Many teachers volunteer to provide free extra tutoring to students during the second semester to help them solidify their knowledge for the final exams, the high school graduation exam, and the university entrance exams they wish to attend.

On the evening of February 16th, the tutoring class in the approximately 30m² rented room of teacher Ho Quang Dao - a chemistry teacher at Tran Hung Dao High School (Cu Dram commune, Krong Bong district, Dak Lak) - was bustling with the sounds of the teacher lecturing and students asking questions.

"Just keep studying, I won't charge you any money."

According to Mr. Dao, the teachers are very dedicated to the regular curriculum, but in reality, some students are still slower than others. In addition, many students want to improve their knowledge to pass the entrance exams for their desired universities. Therefore, the classroom in Mr. Dao's rented room is lit up every night.

"These students come from disadvantaged backgrounds, often going hungry, but many of them have a burning desire to change their lives through education. That's what motivates me to give them extra lessons every night," Mr. Dao confided.

According to Mr. Dao, before Circular 29 was issued, he also collected a symbolic fee from parents for extra tutoring. He allowed many students from disadvantaged backgrounds to attend free of charge. "The class only had less than 20 students. Many students hadn't paid their extra tutoring fees for 8-9 months, and I didn't ask them," Mr. Dao recounted.

This teacher noted that Circular 29 has many positive aspects, but students in remote areas like Tran Hung Dao High School will face difficulties as there are no tutoring centers in the area.

"Each grade only has 5-10 students registering for university entrance exam subjects. According to regulations, teachers are not allowed to teach extra classes outside of school with students they are already teaching in class. With this regulation, many students here are at risk of not being able to continue their studies because teachers don't dare violate it. When Circular 29 came out, I told the students to just come to class, I wouldn't charge them any money," Mr. Dao confided.

Mr. Duong Xuan Vy, vice principal of Tran Hung Dao High School, said that because the school is in a remote area, the fees collected from parents for extra classes are negligible, mainly used to cover depreciation costs, electricity and water bills, and teacher salaries. When Circular 29 was issued, the school held a meeting and all teachers volunteered to provide free extra classes for students in the second semester.

"Because if extra tutoring at school is stopped, students will struggle to build a solid foundation of knowledge for final exams and high school graduation," said Mr. Vy.

Similarly, many schools in Dak Lak have also chosen to continue providing remedial and supplementary classes to enhance students' knowledge during this second semester until the Provincial People's Committee issues new guidelines on the implementation of Circular 29.

Mr. Pham Van Sinh, principal of Le Duan High School (Khanh Xuan ward, Buon Ma Thuot city), said that there are currently no specific guidelines for Circular 29, and it is unclear whether there are differences in the size of extra classes and tutoring regulations in various localities.

"The need for students to improve their knowledge to pass the entrance exams to prestigious universities is legitimate. However, students in remote areas face more difficulties because tutoring centers are far from their homes. Therefore, it is the responsibility of the school and teachers to help them acquire sufficient knowledge to enter the exam. Currently, the school is also waiting for guidance from Circular 29 to implement it correctly," Mr. Sinh stated.

Mr. Do Tuong Hiep, Deputy Director of the Dak Lak Department of Education and Training, stated that Circular 29 aims to clarify the existing regulations on supplementary teaching and learning. The regulations on supplementary teaching within schools in Circular 29 emphasize the responsibility of teachers in teaching the main curriculum. Students must receive sufficient knowledge to understand the lessons and confidently approach exams.

"For students who don't understand the lesson or who want to improve their skills, teachers have a responsibility to provide extra tutoring and advanced instruction free of charge. The cost of extra teaching hours will be covered by the State according to regulations. Currently, the Department has issued a directive and is awaiting guidance from the Provincial People's Committee on regulations regarding extra teaching and learning according to Circular 29," Mr. Hiep said.

Regarding extracurricular tutoring, Mr. Hiep believes that the inevitable trend is for individuals and organizations to register as business households, centers, or companies in accordance with regulations.

"From December 2024 to the present, the unit has issued more than 300 business registration certificates for tutoring classes, with nearly 100 more pending," Mr. Duong said.
