If we consider the percentage of candidates scoring 9 or higher in Literature compared to the total number of candidates, Ninh Binh province tops the list. This province has 3,158 candidates scoring 9 or higher in Literature, accounting for 27% of the total number of candidates taking the Literature exam in the province. 71% of candidates scored 8 or higher (meaning that out of every 10 candidates, only 3 scored below 8).

Although only 19-20% of candidates in Thanh Hoa and Nghe An scored 9 points or higher in Literature, these two provinces, due to their large number of candidates, each accounted for 7.6 to 8% of the total number of candidates scoring 9 points or higher nationwide (in Literature).
Among the remaining provinces and cities, Hanoi ranks only 13th, with an average score of "only" 7.76 in Literature, but it has the highest number of high scores.
