Up to now, Lieutenant Colonel Ngo Minh Loan has 20 years of working experience in the police force with the following positions: officer of the Order Police Team, Mobile Police Team, Economic and Position Crime Investigation Police Team; from 2020 to present, he is Deputy Head of Coc Leu Ward Police (Lao Cai City Police).

As Deputy Chief of Coc Leu Ward Police, Lieutenant Colonel Ngo Minh Loan has made many contributions in organizing emulation movements and campaigns towards the grassroots; focusing on building many models and tasks to serve professional work.

Among the models that Lieutenant Colonel Ngo Minh Loan has devoted himself to building, the most prominent is the model of the Coc Leu Ward Police Department "skillfully organizing and implementing to improve the quality and effectiveness of administrative reform work to serve the people and the professional requirements of the industry, building the image of the Coc Leu Ward Police Department as dedicated and creative in their work and in the hearts of the people".

In the past 2 years, Lieutenant Colonel Ngo Minh Loan has proactively advised on the successful construction of 2 new models in the ward on "Online public services" and the "4 in 1" model according to Project 06 of the Government "Residence notification on VNeID application, via ASM software, cashless payment and medical examination and treatment using electronic chip-embedded citizen identification cards to replace health insurance cards at Lao Cai City General Hospital".

With his dedication to work, from 2014 to 2023, Lieutenant Colonel Ngo Minh Loan has been a Party member for 6 years with excellent performance; many years of being classified as an officer with excellent performance and being an Advanced Soldier, Emulation Soldier at the grassroots level; receiving many Certificates of Merit from the Ministry of Public Security and the province. In 2023, Lieutenant Colonel Ngo Minh Loan was recognized as an Emulation Soldier of the entire People's Public Security force, and was promoted to the rank of officer 1 year ahead of schedule.

People have many concerns about Ta Phin

I met comrade Do Minh Tri, Secretary of the Party Committee of Ta Phin commune (Sa Pa town) when the head of the Party Committee and People's Council of the commune had just inspected a highland village to mobilize the elimination of bad customs in weddings and funerals.

Before holding the position of Party Secretary of Ta Phin commune in 2020, comrade Do Minh Tri worked at the Office of the Town People's Committee and then the Office of the Town Party Committee. Taking on a new task in a commune with many unique characteristics, the Party Secretary of the commune focused on building a personal work program every year and for the entire term, in which he made efforts to promote the leadership role and solidarity center of the Party Committee, People's Council with the People's Committee, the Fatherland Front Committee and mass organizations of the commune, building a strong Party Committee and commune government.

Although there have been many positive changes, the lives of some people in Ta Phin commune still face many difficulties. Realizing that, comrade Do Minh Tri and the Party Committee of the commune have focused on leading the implementation of socio-economic development goals, in which the advantages of agricultural production are emphasized. Thanks to that, many typical models and good practices have been formed in the commune, such as producing 149 hectares of off-season vegetables and tomatoes; 76 hectares of cut flowers, orchids, and ornamental plants; 36 hectares of specialized medicinal plants. In 2023 alone, the average income of people in Ta Phin commune will reach 45.52 million VND/person/year, an increase of 36.5 million VND/person compared to 2014; the cultivation value will reach 140 million VND/ha, and the land use coefficient will reach 1.56 times/year. By early 2024, the number of poor households in the commune will decrease to 40/702 households; the number of near-poor households will decrease to 45/702 households.

The cultural and social fields of Ta Phin commune have also developed. Schools and commune health stations have all met national standards. The commune has firmly maintained 19/19 new rural criteria and has achieved 12/19 advanced new rural criteria. In general, the poverty rate of the commune is much lower than that of the communes of Sa Pa town, but Party Secretary Do Minh Tri is still deeply concerned about the changes and development in this place. He confided: "Ta Phin has many advantages in developing tourism and agricultural production. Both of these fields have improved, but my wish is that the locality must develop at a higher level to be worthy of its position."

The "heart" of the new rural construction movement

Chinh Tien village, Gia Phu commune (Bao Thang district) has 160 households, 613 people, 100% of which are engaged in agricultural production. The area is large and the population is scattered, but Chinh Tien is a typical village of solidarity, especially in donating land for rural roads in Bao Thang. Village chief Do Cong Dinh is the "heart" connecting and spreading that movement.

Looking at the new Chinh Tien countryside today with wide open roads, bright - green - clean - beautiful landscape, few people know that implementing the new rural construction movement here once encountered many difficulties due to the limited economic potential of households. As a party member, Village Chief Do Cong Dinh actively contributed and propagated, mobilizing people who had money to contribute money, those who were in difficulty to contribute to building the new countryside. His family was the pioneer in donating 1,000 m2 of garden land and hills growing fruit trees to widen the village road. Since then, many households in the village have followed suit.

From 2020 to 2023, people in Chinh Tien village donated more than 4.4 hectares of land (of which many households donated 2,000 m2 of land), contributing more than 1 billion VND to open new and expand 7.5 km of rural roads, including 3.4 km of 3 m wide roads and 4.1 km of 4 - 7 m wide roads.

Mr. Do Cong Dinh is also an example of labor and production with a household economic model, including 3 hectares of cinnamon forest, 0.7 hectares of fruit trees and a chicken farm maintaining more than 2,000 chickens/batch, earning more than 100 million VND/year. From an effective family economic model, Mr. Dinh is willing to share his experience with other households. Chinh Tien is currently not only a typical example of new rural construction but also a typical example in agricultural economic development with 12 farm-scale livestock households and 80 family-scale livestock households with high economic efficiency.

Village Chief Do Cong Dinh said: To gain solidarity and support from the people, cadres and party members must be exemplary, take the lead in implementing movements and the locality must promptly encourage and reward typical and advanced individuals. In addition, it is necessary to promote the role of the people as the subject, to be transparent throughout the implementation process, so that people know, discuss, inspect and benefit.

Party cell secretary sets an example in economic development

Hong Ngai is the most remote border village of Y Ty commune (Bat Xat district), the households here are all Mong ethnic people. Previously, like many other households in the village, the family of Mr. Vang A Sao, Secretary of the village Party Cell, mainly lived by growing upland rice and raising small animals, so the economic efficiency was not high.

As a young party member, seeing many examples of good production and business, he struggled and thought of ways to help his family and the villagers escape poverty. Based on the policy of Bat Xat district, in 2021, after learning from experiences in other localities and realizing that the climate and water source of the village were suitable, Mr. Sao and his family borrowed capital to invest in raising 5 horses.

At first, due to lack of experience in care, the horses often got sick and grew slowly. After that, Mr. Sao actively learned through books and the internet, and asked the commune's agricultural extension officers for further guidance. With diligence and perseverance, his family has now expanded the model, growing the horse herd to 15, creating a stable income of about 60 million VND/year. In addition to raising horses, realizing the market demand and local soil conditions suitable for growing Hoang Sin Co, he also boldly planted it, bringing in a good income.

Realizing the effectiveness of the family economic development model of Party Secretary Vang A Sao, many people in Hong Ngai village have come to learn. In order to support people with knowledge and experience in raising horses, he and some households in the village established a group of households with the same hobby of raising horses. To date, the group has 47 horses. In 2023, Sao mobilized people to plant 15 hectares of Hoang Sin Co trees, earning more than 550 million VND. Thanks to that, the household economy in the village has gradually improved. In 2023, the average income per person reached 26.81 million VND, an increase of 2.31 million VND compared to 2019.

Along with developing the family economy, Mr. Sao also actively propagates and mobilizes people to build new rural areas. His family also unites with other households in the village, helping with labor days to transport construction materials to support households in difficult circumstances to repair and build new houses, harvest agricultural products, etc.

Chao Thi Yen with the dream of elevating hometown agricultural products

Chao Thi Yen was born into a poor family with many children in Nam Chac commune (Bat Xat district). Life was difficult and lacking in all aspects, so her family let Yen drop out of school. Although she was not allowed to go to school, Yen still borrowed books from her friends to read every day, and in her free time, she went to the school near her house to listen to her teachers' lectures. After 3 years of pausing her studies, Yen returned to school, continuing her dream of studying after many efforts of her teachers and the village chief to encourage and convince her family.

Her studious spirit and determination helped Ms. Yen reap the “sweet fruit” when she became the first person in Nam Chac commune to pass and graduate from the Forestry University with excellent results. With her university degree, Ms. Yen continued to apply and received a full master’s scholarship in Sustainable Forest Resource Management from the European Union - Erasmus Mundus, studying abroad at the University of Gottingen (Germany) and the University of Padova (Italy) for 2 years with a course value of nearly 1.2 billion VND.

In 2018, after completing her study abroad program, the Dao girl returned to her country and worked many good jobs with attractive incomes. However, the image of her homeland with its honest and gentle farmers but with many difficulties in life still lingers in her heart. In 2022, Ms. Yen was fortunate to participate in the Prime Minister's Conference to dialogue with Vietnamese farmers. Meeting and interacting with many outstanding young farmers further urged Ms. Yen to return to the place where she was born and raised to start a business, building a new life with her people by enhancing the value of local agricultural products and products of her people.

In July 2023, Ms. Yen became the Director of the Goong Knowledge - Indigenous Cooperative, a cooperative economic unit consisting of 9 households in the village, focusing on developing traditional medicine, medicinal herbs, and agricultural products of the Dao people. Taking advantage of social networking platforms, she created content and promoted products on her personal Facebook and TikTok. After many efforts, Ms. Yen's social networking pages have attracted a large number of viewers, successfully promoting many local agricultural products such as: Dao bath leaves, dong vermicelli, ginseng, honey, and dried pork. The products provided by the cooperative have also received support, trust, and high quality ratings from customers.

Get rich on your homeland

Mr. Trang Seo Khua in Hoang Ha village, Hoang Thu Pho commune (Bac Ha district) is known by many people as a good example of production and business with the VH6 pear growing model.

Welcoming us with a bright smile and a warm, emotional voice, he said: Thanks to the VH6 pear tree, the family has had a good income for the past few years.

Currently, Mr. Khua's family grows 2,300 VH6 pear trees and 1,000 Korean pear trees (XT77), of which more than 405 trees have been harvested. This is the family's main tree, earning nearly 100 million VND in profit each year. VH6 pear trees are less susceptible to pests and diseases, are healthy and easy to care for.

Looking at the result of the VH6 pear garden before his eyes, Mr. Khua cannot forget the early days of bringing this crop to Hoang Ha land. About 11 years ago, during an experience trip, visiting the pear garden at the Bac Ha Vegetable and Fruit Research and Production Camp, Mr. Khua realized that VH6 pears produced delicious fruit and high yield, suitable for the local climate. Thanks to the support of the government, he planted 500 VH6 pear trees. After 5 years, the pear garden was able to harvest fruit. In the first year of harvest, the fruit yield was not high, the fruits were big and small. Therefore, he was determined to learn carefully about the care process, detect errors and find ways to fix them.

Mr. Khua said: If I fail somewhere, I will try again there. I went to the Bac Ha Vegetable and Fruit Research and Production Center to learn more experience. The pear garden was pruned, bent, and shaped according to the correct techniques by the family. When the fruit was produced, the trees were thinned and wrapped to protect them from the attacks of many types of insects. Heaven did not disappoint those who tried, the next batch of fruit had a rich flavor, beautiful appearance, and earned tens of millions of dong.

In addition to Le VH6, Mr. Khua also grows Ta Van plums, cucumbers, Platycodon grandiflorum, flowers under pear trees and raises local chickens, field carp, native black pigs... For more than 3 years now, every pear blossom season, there are often many groups of tourists coming to visit and take photos. Seizing this opportunity, Mr. Khua has opened concrete roads, built huts for tourists to rest and enjoy the scenery, prepared traditional ethnic costumes and bamboo slings for guests to rent upon request...
