Implementing the "Effective Mass Mobilization" emulation movement in building the political system, at the end of June 2024, the People's Committee of Que Chau commune piloted the model of "5 administrative procedures without waiting," including: issuing certificates of marital status; marriage registration; death registration; re-registration of death; and issuing copies of civil registry extracts.

Accordingly, when organizations and citizens submit applications with the correct components and content as prescribed, they will be accepted and processed immediately. The total time for receiving, processing, resolving applications, and returning results is a maximum of 15 minutes. This model is applied on all working days of the week and is highly appreciated by the public.

Mr. Nguyen Cong (Khanh Duc village, Que Chau commune) said: “This model brings practical benefits, helping people save time and travel costs. We are very excited and hope that this model will be replicated throughout the district so that people in every locality can benefit.”

Over the years, Que Chau commune has also effectively implemented the "Thursday Mass Mobilization Day" model. This model is carried out on the second and fourth Thursdays of each month. The core participants are members of political and social organizations and the general public in the commune.

According to Mr. Luong Manh Thang, Permanent Deputy Secretary of the Party Committee of Que Chau commune, the activities of the model mainly focus on building new rural areas and model new rural residential areas.

Over the nearly four years of implementing the model, officials and people in the area have planted and cared for 15 flower-lined roads with a total length of nearly 3km. They have also provided resources to repair and build new houses for 5 disadvantaged families.

In addition, it helps many single-parent families and those facing unexpected difficulties harvest their agricultural products. Particularly, through the "Thursday Community Mobilization" model, people in the commune have voluntarily donated over 5,000 square meters of land, dismantled many fences and gates, and contributed hundreds of man-days to expand transportation routes.

Mr. Luong Manh Thang further stated that the viewpoint of Que Chau commune is that the implementation of the "Skilled Mass Mobilization" emulation movement must be focused and targeted, linked to the interests of the people, and measured by effectiveness, avoiding formality, waste, and impracticality.

With the synchronized and active involvement of the entire political system and the enthusiastic support of the people, from 2009 to 2024, Que Chau commune has built 50 "Effective People's Mobilization" models in the fields of economy , culture and society, national defense and security, and political system building.

These models have contributed significantly to the socio-economic development of the locality, consolidating and strengthening the sustainable and close relationship between the Party committee, the government, and the people.
