According to Mr. Dao, the teachers in the class are very dedicated to the main curriculum, but in reality, there are still students who are slower than others. Besides, many students want to improve their knowledge to get into the universities they want. So the classroom in Mr. Dao's rented room is lit up every night.
"Students come from difficult circumstances, sometimes hungry, sometimes full, but many of them have the desire to change their lives through studying. That is also the motivation for me to teach them extra classes every night," said Mr. Dao.
According to Mr. Dao, before Circular 29, he also collected symbolic tutoring fees from parents. He still let many students with difficulties study without collecting money. "There are only less than 20 students in the class. Many students have not paid for tutoring for 8-9 months, I do not ask" - Mr. Dao said.
This teacher commented that Circular 29 also has many positives, but students in remote areas like Tran Hung Dao High School will face difficulties when there is no tutoring center in the area.
"Only 5-10 students at each level register to study university entrance exams. According to regulations, teachers are not allowed to teach extra classes outside of school with students they are teaching in class. With this regulation, many students here are at risk of not being able to study anymore because teachers do not dare to violate it. When Circular 29 was issued, I told students to just come to study, I will not charge any money" - Mr. Dao confided.

Waiting for Circular 29 instructions
Similarly, many schools in Dak Lak also chose to continue tutoring and extra classes to improve students' knowledge in this second semester until there are new instructions from the Provincial People's Committee on implementing Circular 29.
Mr. Pham Van Sinh - principal of Le Duan High School (Khanh Xuan Ward, Buon Ma Thuot City) - said that there are currently no specific instructions for Circular 29 and whether there are differences in the size of extra classes and tutoring regulations in different localities.
"The need for students to improve their knowledge to pass the entrance exams to prestigious universities is legitimate. However, students in remote areas will have more difficulties because the tutoring centers are far from their homes. Therefore, the responsibility of the school and teachers is to help students have enough knowledge to enter the exam. The school is also waiting for instructions from Circular 29 to implement it properly," Mr. Sinh raised the issue.
Mr. Do Tuong Hiep - Deputy Director of Dak Lak Department of Education and Training - said that Circular 29 aims to clarify the existing extra teaching and learning. The regulations on extra teaching in schools in Circular 29 aim to promote the responsibility of teachers in teaching the main curriculum. Students must receive sufficient knowledge to understand the lessons and confidently enter exams.
"For students who do not understand the lesson or students who want to improve, teachers must be responsible for tutoring and advanced teaching without charging. The cost of extra teaching hours will be paid by the State according to regulations. Currently, the Department has issued a directive document and is waiting for instructions from the Provincial People's Committee on regulations on extra teaching and learning according to Circular 29," said Mr. Hiep.
Regarding extra-curricular teaching, Mr. Hiep said that the inevitable trend is that individuals and units must register their business households, centers, and companies in accordance with regulations.

Mr. Le Dinh Duong - Deputy Head of the Planning and Finance Department of Buon Ma Thuot City - said that before Circular 29 took effect, the number of people applying for business registration licenses increased dramatically.
"From December 2024 to now, the unit has granted more than 300 business registration certificates to open tutoring classes, nearly 100 sets are still waiting to be processed," said Mr. Duong.
