Clause 8, Article 2, Law on Residence No. 68/2020/QH14 stipulates that permanent residence is the place where a citizen lives stably, permanently and has been registered for permanent residence.
Meanwhile, for cases where permanent residence registration is not possible, Article 23 of the Law on Residence No. 68/2020/QH14 includes 5 cases:
1. Accommodation located in prohibited locations, areas prohibited from construction or encroachment or occupation of the protection corridors of national defense, security, traffic, irrigation, dikes, energy, boundary markers for protecting technical infrastructure works, historical-cultural relics that have been ranked, areas that have been warned of the risk of landslides, flash floods, and other construction protection areas as prescribed by law.
2. Accommodation where the entire housing area is located on illegally encroached or occupied land or accommodation built on land that does not meet the construction conditions prescribed by law.

3. Accommodation that has a land recovery decision and a decision approving the compensation, support and resettlement plan by a competent State agency; accommodation is a house where part or all of the housing area is under dispute or complaint related to ownership and usage rights but has not been resolved according to the provisions of law.
4. The residence is confiscated by decision of a competent State agency; the vehicle used as a permanent residence has had its registration revoked or does not have a certificate of technical safety and environmental protection as prescribed by law.
5. Accommodation is a house that has been decided to be demolished by a competent State agency.
In addition, each citizen has only one permanent residence. If a citizen changes to a new permanent residence, the previous permanent residence must be deleted to ensure strict management of residence and ensure the rights of citizens.
