Accounting for more than half of the total number of violations in the district
As of March 1, in the management area of Tu Ky Power Company, there are still 29 violations of the high-voltage grid corridor, accounting for about 54.7% of the total number of violations in the province. Nghia Xa village, Dai Son commune alone has 16 violations, accounting for 55.1% of the total number of violations in the district and is also the place with the most violations in Tu Ky district.
The 35kV line along provincial road 391 was built nearly 20 years ago, connecting from the 110kV Ngoc Son transformer station in Ngoc Son commune (formerly Tu Ky district, now Hai Duong city), Dai Son, Hung Dao, Quang Phuc... (Tu Ky). In particular, the high-voltage grid corridor violation points are mainly concentrated in Dai Son commune. In this area, there is an unfinished house that has not been roofed and has been abandoned for nearly ten years. It is known that after starting construction, the owner of the project was notified by Tu Ky Power Company of violating the grid safety corridor but still deliberately built. In order to avoid new violations, Tu Ky Power Company resolutely refused to supply electricity to this customer. Spending nearly a hundred million VND to build a shop, but because it was not supplied with electricity, this homeowner had to abandon it.
Nguyen Duc Man's family has rented a house in Nghia Xa village for many years. The level 4 house with a corrugated iron roof that Man rented was built by the landlord a long time ago, located right under the 35kV power line. When informed, Man also knew the potential dangers of living right under a high-voltage power line, but because it is convenient for business, his family still accepted it. "A house located under a high-voltage power line is very dangerous, if you are not careful, it is easy to have an accident. We know it is a violation, but this is a rented house, for the convenience of business, my family still accepts living with the danger," said Man.
These are 2 of 16 violation points in Nghia Xa village, Dai Son commune. The violation points are all residential buildings. “These violations have existed for a long time. In 2023, we will send notices to communes and households with violating constructions to propagate, and at the same time ask households to sign a commitment not to expand or create more violations,” said Mr. Nguyen Viet Dung, an employee of Tu Ky Electricity.
Determined to eliminate
These violations are located both within the traffic safety corridor of Highway 391 and within the power grid safety corridor. Many households still "dodge" the regulations to build houses and other structures. During use, the 35kV line carrying the load will more or less sag, making the distance from the line to the violation location closer, creating more potential danger.
Violations have arisen because local authorities have not strictly managed the implementation of construction regulations. On the other hand, the Electricity Corporation has not been resolute in requesting local authorities to handle violations that have arisen.
After Tu Ky Power Company implemented grid renovation to minimize violations, households continued to expand their constructions. On the other hand, the residential land of some households has been granted land use right certificates by local authorities, so handling violations has encountered many difficulties and obstacles...
These violations not only threaten the safety of the households living there but also cause damage to the power grid system. To limit the risk, Tu Ky Power has included these violations in the plan for major repairs and regular repairs to fix them. The unit has installed additional poles to raise the power lines above the construction site; installed beams to push the power lines away from people's homes. Thanks to that, 2 particularly dangerous violations have been reduced.
However, these are only temporary solutions and cannot eliminate these particularly dangerous violations. Tu Ky Power Company has proposed to Hai Duong Power Company Limited to implement a project to invest in construction, renovation and handling of violations of the high-voltage power grid corridor in the fourth quarter of 2024. The project is expected to be divided into 2 phases, phase 1 will help reduce 13 violations in Ngoc Son commune (currently still under the management of Tu Ky Power Company) and phase 2 will reduce 16 violations in Dai Son commune. However, to implement this project, Hai Duong Power Company must coordinate with local authorities to carry out site clearance and apply for a license for the power line to run in the traffic safety corridor of Provincial Road 391. This needs to receive great consensus from the people, local authorities and functional agencies.
