Like a star in the night sky

At 6 PM on a day in mid-November, as dusk was falling, we joined a delegation of leaders and officials from the Provincial Investment and Construction Management Board to inspect and encourage contractors working on several projects under the board's management. The service road leading to the construction site of the Kinh Mon River overpass and the connecting road to the elevated interchange with National Highway 5 was already lit up. This was also the time when the night shift workers began their new shift.

The vast construction site buzzed with the sounds of excavators and drills… Groups of workers toiled tirelessly, some carrying steel reinforcement, others drilling, and in the distance, the road-laying team… Lights and welding torches flickered like stars in the night sky. On the earthen embankment, rollers and excavators hurried along, racing against time.

The area where the steelwork is most brightly lit is bustling with workers meticulously joining and welding each joint to create the frame. Wang Van Hung, a worker from Khang Nguyen Infrastructure Construction Investment Joint Stock Company, said: “We have been briefed on the project by the project management board and site supervisors. We remind each other to work with a high sense of responsibility and enthusiasm, ensuring safety during construction and striving to exceed the set plan.”

The Kinh Mon River overpass and access road connecting the elevated interchange with National Highway 5 in Thuong Quan commune (Kinh Mon) and Kim Xuyen commune (Kim Thanh) commenced construction in mid-October 2024 with a total investment of 600 billion VND from the provincial budget. The total length of the project is approximately 1.55 km, including a road length of 957.8 m, a bridge section of 568.6 m, and a box culvert retaining wall of 23.6 m; the roadbed width is 12 m.

To date, 700 meters of the approach road have been excavated, and 60% has been filled with K90 sand. The contractor is currently focusing on constructing cement piles to reinforce the roadbed. For the bridge, 8 out of 8 bored piles for abutment M1 have been completed, and construction is underway on bored piles for piers T1, T2, and T10. According to the signed contract, the project will be completed in December 2025.

Mr. Nguyen Van Hue, the project's executive director, said that with the desire to accelerate progress, the contractor has been focusing machinery and equipment on construction since the start of the project. Currently, there are always about 50 engineers and workers on the construction site, divided into many different work teams. Workers are working on holidays and overtime at night. In addition to their regular salaries, engineers and workers who work at night and on holidays also receive overtime pay and bonuses.

In the evening, the surface of the Sat River (Binh Giang) sparkles with lights. Fifty workers and engineers are busy with the Cay Bridge construction project, part of the bypass route of Provincial Road 394. Construction during the day is already arduous, but working the night shift is even more difficult and dangerous due to limited visibility, while many parts of the project have to be done at high altitudes.

Stopping his work bending iron, Mr. Ha Van To, from Quan Son district ( Thanh Hoa province), said: "Working at night with lights means we don't have to worry about lack of light, and the temperature is also milder at night. The workers occasionally chat with each other to avoid feeling sleepy."

The Cay Bridge construction project, part of the bypass route of Highway 394, has a total investment of over 200 billion VND and is managed by the Provincial Investment and Construction Project Management Board. The project connects Cam Dong commune (Cam Giang district) and Hung Thang commune (Binh Giang district). It is a Class II road in a flat area, with a design speed of 80 km/hour. The total length of the bridge is 182 meters with 4 spans, constructed permanently using prestressed reinforced concrete, with a width of 30 meters, divided into two separate bridge sections.

According to Mr. Do Tien Dung, the construction engineer for the Cay Bridge project, in September, due to the impact of typhoon No. 3, heavy rains caused the river water to rise, affecting the construction work. Since the river water level receded, taking advantage of favorable weather conditions, the consortium of contractors has mobilized maximum machinery, equipment, and personnel, dividing them into many shifts to accelerate progress.

To date, the Cay Bridge project has completed the construction of all 48/48 Super T girders, all 12 M1 abutment piles, and drilled all 16 T1 and 16 T2 pier piles. Construction of pier T3 and abutment M2 is underway… The project is estimated to have reached 58% completion, ensuring the required progress and aiming for completion in April 2025.

Rushing to work overtime.

After saying goodbye to the road and bridge builders, we arrived at the construction site of the Hai Duong Obstetrics and Gynecology Hospital Construction Investment Project, Phase II. This is a civil engineering project with a total investment of nearly 240 billion VND.

In addition to demolishing dilapidated old buildings, the hospital will be constructed with an inpatient treatment block, comprehensive services, and a complete technical infrastructure system. The building consists of 7 above-ground floors, 1 basement floor, and 1 penthouse, with a construction area of ​​over 2,200 m2 and a total floor area of ​​over 16,300 m2. Upon completion, the project will contribute to improving facilities and enhancing the quality of medical examination and treatment.

Mr. Pham Van Minh, Deputy Commander of the Hai Duong Obstetrics and Gynecology Hospital Construction Project Phase II, said: “To accelerate the construction progress, the consortium of contractors has mobilized maximum machinery and equipment, arranged teams, and worked overtime until 10 PM every day to ensure the approved schedule is met.” Between 190 and 200 engineers and workers are maintained on the construction site, focusing on completing the project's components. The site commander creates daily and weekly schedules, closely monitoring each component to speed up the overall project progress. The project is expected to be completed on February 27, 2025.

With less than two months remaining in 2024, many construction sites across the province are bustling with activity day and night. With the high spirits and determination of investors and contractors, key projects in the province are being rapidly accelerated to meet disbursement deadlines.

As of October 31, 2024, Hai Duong province had disbursed VND 3,288 billion, reaching 34.8% of the total disbursed capital. State budget capital disbursed reached VND 3,284.3 billion, achieving 34.8% of the total disbursed capital and 47.4% of the plan assigned by the Prime Minister . After considering the proposed adjustments to the capital plan, the estimated disbursement for the whole year 2024 is approximately VND 8,728 billion, reaching 92.5% of the total planned capital and 125.9% of the plan assigned by the Prime Minister.
