Many serious crimes are committed by people under 18 years old.
Lieutenant Colonel Nguyen Huu Thang, Deputy Head of Yen Thuy District Police, said: In the first 6 months of 2023, the number of law violations in the district was basically controlled. However, the situation of people under 18 years old committing law violations has increased significantly. Statistics show that in the first 6 months of the year, there were 10 cases with 30 people under 18 years old committing law violations, a 6-fold increase compared to the same period in 2022. The main crimes of the subjects are: theft of property; intentional injury; destruction or intentional damage to property; organizing illegal use of narcotics; carrying or storing, concealing rudimentary weapons, support tools; organizing, participating in gatherings of many people causing public disorder...
A typical case is Nguyen Ba M. (born in 2006), an 11th grade student at a high school in the area, who committed the crime of "Organizing illegal use of drugs". The subject was arrested by the District Police, prosecuted, and transferred to the District People's Procuracy for prosecution with a penalty of 7 - 15 years in prison. On April 24, 2023, 2 students BHT and BAT (both born in 2012), 5th grade students, Phu Lai Commune Primary and Secondary School, secretly smoked cigarettes in the school's equipment storage, causing a fire and property damage, and the 2 students themselves were severely burned.
Lieutenant Colonel Nguyen Huu Thang shared: The situation of young people committing crimes not only directly affects the future of the offender and his family, but also becomes a source of anxiety and frustration for the whole society, affecting the work of ensuring security, social order and safety in the locality.

Captain Bui Duc Chieu, Head of the Criminal Investigation Police Team on criminal, economic, and drug crimes, District Police said: Most of the subjects under 18 years old who commit VPPL are on the list of problem students or have dropped out of school, have shallow thinking, impulsive behavior, like to express themselves, and lack close supervision from their families. Many cases show signs of addiction to games or use of stimulants such as beer, alcohol, and drugs, leading to committing VPPL acts.
There are many reasons leading to the situation of VPPL related to people under 18 years old. Such as the strong development of the market economy directly affects the awareness and lifestyle of young people; the explosion of science and technology, the internet leads to the penetration and widespread dissemination of deviant lifestyles, unhealthy culture, videos, and images... From the reality of the work of fighting, preventing, and handling VPPL cases related to people under 18 years old in the district, Captain Bui Duc Chieu said: The reason leading to the current trend of VPPL among people under 18 years old is due to shortcomings in the management and education of children of some families. Because if there is a good environment, good management and education of children right from the family, then in society there will not be spoiled children, who love to play, compete, gather together to live a loose life, and like to express themselves. That is also the starting point for criminal acts of people under 18 years old in general and in Yen Thuy district in particular.
To solve this problem and limit the number of people under 18 years old committing crimes in the coming time, Yen Thuy District Police have implemented many preventive and combative measures. In particular, coordinating with agencies, departments, branches, organizations, and educational institutions to organize over 40 legal dissemination sessions for thousands of students and adolescents on criminal law, drug prevention, and cyber security. Closely coordinating with schools to monitor, manage, and educate students in special circumstances. For adolescents under 18 years old who have dropped out of school, the District Police coordinate with local authorities where they reside, taking the family as the central and core factor, as the fulcrum for management and classification depending on the manifestation and level of violation of the subject, with appropriate forms of deterrence, education, and rehabilitation.
