Mr. Doan Thanh Hai, Director of the Department of Information and Communications of Ninh Binh province, said that Ninh Binh is one of the localities that early implemented cybersecurity measures according to the 4-layer model and completed the connection with the national cybersecurity monitoring center. This ensures information security for connecting to and exploiting the national population database according to the standards of the Ministry of Public Security and the Ministry of Information and Communications.

Speaking at the conference, Ninh Binh Provincial Party Secretary Doan Minh Huan said that since 2022, Ninh Binh has become a province that balances its budget independently. The province has also been effectively implementing a strategy towards "green, sustainable, and harmonious" development. It focuses on tourism and cultural industries as its spearheads, high-tech industries as the pillar of a modern automotive industry, innovative startups as a breakthrough, and ecological, multi-value agriculture as its foundation.

According to the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, Ninh Binh is oriented to become a centrally-governed city by 2035, characterized as a millennium heritage city and a creative city.

At the conference, Deputy Minister of Information and Communications Phan Tam noted that, through this forum, Ninh Binh should also consider selecting key priorities and focal points for digital transformation when implementing it.

According to Deputy Minister Phan Tam, Ninh Binh has many resources that can be digitized. From historical traditions to scenic spots, cultural heritage, and local products... All of these can be digitized and put into the digital environment, serving as raw materials for the development of the digital economy.

“Development requires new infrastructure. The digital economy requires digital infrastructure. Localities choose appropriate digital infrastructures and platforms to address their specific needs. Therefore, Ninh Binh needs to maximize the benefits of digital transformation to increase the proportion of the digital economy in its GRDP,” Deputy Minister Phan Tam stated.
