Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation have just successfully concluded their working trip to the Western Hemisphere, attending the High-Level Debate of the 78th United Nations General Assembly and conducting bilateral activities in the United States from September 17-23, and paying an official visit to Brazil from September 23-26.
The trip aims to concretize and implement the agreements in the Vietnam-US joint statement of General Secretary Nguyen Phu Trong and President Joe Biden in September 2023, promote Vietnam-Brazil relations and Vietnam-United Nations relations, contribute to enhancing the position, prestige and image of Vietnam, open up many cooperation opportunities, attract more resources to develop the country, and practically implement the foreign policy of the 13th National Party Congress.
The trip completed all the goals and tasks set out at a very high level.
This year's United Nations General Assembly session, attended by more than 150 leaders of countries, took place in the context of the world situation continuing to develop in a complex, rapid, and unpredictable manner, with the geopolitical situation changing profoundly. Global challenges such as climate change, natural disasters, energy and food security, and epidemics have a resonant impact and threaten global sustainable development, while the lack of resources for development makes the Sustainable Development Goals (SDGs) difficult to achieve by 2030.
The Prime Minister's bilateral activities in the United States took place right after Vietnam and the United States established a Comprehensive Strategic Partnership for Peace, Cooperation and Sustainable Development. After 28 years of establishing diplomatic relations and 10 years of implementing the Comprehensive Partnership, the Vietnam-US relationship has made great strides, developing deeply, comprehensively and substantially in all important areas at all three levels: bilateral, regional and international, making positive contributions to security, peace, cooperation and development in the region and the world.

The Prime Minister's official visit to Brazil is a practical step in implementing the foreign policy of the 13th National Party Congress, including strengthening relations with traditional friendly countries, of which Brazil is a leading important partner. The visit takes place at a very meaningful time, as the two countries are looking forward to celebrating the 35th anniversary of diplomatic relations and the 16th anniversary of the establishment of comprehensive partnership in 2024. At the same time, this is also a journey following in the footsteps of the great President Ho Chi Minh, who in 1912 stayed in Brazil on his journey to find a way to save the country.
With dense activities (in the US alone, there were about 60 activities in 113 working hours, with nearly 20 activities on peak days), the working trip of Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation was very successful, achieving all the set goals and tasks at a high level.
What is special is that during the long journey from the Eastern Hemisphere to the Western Hemisphere, from North America to South America, all 6 times the delegation traveled by plane when departing and returning to Vietnam, as well as between cities in the United States and Brazil, were all "night flights" to spend the entire day for working activities. The trip had no free time, activities took place continuously from early morning to late evening, many events were organized in the form of combining working breakfast, working lunch, working dinner. All work sessions were guaranteed to be the most practical and effective.
Convey messages, show images and affirm the role of Vietnam
Prime Minister Pham Minh Chinh's speeches at United Nations meetings, especially the General Assembly's High-Level Debate, and policy speeches in the United States and Brazil conveyed important messages about Vietnam's specific viewpoints and policies in implementing the foreign policy of the 13th National Party Congress and Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030.

The visit reflects the image of a Vietnam that cherishes the value of peace and stability, is developing strongly in socio-economic terms, and has an increasingly enhanced role, position and prestige in the international arena.

In his speeches, Prime Minister Pham Minh Chinh affirmed that, having experienced much pain, sacrifice and loss from many wars of national liberation, division, siege and embargo in the last century, Vietnam understands and appreciates the value of peace, cooperation and development. Speaking at the opening session of the United Nations General Assembly, US President Joe Biden also highlighted the Vietnam-US relationship, emphasizing that no one could have imagined that one day the US President would stand next to the Vietnamese leader in Hanoi and declare his commitment to promoting cooperation at the highest level. This is a testament to the fact that countries can overcome the past, from being opponents to becoming partners to jointly address challenges and heal wounds. From this experience, President Joe Biden affirmed that the US is ready to cooperate with countries to resolve disputes and the US is committed to promoting multilateralism to address global challenges.
In particular, the Prime Minister delivered an important speech at the High-level General Debate of the 78th session of the United Nations General Assembly with the theme "Joint efforts to strengthen trust, demonstrate sincerity, enhance solidarity, promote bilateral and multilateral cooperation, effectively respond to global and people-based challenges, promote sustainable development, and take people as the center, subject, goal, driving force and resource of development".

Assessing the current difficulties and challenges, Prime Minister Pham Minh Chinh said that the world is currently hiding serious crisis factors in terms of trust, multilateral cooperation, principles, and resources. Only trust, sincerity, and solidarity on a global scale, with the role of the United Nations and the active participation of all countries, can help the international community join hands to resolve difficulties, overcome challenges, promote peace, cooperation, and prosperous development around the world, bringing happiness and prosperity to all people.
The Prime Minister emphasized that the task and responsibility of world leaders is to work together to strengthen trust and sincerity, enhance solidarity, promote multilateral and bilateral cooperation; effectively respond to global and national challenges, promote sustainable development, and take people as the center, subject, goal, driving force and resource of development.

To do that, the Prime Minister suggested that the international community focus on implementing five main groups of global solutions, with a national, holistic, comprehensive and inclusive approach.
Firstly , we need to take sincerity and strengthen strategic trust as a premise, and raise the level of responsibility of nations as a foundation, in which major countries play a very important and pioneering role in cultivating trust, spreading sincerity and a sense of responsibility.
The second is a global solution to promote solidarity, international cooperation, multilateralism, uphold the central role of the United Nations, and support the Plan for Promoting Sustainable Development Goals; at the same time, it is necessary to replace division with unity, dialogue with confrontation, and cooperation with isolation.

Third is the nationwide solution to promote people-centered policies, which are the goal, subject, driving force and resource of sustainable development in all policy-making processes and in action; leaving no one behind.
Fourth , it is necessary to promote comprehensive economic, political and social solutions to ensure stability, security and safety, including building and transforming green economic models, digital economy, circular economy, sharing economy, knowledge economy, promoting innovation and startups, reducing trade and investment barriers, strengthening free trade agreements, and reforming international financial and monetary institutions.
Fifth , it is necessary to unblock, mobilize and effectively use resources; promote self-reliance, self-reliance, continuous innovation, and effectively promote all potentials and strengths; at the same time, developing and underdeveloped countries, especially those suffering severe consequences of climate change, natural disasters and epidemics, need support in finance, technology, human resource training and coordination management.
The Prime Minister affirmed that Vietnam will contribute more strongly and responsibly to the priorities of the United Nations, including promoting participation in peacekeeping, striving to achieve net zero emissions by 2050, ensuring both domestic food security and contributing to ensuring global food security.
In policy speeches in the United States (Georgetown University, San Francisco State University) and at the Brazilian Ministry of Foreign Affairs, the Prime Minister highlighted the similarities between Vietnam - the United States and Vietnam - Brazil; shared about the process of fighting for national independence, national unification and protection of the Fatherland, the process of innovation, integration, lessons learned, goals, core values, major orientations in protecting and developing the country of Vietnam.

President Lula da Silva and Prime Minister Pham Minh Chinh agreed to promote exchanges to soon reach an agreement on Brazil recognizing Vietnam's market economy status. The two sides agreed to promote the signing of a double taxation avoidance agreement.

Discussing multilateral and regional cooperation, the two sides highly appreciated the two countries' regular coordination, cooperation and mutual support at international organizations and multilateral forums such as the United Nations, the Non-Aligned Movement, South-South Cooperation, the Forum for East Asia-Latin America Cooperation (FEALAC), etc.; Vietnam supports and congratulates Brazil on becoming a sectoral dialogue partner of ASEAN; affirms that Vietnam is ready to support Brazil in the process of cooperation with ASEAN, as well as promote ASEAN-Mercosur relations to develop commensurate with the cooperation potential and strengths of each side.

Another noteworthy point is that the Prime Minister and the Vietnamese delegation took full advantage of the working trip to further develop and open new relations with other countries, international organizations and partners. The Prime Minister and members of the official delegation had dozens of meetings with leaders of countries and international organizations.
At the meetings, the partners all expressed their appreciation for Vietnam's position, role and active voice, agreed to increase delegation exchanges, political-diplomatic cooperation, economic-trade, science-technology, labor, tourism, education and training, people-to-people exchanges as well as support each other at regional and international forums. Leaders of many countries supported the importance of peacefully resolving disputes in the East Sea on the basis of international law, including the 1982 UNCLOS, ensuring security, safety, freedom of navigation and aviation in the East Sea.
On this occasion, Vietnam established additional diplomatic relations with Tonga, bringing the total number of countries having diplomatic relations with Vietnam to 193. Vietnam is also one of the first countries to sign the Agreement on the High Seas (BBNJ), an international treaty of historical significance regulating the exploitation, benefit sharing and conservation of marine genetic resources in international waters.

Also on the visit, Prime Minister Pham Minh Chinh spent time meeting overseas Vietnamese in the United States, in Brazil, dialogue with the Vietnam Innovation Network in the United States, meeting US friends, Brazil loved to support Vietnam, contributing to tightening his homeland with overseas Vietnamese and solidarity with international friends; mobilize the contribution to the development of Vietnam and cultivate Vietnam's relations with the two countries.

According to the Prime Minister, the overseas Vietnamese community, no matter where the United States (with more than 2 million people, is the largest Vietnamese community in foreign countries) or the small community like in Brazil (about 150 people) are also interested by the Party and State.
