sustainable tourism while still being able to respect nature, ensuring the harmony of interests between people, businesses and the State, and at the same time becoming a symbol of Vietnam's responsible commitment in implementing the 1972 UNESCO Convention on the Protection of World Cultural and Natural Heritage.

It can be affirmed that, besides the meaning of promoting socio-economic development, the respect, preservation and promotion of Trang An heritage is also a cultural bridge connecting Vietnam and countries around the world for the goal and aspiration of peace with noble humanistic significance.

On behalf of the Prime Minister, we warmly congratulate, commend, acknowledge and highly appreciate the achievements in the field of heritage conservation and promotion that the Party Committee, Government and People of Ninh Binh province have achieved in the past time in supporting and helping businesses and people; highly appreciate UNESCO and relevant international organizations that have always accompanied, supported and assisted Vietnam, Ninh Binh province and other provinces and cities in the region and the whole country to be recognized, preserve and promote heritage values.

To continue promoting achievements and realizing the aspiration to connect the flow of time and history, enriching the traditional cultural values of the nation and moving towards sustainable development through heritage conservation, we propose that the Party Committee, the government of Ninh Binh province, all levels, sectors, agencies, organizations, businesses and people join hands and pay attention to implementing the following tasks:

Firstly, continue to do a good job of forecasting and identifying the position, role, distinct potential, outstanding opportunities, competitive advantages, challenges in management, be proactive and creative in mobilizing resources, especially public-private cooperation, and seek the support of ministries, departments, branches, and domestic and international experts to continue building, preserving, planning, and developing the value of Trang An Heritage.

Second, continue to promote the role, active participation and responsibility of people in heritage areas, helping people to both participate in heritage conservation and benefit from heritage, strongly shifting the economic structure associated with innovation in green growth models, innovation in the direction of promoting the application of science and technology, digital transformation, increasing the economic value of heritage, developing cultural industries in a professional, modern, creative and highly competitive direction, taking heritage conservation as the foundation and driving force for development.

Third, proactively and actively integrate into international cooperation in preserving, maintaining and promoting the value of Global Heritage, especially with UNESCO, strongly promoting the value of the cultural image, people and nature of Ninh Binh to domestic and international friends and our overseas Vietnamese.

With the experience, the rich cultural history of the ancient capital, the great efforts of the Party Committee, the government and the people of Ninh Binh province, the attention and support of the Central Government, localities, the enthusiastic sharing and responsibility of the people of the whole country and international friends, we believe that the values of Trang An Scenic Landscape Complex will be forever preserved and passed on to today's and future generations, forever lasting and developing with the nation, contributing to concretizing the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference that we must continue to build, preserve and develop an advanced Vietnamese culture, imbued with identity, truly a spiritual foundation, a driving force for development and a guide for the nation, promoting the strength of the Vietnamese people, arousing the aspiration for development of a prosperous and prosperous country, where the people are warm, well-off and happy.
