Implementing the Resolution of the 8th Congress of the Red Cross Society of Phu Tho province, term 2021 - 2026, all levels, organizations of the Red Cross Society, cadres, members and volunteers in the province have united, closely following the political tasks of the locality; focusing on effectively implementing movements and campaigns, attracting a large number of organizations , individuals and people from all walks of life to participate; contributing to the implementation of the national target program on poverty reduction, new rural construction, building Phu Tho into one of the leading developed provinces in the Northern Midlands and Mountains region.
The Provincial Red Cross Association presented a female calf from the Cow Bank project to Mr. Ha Van Chi's family (Veo area, Kiet Son commune, Tan Son district) to support the family's economic development.
Pursuant to Conclusion 44-KL/TW dated November 14, 2022 of the Secretariat "On continuing to implement Directive No. 43-CT/TW of the 10th Party Central Committee's Secretariat on strengthening the Party's leadership over the work of the Vietnam Red Cross Society in the new situation", the Standing Committee of the Provincial Red Cross Society has advised the Provincial Party Committee, the Provincial People's Committee, and the Provincial Fatherland Front Committee to issue Plan No. 73-KH/TU, dated January 11, 2023 of the Provincial Party Committee; Plan No. 3585/KH-UBND, dated September 18, 2023 of the Provincial People's Committee; Coordination Regulation No. 1960/QCPH, dated May 31, 2023 between the Red Cross Society, the People's Committee and the Provincial Fatherland Front Committee to implement Decree 93/2021/ND-CP of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, and incidents. provincial area. These are 3 documents with long-term effect, leading and directing the entire work of the Association and the Red Cross movement throughout the term.
Since the beginning of the term, the province has added 1,156 members, the rate of members updated to the national population data system has reached 92%. The commune-level association staff have had their allowance coefficient and benefits adjusted according to the minimum wage coefficient. The specialized agencies of the Provincial Association and the districts have completed the project of job positions, completed and appointed all positions of leadership and management staff.
Every year, through thematic and comprehensive inspections, the quality of the Association's organizational system is accurately and objectively assessed and classified. According to the annual classification results, the percentage of Associations classified as having excellently completed their tasks is above 80%; the percentage of District-level Associations and equivalents classified as excellent is above 80%.
Humanitarian social work has been implemented in depth, shifting from subsidies to development assistance in many diverse and rich forms. The " Humanitarian Tet " movement has presented 197,140 gifts, ensuring that every year 100% of poor households, near-poor households, people with disabilities, and victims of Agent Orange receive Tet gifts; 2,199 humanitarian addresses have been recorded and updated to the iNhandao system; 1,778 addresses have been assisted, reaching a value of 10,806 billion VND; 453 humanitarian houses have been presented; 559 new calves have been presented and transferred, helping hundreds of poor families have more jobs and income. Humanitarian Month has been widely organized, with a total value of 37,348 billion VND in 3 years, exceeding the set plan.
The Association at all levels has focused on building forces, maintaining financial resources, reserve goods, being ready and proactive in disaster prevention and response. The work of consolidation and training has always been considered important. Actively mobilizing to respond to the program "Safety for poor and disadvantaged fishermen"; supporting countries and provinces affected by earthquakes and natural disasters. Providing assistance to 8,759 families affected by natural disasters in the province.
On the basis of signing a coordination program with the Department of Health and the Provincial General Hospital in health care and voluntary blood donation for the period 2022-2027, the Association at all levels has organized training and propaganda on environmental sanitation and disease prevention for over 250,000 officials, members, volunteers and people in the community. Mobilized support for COVID-19 prevention worth 5.013 billion VND. Organized humanitarian medical examination programs, donated health insurance cards worth 12.86 billion VND. Donated nutritional products, supported the construction of boarding kitchens at many schools with a total value of 4.589 billion VND. Organized "Charity Kitchen, "Pot of Gratitude Porridge", providing free meals to poor patients, total value reached 6,038 billion VND, with 343,113 beneficiaries. Trained 2 trainers and 14 first aid instructors; organized SCC training for 1,955 volunteers; communicated SCC and injury prevention for 51,824 teachers and students.
Voluntary blood donation campaigns were actively implemented to prevent blood shortages during peak periods. The province organized 187 blood donation sessions; collected 64,419 units of blood; mobilized 3 families with brain-dead people to donate organs, saving 7 lives; mobilized 428 people to register for humanitarian organ and tissue donation.
The impressive and outstanding results achieved in the first half of the term were first of all due to the proactive and positive attitude of the Association's staff at all levels, with many creative ways of doing things. Immediately after the congress, the Association at all levels focused on promoting propaganda, learning, research, dissemination, and building a system of plans to implement the resolution in all fields, with many new points, demonstrating the determination of the entire system.
Communication work is given special attention. The annual live broadcast of the Gala "Spring of Love - Tet of Love" is maintained; the monthly Humanitarian Television column is maintained; the weekly PTV - Connecting Love column is maintained. Humanitarian activities are regularly published in various types of newspapers and social platforms. Officials, members, and volunteers actively respond to communication competitions organized by the Central Association. The movement "Good people, good deeds - Joining hands to build a compassionate community" is launched and widely implemented.
From the effective operation and sharp advice, the Association at all levels has been assigned by the Party Committee and the government to preside over, mobilize, and coordinate resources for the annual Tet Charity movement. Along with implementing campaigns, traditional social work models right at the Association's bases. The Association at all levels has developed partnerships with agencies and businesses; improved the effectiveness of preferential interest rate credit models and members contributing capital to develop production. Efforts have been made to connect, mobilize, and receive aid from foreign non-governmental organizations.
Up to now, the congress resolution targets calculated based on annual results and progress of the term have all been achieved and exceeded. The organization of the Association at all levels has been consolidated and improved; the operation methods of the Association at all levels have been diversified and rich, mobilizing the strength of all classes of people; the core role and bridge of the Red Cross in humanitarian activities has become increasingly evident.
From the practical experience of directing the implementation of the Resolution of the 8th Provincial Red Cross Congress, term 2021-2026, the following experiences can be drawn:
Firstly, regularly take care of building the Association's organization, developing members and volunteers, maintaining solidarity and unity among the leadership of all levels of the Association, for the common benefit and for the development of the Association; promoting the spirit of responsibility, proactiveness, flexibility and creativity in accordance with the practical situation.
Second, closely follow reality, proactively build and deploy the most appropriate and effective movements and campaigns, against spreading and dispersing. Prioritize the model of mobilizing local resources and providing local assistance, making the movement deep-rooted and lasting. Pay attention to mobilizing businesses, external partners, and organizing peak mobilization in the direction of strongly shifting to livelihood support, creating opportunities for people in difficult circumstances to stabilize their lives and develop sustainably.
Third, focus on promoting humanitarian values, connecting and leading humanitarian social activities in the community, contributing to improving the effectiveness of State management of humanitarian work, uniting forces and resources, creating sustainable vitality for the movement.
Fourth, enhance the sense of responsibility and exemplary pioneering spirit of each cadre, civil servant, and public employee, especially the collective leadership, management, and individual heads of the Association at all levels. Ensure publicity, transparency, and fairness in mobilizing and distributing resources to beneficiaries.
In the second half of the 2021-2026 term, in addition to the advantages, there are still many difficulties and challenges. In each field, there are still limitations and difficulties; many important targets and tasks are still in the process of implementation and have not been completed. In order to successfully implement the set goals and tasks; the Association at all levels and all cadres, members, volunteers, and Red Cross youth in the province must continue to promote the spirit of solidarity, high determination, and focus on implementing well the following key tasks:
Firstly, Humanitarian social work : Continue to innovate and improve the effectiveness of organizing the movements " Humanitarian Tet ", " Humanitarian Month ". Promote the implementation of the movement "Good people, good deeds - Joining hands to build a humane community" associated with the campaign "Each organization, each individual is associated with a humanitarian address". Focus on mobilizing resources, prioritizing support for livelihood development such as: Building Humanitarian Houses, "Cow Bank" Project, preferential interest rate credit. Manage and use financial resources, publicly, transparently and in compliance with State regulations.
Second, Disaster prevention and response: Continue to build and strengthen the volunteer force. Ensure funds and proactively source essential goods ready for emergency relief at all levels of the Association. Form and raise awareness and capacity to proactively prevent and overcome the consequences of natural disasters, deploy timely, effective and targeted relief activities; be ready to support interventions on clean water, sanitation and housing in the direction of supporting livelihood recovery, reconstruction and stabilizing life.
Third, Public Health Care : Focus on promoting and developing first aid activities; consolidating and improving the quality of existing first aid points; reviewing and developing the system of first aid stations/points at "black" spots on traffic routes and tourist areas. Focus on training, education, and fostering first aid knowledge and skills for Red Cross officials, members, youth, and volunteers. Maintain and improve the quality of "Pot of love porridge", "Free lunch" at medical facilities; develop the model of "Free boarding meals", associated with the program "Nutrition for poor and disabled children".
Fourth, Propaganda and mobilization of voluntary blood donation , organ and human body part donation: Organize blood donation programs, ensure stable blood supply for medical facilities in the province and strengthen regulation for the central level. Mobilize volunteers to donate blood repeatedly, donate blood many times, increase the rate of population participating in blood donation at the end of the term to 1.5%. Continue to widely organize propaganda activities, mobilize registration for organ and human body part donation.
Fifth, Propaganda and resource mobilization: Focus on building models and examples in the work of the Association and the Red Cross movement. Improve the quality of coordination with media agencies. Promote external information work; connect and promote the effectiveness of communication on social platforms. Focus on mobilizing resources and building the Fund through the implementation of the annual "Humanitarian Month"; proactively connect and mobilize sponsors, sign coordination programs; replicate traditional fundraising models. Develop a project and deploy the establishment of the Red Cross Fund in 2025 according to Decree No. 93/2019/ND-CP dated November 25, 2019 of the Government on the organization and operation of social funds and charity funds.
Sixth, Advisory, direction and organization building work : Focus on developing grassroots organizations, clubs, volunteer teams at general education and vocational education institutions, and enterprises. Proactively contact and coordinate training and development work with sectors, districts and cities. Strengthen inspection and supervision of the implementation of the Association's Charter and the results of movements and campaigns to promptly overcome shortcomings and limitations.
