Special features of the district that has no longer been at the commune level for many years

(Dan Tri) - Ly Son district was formed from a volcanic eruption millions of years ago. The district consists of 2 islands with an area of ​​about 10 square kilometers. Since 2020, Ly Son district no longer has a commune-level government.

Volcanic Island

Ly Son Island (Quang Ngai Province) is 17 nautical miles from the mainland. The island was formed from a volcanic eruption millions of years ago.

Research results by experts from the Vietnam Institute of Geosciences and Mineral Resources show that the volcanic cluster in Ly Son and its vicinity reveals many types of soil, rock, and lava representing different eruption regimes during the Quaternary period, about 11 million to 4,500 years ago.

This area has traces of 10 craters, of which 3 are located on the seabed. Thoi Loi and Gieng Tien are the two largest volcanoes on Ly Son Island. Of which, Thoi Loi mountain is 149m high. The Thoi Loi crater is quite deep, forming a freshwater reservoir for agricultural production.

The volcanic eruption has created magnificent natural landscapes for Ly Son. This is the highlight that helps Ly Son develop tourism. Every year, Ly Son Island welcomes about 250,000 tourists.

In addition to creating unique geological heritages, weathered volcanic lava also forms red basalt soil rich in minerals. This type of soil is suitable for many types of crops, especially onions and garlic.

The district has the highest population density in Quang Ngai province.

Ly Son is an island district of Quang Ngai province, established on January 1, 1993 on the basis of the entire area and population of Binh Vinh and Binh Yen communes of Binh Son district (Quang Ngai province). Later, Binh Vinh and Binh Yen communes were renamed Ly Vinh and Ly Hai communes.

The district has an area of ​​over 10km2, with a population of about 22,000 people. The population density of Ly Son island district is 2,134 people/km2, the highest compared to other localities in Quang Ngai province.

Ly Son district includes Be island and Lon island, two islands 3 nautical miles apart. In 2003, An Binh commune (Be island) was established with an area of ​​69 hectares and 398 people, on the basis of separation from Ly Vinh commune. At the same time, Ly Vinh commune and Ly Hai commune were renamed An Vinh commune and An Hai commune.

In early 2020, the National Assembly Standing Committee issued Resolution 867 on the arrangement of district and commune-level administrative units in Quang Ngai province.

According to Resolution 867, the authorities of An Vinh, An Hai, and An Binh communes were dissolved. Ly Son district has only 6 villages left, no longer at the commune level.

District has no commune level

From April 1, 2020, Ly Son district officially operates under a one-level government model. This is an important milestone in the development process of the outpost island.

The establishment of a one-level government in Ly Son shows Quang Ngai province's determination to innovate and reorganize the apparatus of the political system towards streamlining and effective operation.

This also contributes to streamlining the commune-level payroll and improving the efficiency of administrative work at the district level.

Ms. Pham Thi Huong, Chairwoman of the People's Committee of Ly Son district, said that the most outstanding feature of the one-level government is to help shorten the time for people to handle administrative procedures.

In addition, the implementation of economic and social development tasks is advised by departments and offices to the district People's Committee and then directly implemented. This helps the work to be more effective than before.

For many consecutive years, Ly Son island district has been one of the few localities in Quang Ngai province to achieve socio-economic development targets. Typically, in 2024, 16 main socio-economic targets of Ly Son district all met and exceeded the set plan.

The one-tier government model helps the government get closer to the people. Thereby, local leaders can promptly and fully grasp the people's thoughts and aspirations in order to have directions for handling them.

"People's complaints and petitions are received and addressed. Almost 100% of people's complaints and proposals are resolved promptly and satisfactorily," Ms. Huong shared.

However, the implementation of the project to build a one-level government in Ly Son is still confusing. At first, the work of district-level officials became overloaded.

At the time of implementing the project, Quang Ngai province had not yet established a policy to support redundant commune-level officials. Therefore, Ly Son district spent a lot of time solving this problem.

"At first, there were some problems, but Ly Son district gradually resolved them. Thanks to that, the one-level government operates more and more effectively, helping the district achieve outstanding results in the field of economic and social development," Ms. Huong added.
