Working session from local 'order'
On February 29, in Hanoi, Party Central Committee member, Minister of Information and Communications Nguyen Manh Hung and Party Central Committee member, Ninh Binh Provincial Party Secretary Doan Minh Huan co-chaired a working session between the Ministry of Information and Communications and the Provincial Party Committee, People's Council and People's Committee of Ninh Binh province.
Also attending the meeting were Chairman of Ninh Binh Provincial People's Council Mai Van Tuat; Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc; Vice Chairmen of Ninh Binh Provincial People's Committee Tong Quang Thin, Tran Song Tung, Nguyen Cao Son; three Deputy Ministers of Information and Communications Phan Tam, Pham Duc Long and Nguyen Huy Dung.
Taking place at the beginning of the new year, the meeting originated from an “order” from Ninh Binh province, with the hope that the Ministry of Information and Communications would support the locality in developing strongly in the coming time, becoming one of the innovation and technology centers of the country. “We have asked ourselves questions about the development of our locality but have not been able to explain them ourselves, so we want to receive support from the Ministry of Information and Communications to answer them through this meeting,” Mr. Doan Minh Huan shared.
Affirming that aspiration and determination are the number 1 factors for an organization to make a breakthrough in the current era, the head of the Information and Communications sector emphasized: Ninh Binh province has the aspiration to break through and rise up. The determination of the leader is the decisive factor for the locality to digitally transform, innovate digitally, and develop digital technology.
At the meeting, on behalf of the leaders of Ninh Binh province, Mr. Pham Quang Ngoc pointed out some of the results Ninh Binh achieved in 2023 in socio-economic development, digital transformation and development of the ICT industry in the area.
Ninh Binh's future orientation is to promote all potentials, advantages, resources and motivations to develop the province rapidly and sustainably, with a vision to 2030 to become a fairly developed province, a growth pole of the southern provinces of the Red River Delta, basically meeting the criteria of a centrally-governed city with the characteristics of a millennium heritage urban area, a creative city. At the same time, to become a large center with high brand value in tourism, cultural industry, heritage economy of the whole country and Southeast Asia; basically forming a synchronous ecosystem of innovative startups...
In addition to requesting the Ministry of Information and Communications to support Ninh Binh in carrying out tasks of developing the information and communications sector, a key content that the leaders of Ninh Binh Provincial People's Committee proposed the Ministry share and support the province is to develop it into an innovation center and develop the ICT industry.
Finding the way to develop green and new Ninh Binh
Most of the working session took place in the form of exchanging and answering the concerns of Ninh Binh provincial leaders about the local development orientation; typically: The main development trends of today's era; How to make Ninh Binh a center of innovation, science and technology; What preferential policies are needed to attract investment in fields with high science and technology content, bringing many values to the province; which fields and industries should be done first in digital transformation...
Referring to the aspiration to turn Ninh Binh into a center of innovation and science and technology, Minister Nguyen Manh Hung pointed out that today, science and technology, innovation, industrialization, modernization or knowledge economy mainly revolve around digital technology and digital transformation. In which, innovation is changing the way of operation, business and management with digital technology.
Reiterating the advantages of Ninh Binh pointed out by Provincial Party Secretary Doan Minh Huan such as being close to Hanoi, convenient transportation, cultural heritage, good living environment..., the Minister said that these conditions are necessary, but not enough for the province to become a center of innovation.
Citing the story of a small city in Switzerland becoming a global center for blockchain by turning itself into a 'guinea pig' to allow testing of this new technology, the Minister suggested that Ninh Binh take itself as a 'guinea pig', innovate itself first, become a place to allow testing of new things and thus become a 'magnet' to attract businesses and innovators.
In addition to the particularly important factor of digital leadership, to become an innovation center, Ninh Binh also needs to spend on innovative ideas and new technologies to create markets; focus on developing digital human resources and digital foundation factors such as digital infrastructure, digital citizens with 100% of people having digital identification, digital signature, digital payment accounts. "Among these factors, the most important is still having digital leadership and turning yourself into a guinea pig, innovating yourself first, becoming a place that allows testing new things," the Minister emphasized.
The head of the Information and Communications sector also pointed out that one of the ways for Ninh Binh province to develop, increase labor productivity and have sustainable growth is to do old things in a new way, thanks to the application of digital technology. It is necessary to bring the technology of the 4.0 revolution into all areas of the province.
In particular, with industry, the province needs to focus on industries following the two trends of green transformation and digital transformation to achieve efficiency on land many times higher than at present. To achieve double the growth rate, there needs to be a different approach - using digital technology to improve the quality and create brands for agricultural products of each village, commune and even each household.
Responding to the concern of the Vice Chairman of Ninh Binh Provincial People's Committee about which field should be digitally transformed first, the Minister explained: Digital infrastructure and digital platforms need to be done first, however, digital transformation needs to be done in all fields and no field comes first or last.
Through the working session, Mr. Doan Minh Huan said that Ninh Binh realized that there were some things that could be implemented immediately such as inviting investment in data centers, focusing on developing more systematic digital infrastructure, digital transformation in areas such as tourism, agriculture... At the same time, he suggested that the Ministry of Information and Communications continue to support the province in choosing to apply "sandbox" (controlled testing) as well as how to attract businesses.
Emphasizing the spirit of readiness to support local development, the Minister pledged that the Ministry and sectors will stand side by side with Ninh Binh. When it comes to matters related to the Information and Communications sector, when facing difficulties, the province needs to request support from as many ministries and sectors as possible. Working hard is also an opportunity for the Ministry of Information and Communications to develop.
Once again pointing out that digital transformation and green transformation are two important transformations that help the country and locality develop quickly and sustainably, the Minister said: The important thing is that the province must take the lead, have a different approach and must be fast. Only then can Ninh Binh attract resources to its locality.
The head of the Information and Communications sector also believes that Ninh Binh province will find a new path of modern, green and digital development, based on its unique geographical and cultural characteristics and have a unique approach, with determination to act so that by 2045, the income of Ninh Binh people will be in the group of high-income developed countries.
The leaders of the Ministry of Information and Communications and Ninh Binh province agreed that the working session had opened up major orientations to form a detailed action program for local development. Based on this action program, in the first quarter of 2024, the two agencies will organize a working session in Ninh Binh to implement specific tasks.
