In 2024, Quang Ninh province identified its main theme as "Improving the quality of economic growth; developing a culture and people rich in Quang Ninh's unique identity." Focusing on attracting and improving the quality of foreign direct investment (FDI) is one of the province's key tasks.

Quang Ninh maintains the stance of not attracting FDI at all costs, but prioritizes high-tech, environmentally friendly processing and manufacturing industrial projects with high investment capital, high added value, positive contributions to growth, and participation in global value chains.

This year, the province has set a goal of strengthening and proactively attracting FDI capital, aiming to reach $3 billion and develop at least 2,000 new businesses.

Efforts made right from the beginning of the year.

To contribute to realizing the target of 3 billion USD in FDI capital, right from the beginning of the year, the province promptly issued resolutions and plans on the orientation for improving institutions and policies, enhancing the quality and effectiveness of foreign investment cooperation until 2030, which set out targets and solutions to attract FDI investment in the short, medium and long term.

Mr. Chau Thanh Hung, Deputy Head of the Management Board of the Quang Ninh Provincial Economic Zone, said that from the beginning of the year, the Management Board had developed a specific plan to implement the economic growth scenario; at the same time, it coordinated with industrial park infrastructure investors to organize meetings with businesses investing in industrial parks to promptly listen to difficulties, seize opportunities, and anticipate the wave of FDI capital shifts.

Mr. Pham Xuan Dai, Head of the Quang Ninh Provincial Economic Zone Management Board, further shared that the unit has coordinated with the infrastructure investors of industrial parks to review the available clean land fund, thereby agreeing on a list to invite investment. At the same time, he requested the investors of industrial parks to continue coordinating with relevant local authorities to accelerate land clearance, implement synchronous investment in technical infrastructure within the industrial parks, and create a clean land fund to continue attracting investment.

The Quang Ninh provincial government has determined that attracting high-quality FDI will help the province rapidly expand and increase investment capital for development, enhance production capacity, contribute to economic restructuring, and create many new jobs for workers. Therefore, the province always pays attention to creating favorable conditions to attract investors and continuously increases the advantages of economic zones and industrial parks in the area.

Besides the incentives offered to FDI capital in the same way as other localities regarding taxes, land, administrative procedures, and cheap labor, Quang Ninh also possesses unique advantages in terms of access to domestic and international markets due to its favorable geographical location and economic position, which is particularly advantageous for FDI in high-tech sectors such as semiconductors, green energy, digital economy, and green economy.

As a result, in the first seven months of 2024, Quang Ninh attracted $1.56 billion in FDI, 2.2 times higher than the same period in 2023, ranking second nationwide only after Bac Ninh province.

To date, Quang Ninh has attracted 130 FDI projects from 20 countries with a total registered capital of nearly 14 billion USD. Currently, there are nearly 10 projects requesting investment registration certificates from investors in the United States, South Korea, China, and Taiwan (China) that have applied to Quang Ninh for investment registration certificates.

Don't rest on your laurels.

Currently, the international landscape is changing rapidly, becoming more complex and unpredictable, with many unprecedented issues that are strongly impacting the investment strategies of multinational corporations.

All of the above factors are directly affecting foreign investment activities in Vietnam in general and Quang Ninh in particular.

Recognizing this, the province always considers the success of investors as the success of the province and has determined that accompanying and serving investors and businesses is the guiding principle of operation for all levels and sectors.

To gather information and proactively seek strategic investors, Quang Ninh has worked with the Ministry of Planning and Investment to understand the investment needs of major FDI investors. From there, they directly connect with, approach, and invite them to research and invest in Quang Ninh.

Investment promotion activities are implemented with a clear objective, focus, and in-depth approach; researching and selecting industries that align with investment attraction strategies, and focusing on green, clean, and high-tech projects.

In the coming period, the People's Committee of Quang Ninh province will urge investors in the following economic zones (Quang Yen, Van Don, Mong Cai) and industrial parks (Dong Mai, Song Khoai, Viet Hung, Bac Tien Phong) to focus on completing infrastructure and promptly resolving difficulties and obstacles faced by investors. Infrastructure systems such as expressways, airports, and seaports in Quang Ninh are continuing to be invested in and improved.

Not resting on their laurels, the provincial authorities, departments, and localities are proactively overcoming difficulties, "looking ahead to move forward," and rectifying the situation where some officials show signs of fear of responsibility, avoidance, and inertia…

It is believed that, with Quang Ninh's approach, the number of investors entering the province in the remaining months of the year will certainly continue to increase sharply, and the province will "reach" its target of 3 billion USD in FDI capital this year.
