This morning, December 4, the opening session of the 28th session of the 8th Provincial People's Council took place. Today, the 8th Provincial People's Council, term 2021 - 2026, held its 28th session, the regular year-end session to review and decide on a number of contents under its authority according to the law. On behalf of the Provincial People's Council, I warmly welcome and respectfully send to the provincial leaders, National Assembly deputies, Provincial People's Council deputies, distinguished guests, and all voters and people in the province my best wishes.
Dear delegates!
The 28th session took place at a time when the whole province was making efforts and striving with the highest determination to complete the 2024 socio-economic development plan; focusing on implementing the Conclusion of the General Secretary and President to accelerate and break through to "finish line" the goals of the Resolution of the 17th Provincial Party Congress, with the mindset of being ready to join the whole country in entering a new era, the era of the Vietnamese people's rise.
This session is of great significance. The Provincial People's Council will consider and approve many contents, especially focusing on evaluating the implementation of socio-economic development targets and tasks in 2024 and the entire period of 2021-2024; on that basis, discuss and decide on key tasks and solutions in 2025 to promptly remove difficulties and obstacles, unblock resources, overcome bottlenecks, seize new opportunities, and contribute to the successful implementation of the 5-year socio-economic development plan for 2021-2025.
According to the approved meeting agenda, within 2.5 working days, the Provincial People's Council will consider and decide on the following contents:
First, on socio-economics
In 2024, despite continuing to face many difficulties and challenges, with the great attention, direction and support of the central government, the unified leadership of Party committees at all levels, the flexible management of authorities at all levels, and the efforts of the entire people and business community, the province's socio-economic situation achieved many results in all fields.
14/18 targets were achieved and exceeded, including: GRDP per capita reached 81.2 million VND/plan 77 million VND; total budget revenue was estimated at 4,360 billion VND/plan 3,901 billion VND, reaching 111.8% of local estimate; grain output was estimated at 31.13 thousand tons/plan 280 thousand tons, especially rice yielded the highest yield and output ever.
Successfully organized the Conference to announce the Provincial Planning for the period 2021 - 2030, with a vision to 2050; Dong Ha city was recognized as a type II urban area; national target programs were urgently implemented; key programs and projects were focused on and directed resolutely and construction progress was accelerated; education, health, culture, social security tasks, policies for war invalids, sick soldiers, meritorious people, martyrs' families and people's lives continued to receive attention; foreign affairs and investment promotion activities achieved good results; national defense and security were maintained; social order and safety were ensured.
However, the implementation results in 2024 and the 2021-2024 period compared to the goals and targets of the 2021-2025 period still face many difficulties, challenges and are difficult to achieve.
Estimated economic structure in 2025, agriculture 17.95%/plan 15%, non-agriculture 82.05%/plan 85%; average economic growth rate in the period 2021-2025 reaches 6.58%/plan 7.5-8%, of which the industrial - construction sector reaches 10.21%.
The goal of building Quang Tri into an energy center is difficult to achieve; the agricultural sector has grown as planned but lacks sustainability, there are not many models of high-tech agriculture, organic agriculture, and high-value forestry; tourism has not yet become a key economic sector.
Local budget revenue met the plan, domestic revenue increased by an average of 6% per year compared to the plan of 10-12%. The gradual reduction of the proportion of land use revenue in domestic revenue, increasing the ability to self-balance, and reducing central budget supplements have not been implemented.
Total social investment capital reached the plan but mainly relied on wind power projects, Cam Lo - La Son, Cam Lo - Van Ninh expressways, Nam Dong Ha urban area...
Public investment has not really activated private investment, disbursement rate is low; key public investment projects in the 2021-2025 period are difficult to complete, such as: expanding National Highway 9 from Nga Tu Song to Cua Viet, coastal road connecting the East-West Economic Corridor, ODA projects...
Key projects of the term are slow to be implemented and stopped such as: Ho Xa Northwest Industrial Park, Trung Khoi Industrial Park, Coal-fired Thermal Power Plant, Hai Lang LNG Power Center, Gio Hai Tourist Service Area...
Labor productivity is still low and slow to improve; the quality of human resources is still limited, lacking high-quality human resources in a number of important fields, industries serving the digital economy; science and technology have not met the requirements of industrialization, modernization and innovation. Medical examination and treatment, health care for people and implementation of health insurance regime still have many shortcomings; the work of ensuring housing, residential land, production land, domestic water, education, health care, and employment for ethnic minorities has not received due attention...
The above challenges clearly cannot be overcome by short-term, individual measures alone, but require a very synchronous and especially drastic action. Reality shows that although the entire political system has acted much more drastically in recent times, the implementation work still has certain limitations. This causes many policies, mechanisms and strategies, although correct, accurate and issued promptly, to be slow to come into life and slow to become effective, not only wasting resources but also reducing the trust of voters and the people.
Based on the results of implementation in 2024 and the entire period of 2021-2024, it is recommended that the Provincial People's Council delegates and invited delegates focus on discussing, analyzing, and objectively and comprehensively evaluating the achieved results; frankly point out and fully identify the limitations, weaknesses, objective and subjective causes; and closely forecast the situation in the coming time.
From there, propose breakthrough solutions to promote resources, grasp and effectively exploit opportunities; create momentum and force to promote the province's sustainable development, and grow together with the country.
Second, on public investment and budget finance
The Provincial People's Council considers allocating the budget and public investment capital to ensure resources for implementing the socio-economic development, national defense and security plan in 2025, including: report on the settlement of state budget revenue in the area and local budget expenditure in 2023; provincial state financial report in 2023; report on the estimated state budget revenue in the area and local budget expenditure in 2024 and the estimated state budget revenue in the area and local budget expenditure in 2025; report on the implementation of the public investment plan in 2024 and the plan for 2025; allocate the development investment capital plan to implement 3 national target programs; adjust the medium-term public investment plan for the period 2021 - 2025; adjust the plan for 2024 and the plan for 2023 to extend the implementation and disbursement period to 2024; Extend the time for capital allocation for projects using decentralized budget capital for district management; approve and adjust investment policies for a number of projects.
Third, on local mechanisms and policies
In order to promptly concretize legal regulations, the Provincial People's Council considers and approves local policies, including: decentralization of public asset management; regulations on the authority to decide and approve investment and procurement tasks; regulations on collection rates and units for calculating environmental protection fees for mineral exploitation; regulations on prices for medical examination and treatment services; regulations on support levels for drug addicts at drug rehabilitation facilities and specific allowance levels for people working at public drug rehabilitation facilities; regulations on support for the development and implementation of village and community conventions.
Regulating the content and level of expenditure for awards and support for organizing awards, competitions and festivals in the fields of culture and arts; stipulating measures to ensure the implementation of democracy at the grassroots level; stipulating the level of expenditure for disseminating and educating the law, standards for accessing the law and mediation at the grassroots level; stipulating the regime of expenditure for receptions, visits and congratulations carried out by the Vietnam Fatherland Front Committees at all levels; naming streets and public works in Dong Ha City. Considering and deciding on the number of commune-level cadres, civil servants and non-professional workers at the commune level in 2025; quotas for civil servant payroll, number of employees, labor contracts and association payroll in 2025.
Fourth, about land and resources
Implementing the Land Law, the Forestry Law and the requirements of local socio-economic development, the Provincial People's Council considers and approves the list of land recovery projects, projects to convert rice-growing land, production forest land, and protective forest land to other purposes; decides on the policy to convert forest use to other purposes to implement the project; approves the list of land plots for bidding for investment projects using land; stipulates criteria for deciding on bidding to select investors for investment projects using land.
Fifth, on supervision at the session
The Provincial People's Council reviews reports from the People's Committee, the People's Court, the People's Procuracy and the Provincial Civil Judgment Enforcement Agency in accordance with the law. Review reports and submissions from the Standing Committee of the Provincial People's Council on: the results of monitoring the settlement of voters' opinions and recommendations sent to the 26th session; summarizing voters' opinions and recommendations sent to the 28th session; the results of activities in 2024 and the work program in 2025; the plan for organizing regular meetings of the Provincial People's Council in 2025. Conduct questions and answers at the session.
Dear delegates!
With a total of more than 60 reports, projects, proposals, draft resolutions, many difficult, complicated, urgent issues, placing very high demands on the Provincial People's Council and each delegate. The resolutions at this session are very important, affirming the determination and solid preparation for the province to enter 2025 - the decisive year to complete the 5-year plan 2021 - 2025, opening a new period for the homeland and the country.
Therefore, I respectfully request that the provincial People's Council delegates and attending delegates focus on research, democratically discuss, question, and express their views and opinions when considering and deciding on each content of the session.
