On March 28, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) coordinated with Dien Bien province to summarize the implementation of the Project to mobilize and support the construction of solidarity houses for poor households in Dien Bien province, in commemoration of the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).
Attending the Conference were: Politburo member, Standing Secretary of the Central Committee, Head of the Central Organization Department Truong Thi Mai - Head of the Central Steering Committee for commemorating major national holidays and important historical events for the next three years (2023-2025); Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia; Central Committee member, Deputy Prime Minister Tran Hong Ha; Central Committee member, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong - Head of the Steering Committee for implementing the project to mobilize support for building solidarity houses for poor households in Dien Bien province.

Efforts to work alongside the people to realize their dreams.
Reporting on the campaign to support the construction of solidarity houses for poor households in Dien Bien province, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Hoang Cong Thuy, stated: The campaign to support the construction of solidarity houses for poor households in Dien Bien province is a particularly meaningful program, not only a social welfare activity, but also a practical action for the Vietnam Fatherland Front to celebrate the Fatherland Front Congresses at all levels and the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
“To achieve the goal of completing 5,000 houses with Dien Bien province before the 70th anniversary of the Dien Bien Phu Victory (before May 7, 2024), the Chairman of the Central Committee of the Vietnam Fatherland Front and the Standing Committee of the Central Committee of the Vietnam Fatherland Front have directed decisively, held weekly meetings, and implemented many solutions to call for, mobilize, and urge organizations and individuals to participate in supporting the cause; coordinated with the Ministry of Information and Communications to send four rounds of text messages to millions of mobile subscribers to call for support; and guided and urged ministries, sectors, localities, and member organizations to launch and call for support from all strata of the people,” Vice Chairman Hoang Cong Thuy informed.
To date, the program has raised over 278 billion VND in donations.
Of the total, 62 provinces and cities contributed 133.3 billion VND, including 15 billion VND from Hanoi; 10.9 billion VND from civil servants, employees of ministries, central agencies; 17.8 billion VND from member organizations of the Fatherland Front; 17.42 billion VND from religious organizations, collectives, and individuals; 48.3 billion VND from banks and credit institutions; and 50.24 billion VND from corporations and businesses. Tens of thousands of individual accounts voluntarily contributed and supported the cause, accompanied by many meaningful messages.

Following the completion of the target of 5,000 houses for Dien Bien province, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has allocated the next phase to 5 localities in the Northwest region (including Lai Chau, Son La, Hoa Binh, Lao Cai, and Yen Bai), with each province receiving 100 houses worth 5 billion VND.

Regarding the results of implementing the "Great Solidarity" housing program for poor households, the Standing Deputy Secretary of the Dien Bien Provincial Party Committee, Mua A Son, said that in response to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front, the Steering Committee for the implementation of Project 09 of the province has received and allocated 250 billion VND to support the construction of "Great Solidarity" houses for 5,000 poor and near-poor households in the province.
In addition, organizations, businesses, officials, civil servants, and workers in the area contributed over 4.6 billion VND to support the construction of solidarity houses. Besides the support from the Project, households proactively mobilized and borrowed from family and relatives, and took out loans from preferential housing programs of the Social Policy Bank and commercial banks, totaling 166 billion VND.

With the involvement of the entire political system and the people, after 9 months of implementation, by January 24, 2024, 5,000 houses had been completed and handed over for use before the Lunar New Year of the Dragon. Of these, 1,818 were built houses, 1,894 were traditional wooden houses, and 1,288 were steel-framed houses, all meeting quality standards and with a minimum area of 36m2. The total cost of construction was 489.4 billion VND. After receiving housing support from the Project, 1,132 households escaped poverty.
Helping the poor have a better life.
Speaking at the conference, Standing Committee member of the Party Central Committee Truong Thi Mai highly appreciated the Standing Committee of the Vietnam Fatherland Front Central Committee and the leaders of Dien Bien province for their initiative in mobilizing people from all walks of life nationwide to support the "Great Solidarity House" program for poor households in Dien Bien province, marking the beginning of a series of activities commemorating the 70th anniversary of the Dien Bien Phu victory. This demonstrates practical gratitude, profound humanistic spirit, and support for the ethnic minorities in the area that was the focal point of the Dien Bien Phu campaign 70 years ago.


Based on the experience of the Central Committee of the Vietnam Fatherland Front in the project to build solidarity houses for poor households in Dien Bien province and continuing to provide additional support to poor households in 5 provinces (Lai Chau, Son La, Hoa Binh, Lao Cai, and Yen Bai) with 5 billion VND each to continue implementing the program for the entire Northwest region, the Standing Committee of the Party Central Committee proposed: The Standing Committee of the Central Committee of the Vietnam Fatherland Front should continue to coordinate with ministries, sectors, and localities to launch and implement the "Eliminating temporary and dilapidated houses" program, contributing to providing better homes for many other disadvantaged families nationwide.
Emphasizing that the 70th anniversary of the Dien Bien Phu Victory is just over a month away, the Standing Committee of the Party Central Committee hopes that central agencies, Dien Bien province, and localities in the region will focus on leading and directing the commemorative activities, with the main focus being the State-level commemorative event on May 7, 2024.

"The important thing is that after 70 years, when people come to Dien Bien and the Northwest provinces, they must see that the lives of the ethnic minorities are getting better every day. That improvement must be closely linked to the goals of national development," Ms. Truong Thi Mai emphasized, and expressed her hope that Dien Bien province will continue to develop its socio-economic sector, ensure national defense and security, improve the lives of the people, and build a clean and strong Party and political system.
At the Conference, the Central Committee of the Vietnam Fatherland Front awarded the "For the Cause of National Unity" commemorative medal to Tran Quoc Cuong, Member of the Central Committee of the Party and Secretary of the Dien Bien Provincial Party Committee - Head of the Steering Committee for the implementation of the Project to mobilize support for building National Unity houses for poor households in Dien Bien province; and awarded Certificates of Merit to 6 collectives and 13 individuals of Dien Bien province for outstanding achievements in implementing the Project.
The Dien Bien Provincial Party Committee also awarded the "For the Cause of Building and Developing Dien Bien Province" badge to individuals who have made many contributions to the cause of building and developing the province; the Provincial People's Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in implementing Project 09, contributing to socio-economic development and sustainable poverty reduction in the area.
