Joy in spacious homes

In early April, the weather gradually turned sunny and warm. Along Highway 34 leading to the resettlement area of the North-South Expressway project in Dong Vinh village, Kim Song Truong commune, Can Loc, rows of trees have sprouted and grown lushly. From afar, the resettlement area in Dong Vinh village looks no different from a small urban area.
Receiving us in her new, spacious house, Ms. Nguyen Thi Nga (born in 1973) excitedly shared about her new life here after giving up her land for the State to implement a large project.

Her husband died early, leaving Ms. Nga to take care of her family alone. She opened a grocery store on her family's 231m2 plot of land near the administrative center of Kim Song Truong commune. In mid-2022, when she heard that the North-South expressway project would pass through Kim Song Truong commune, and that the entire area of her family's land was within the scope of the project's land acquisition and clearance, Ms. Nga was quite worried about having to leave the place where her family had been attached for many years, which was also the place where her children grew up and matured.
However, when the authorities at all levels informed, propagated, and mobilized about the meaning and goals of the national key project, Ms. Nga's family was one of the pioneers to receive compensation and relocate to a new place. After receiving compensation and buying land in the Dong Vinh resettlement area, Ms. Nga's family immediately started to dismantle the old house and build a house in the new place.


“Thinking back to the days of dismantling, moving furniture from the old house to the temporary shelter, buying materials, hiring workers to build a new house was so hard. The work was almost all heavy, requiring men’s strength, but my family was short of people, so it was even more difficult. At that time, if there was no support from the authorities and organizations, my children and I would not have known what to do,” Ms. Nga shared.
After many months of construction, in mid-2023, Ms. Nga’s family and many other households affected by the North-South Expressway project officially moved to the Dong Vinh resettlement area. At their new residence, Ms. Nga’s family continued with their “old profession” by opening a grocery store to do business.
“Compared to the old shop in the commune center, this new place cannot be compared, but for the common good, for the benefit of the country, we can accept a little loss. The good thing is that this resettlement area is high, clean, the electricity and water are quite stable and the households here are also very friendly and united, so my family is quite satisfied,” Ms. Nga confided.
Kim Song Truong is one of the communes most affected when the North-South Expressway project passes through Can Loc district with 118 households affected by residential land, of which 71 households are subject to resettlement. In order to create conditions for people to stabilize their lives soon, the district has planned and built 2 resettlement areas in Kim Song Truong commune. To date, 33 houses have been built in Dong Vinh resettlement area and 27 houses have been built in Phuc Yen resettlement area.
“The infrastructure, transportation, electricity and other essential works in the two resettlement areas have been invested synchronously, fully meeting the needs, so people can rest assured to build houses to stabilize their lives. Many households, after building new, spacious houses, still have some surplus capital to do business and save,” said Mr. Nguyen Anh Tuan - Chairman of the People's Committee of Kim Song Truong Commune.

At Ty is the first Tet of Mr. Vo Ta Long's family (born in 1964, Quoc Tuan village, Cam My commune, Cam Xuyen) in a new spacious house in the resettlement area, after giving up the land for the 500kV line project, circuit 3, Quang Trach - Pho Noi section (Hung Yen).
According to Mr. Long, the 3,560m2 land, with a level 4 house, is not only the property left by his father but also the place where he was born and raised, associated with many memories of family members. At his old age, rebuilding a house for Mr. Long and his wife also encountered many difficulties, so the family was also worried.

However, when the authorities at all levels mobilized and promoted the project, his family was one of the pioneers to give up land so that the investor and contractor could bring in machinery for construction even before receiving compensation for site clearance.
When returning to the resettlement area, Mr. Long bought another plot of land for his son. With a total compensation of 3.3 billion VND, after buying land and building 2 houses, the remaining budget was not much, but Mr. Long and his wife still felt happy that their son's family had a spacious house.


The resettlement area is about 400m from the old residence, still located in Quoc Tuan village, Cam My commune, so there is almost no change in living habits or time spent getting used to the new residence.
“My wife and I’s biggest wish is for our children to grow up and have a stable place to live. Now that the State is interested in us and has created favorable conditions for us to move to a resettlement area with high terrain, infrastructure, synchronous transportation, and convenient travel, meeting the people’s expectations, everyone is happy and excited,” Mr. Vo Ta Long shared.
Ensuring that people in resettlement areas have a life “better than where they lived before”

The 500kV power line project, circuit 3, or the North-South expressway that has been and is being implemented in Ha Tinh are all key projects that have been given attention and direction by the Central Government, with priority given to resources for implementation, so there is always great pressure on progress and completion time of the project.
With 19.43 km of North-South Expressway passing through the area, Can Loc district has nearly 2,500 affected households, of which 146 households are subject to resettlement. Mr. Tran Manh Son - Vice Chairman of Can Loc District People's Committee affirmed: In order for people to soon agree to hand over land for the project, the locality pays special attention to the planning of resettlement areas, ensuring good connections to electricity, water, schools, hospitals and other infrastructure, helping people feel secure living in the most favorable conditions.

In addition, the selection of contractors must be public and transparent, ensuring the selection of reputable and capable construction units. Thanks to that, Can Loc is one of the localities that quickly completed the construction of infrastructure in resettlement areas so that affected households can soon have land to build houses and stabilize their lives.


In recent years, many key projects have been and are being implemented in Ha Tinh. Therefore, the number of people affected by the project is not small. However, in any project, Ha Tinh is always one of the localities that completes and hands over the site early so that the construction can be carried out on schedule, ensuring progress, which is commended and highly appreciated by the Central Government.
Mr. Le Anh Son - Deputy Director of the Department of Construction said: During the process of implementing GPMB for key projects, the province always directs units and localities to implement in a transparent and clear manner, ensuring the rights of the people and in accordance with the law, so the people have understood and accompanied. For households subject to resettlement, the province always ensures that people whose land is recovered have new housing that is better than or equal to the old housing.


The resettlement areas are all built synchronously, with convenient traffic connections, fully meeting the needs, so people are assured and soon stabilize their lives and production. When people move to their new homes, the province also requires Party committees and authorities at all levels to regularly visit, encourage, and grasp the situation and life of people in the resettlement areas.
Resettlement areas are not only new places to live but also evidence of the consensus and responsibility of Ha Tinh people towards major projects. Key projects such as the North-South Expressway and the 500kV power line circuit 3 not only change the face of the homeland but also affirm the solidarity and consensus of the government and people for sustainable development.
