Implementing Resolution No. 13 of the Provincial Party Committee on land accumulation and concentration for large-scale, high-tech agricultural development, from 2019 to present, people in Hai Long commune have accumulated and concentrated over 100 hectares of agricultural land. Mr. Vi Trung Than, Chairman of Hai Long Commune People's Committee, said: "To create favorable conditions for people to accumulate and concentrate land for production development, the commune has actively promoted and mobilized people to implement through 3 main forms: land lease, land use rights transfer, and capital contribution with land use rights. At the same time, orient and support people to produce products that meet market demand and promote the advantages of natural conditions and labor of the commune. The process of land accumulation and concentration is oriented by the commune in association with crop restructuring, promoting the application of synchronous mechanization, and applying science and technology in the production process; create favorable conditions for the formation of forms of association in production between people and cooperatives and enterprises". Thanks to land accumulation and concentration, Hai Long commune has formed many agricultural economic models with annual income of hundreds of millions to billions of dong, typically the model of growing areca nuts combined with growing star apples, green-skinned grapefruit, Dien grapefruit; the model of growing fruit trees and vegetables in greenhouses...

Mr. Han Van Huyen, Vice Chairman of the People's Committee of Nhu Thanh district, said: Implementing Resolution No. 13 of the Provincial Party Committee on land accumulation and concentration for large-scale, high-tech agricultural development, the Party Committee and authorities from the district to the grassroots level have focused on leading, directing, thoroughly disseminating and propagating the purpose, meaning and importance of the resolution, thereby raising awareness, role and responsibility of cadres and party members and creating consensus, self-awareness and voluntary participation of the people in the implementation process. In addition, the district also has a mechanism to encourage enterprises, cooperatives, cooperative groups and farmer households to invest in the agricultural sector; promote the role and create links between enterprises and farmer households to organize large-scale, high-tech concentrated commodity production; linking production with processing, consumption, digital transformation and developing consumption markets... From 2019 to present, the whole district has accumulated and concentrated nearly 2,100 hectares of agricultural land. Of which, there are 198 hectares of cultivated land, 93.89 hectares of livestock production and over 1,776 hectares of forestry production land. Most of the land accumulation models for agricultural production in the area apply science - technology and mechanization in production, so the economic efficiency is high, such as: the model of growing Korean milk grapes and pennywort in Xuan Du commune with an area of 1.8 hectares, average revenue of 500 - 700 million VND/year, profit from 300 - 350 million VND/year; the model of growing melons of all kinds in Phu Nhuan commune with an area of 2 hectares, average revenue of 200 - 240 million VND/year, profit from 120 - 150 million VND/year; The sweet tangerine growing model in Yen Lac commune of Mr. Dang Quang Du's household with an area of 2.5 hectares, average revenue of 1 - 1.2 billion VND/year, profit of 500 - 600 million VND/year; the chicken farming model in Xuan Du commune, of Anh Phat Clean Agricultural Products Company with an area of 3.5 hectares, average revenue of 8 - 9 billion VND/year, profit of about 1.5 billion VND/year...

Although initial results have been achieved, the process of land accumulation and concentration for large-scale agricultural production and high-tech application in Nhu Thanh district has also revealed some limitations, such as: the subjects implementing land accumulation and concentration are mainly individuals and small-scale households, and the application of high technology is still limited. Land accumulation and concentration activities and investment in agricultural production by enterprises in the district are not many. In addition, land accumulation and concentration is mainly carried out in the fields of forestry, livestock and cultivation, so it has not been fully effective. Along with that, the role of orientation and direction of some Party committees and authorities of units is not really clear, determined in finding solutions, organizing the implementation of land accumulation and concentration for agricultural production...

According to Mr. Han Van Huyen, in the coming time, Nhu Thanh district will continue to create favorable conditions for enterprises to access land through forms of land lease, transfer and capital contribution with the value of land use rights of households to invest in agricultural production in the direction of large-scale, high-tech goods. At the same time, encourage organizations and individuals to invest and prioritize mobilizing investment resources with focus on specialized agricultural areas, investing in infrastructure to develop key agricultural clusters. In addition, the district also creates an environment and favorable conditions to form forms of linkage through contracts according to the value chain of production, processing and consumption of products between households, cooperatives, farms and enterprises, in which enterprises play a central role in the linkage...
