Hanoi City is making a comprehensive assessment to have many solutions to accelerate in 2025.
Focus on urgent areas
The city continues to implement solutions to promote digital transformation, creating the necessary premises for development in the new era, the digital era and science and technology. The city has organized to thoroughly grasp the direction of General Secretary To Lam, the digital transformation revolution, the application of science and technology to restructure production relations in accordance with the remarkable progress of the productive forces. Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method - "digital production method", which is the resource and driving force to promote the transformation of the economy in the new era, the digital era and science and technology.
To realize this goal, the City People's Committee has determined a unified viewpoint with: "1 goal, 3 principles, 6 efforts"; in which, 1 goal is: Developing the capital Hanoi: Cultured - Civilized - Modern, green, smart; peaceful, prosperous, globally connected city; with the core values "Serving government - Contributing businesses - Trusting society - Happy people". The 3 principles are: Rule of law - Always listening - Service attitude. The 6 efforts are: Full awareness - Long-term vision - Creative thinking - Smart solutions - Resolute action - Substantive product results. The city also sets a goal of becoming a smart, modern city by 2030, connecting with the smart urban network in the region and the world.
To promote economic development, the city has synchronously reformed administrative procedures and reformed the apparatus and institutions; implemented regulations on decentralization of state management between local government levels; and continued to identify administrative procedure reform associated with digital transformation as a key and breakthrough task of the capital.
Hanoi is currently taking the lead in implementing the Prime Minister's direction on piloting the model of public administrative service centers with the orientation of comprehensive improvement, reducing from 673 "one-stop" departments to 30 branches and not depending on administrative boundaries in handling administrative procedures; reducing the number of civil servants and public employees receiving and returning results of handling administrative procedures at the "one-stop" department, reducing from 2,768 employees to 184 people, helping to save more than 13.3 billion VND/month of the State budget in paying salaries, benefits and related expenses.
Hanoi's Satisfaction Index on Administrative Services (SIPAS) in 2023 reached 83.57%, the 6th consecutive year reaching over 80%, up 9 places compared to 2022, ranking 21st out of 63 provinces and cities. The Administrative Reform Index - PAR INDEX in 2023 reached 91.43 points (up 1.85 points), ranking 3rd out of 63 provinces and cities, maintaining the same ranking as in 2022.
Hanoi forecasts that 2025 will be a year of special importance, but also a year with many difficulties and challenges.
However, the capital city of Hanoi has many conditions for development because it is the year the Law on the Capital (amended) comes into effect, with many new and breakthrough regulations. In recent times, the capital city's economy has been gradually recovering clearly, with industrial production, export, investment, tourism, and consumption making strong breakthroughs, contributing more to the economic growth target.
3 growth scenarios
In 2025, the city will continue to implement the five themes of "Discipline, responsibility, action, creativity and development". The city has proposed a number of key targets for 2025 based on the development of five growth scenarios: 6%; 6.5%; 7%; 7.5%; 8%. The city has proposed scenario 1 based on the assumption that the world is potentially unstable, difficult to predict and the domestic situation is as it is now; input factors for growth have no surprises; social investment increases by 9.5-10.5%, the ICOR coefficient is about 5 times at current prices; GRDP will increase by 6-6.5%; GRDP/person reaches 171.5-172.4 million VND.
Scenario 2 (baseline) is based on the assumption that in 2025, the world and regional situation will remain as it is now. Solutions on administrative reform and apparatus restructuring will be implemented quickly, neatly and effectively; domestic growth drivers will be promoted, but it will take time to directly contribute to growth; investment projects will be reviewed, difficulties will gradually be resolved, businesses will start to develop from the second quarter of 2025, GRDP will reach an increase of 6.5-7.5%; GRDP/person will reach 172.4-174 million VND. If growth in 2024 and 2025 reaches 6.5%, the average GRDP in the 5 years 2021-2025 will increase by 6.27%.
Scenario 3 (high) assumes that the world and regional situation is very favorable, GRDP will stabilize and increase by over 8.0%; GRDP/person will reach over 175 million VND. If growth reaches 6.5% in 2024 and 8% in 2025, then on average in the 5 years 2021-2025, GRDP will increase by 6.56%.
Based on the above analysis, scenario 2 is selected. Accordingly, GRDP in 2025 increases by 6.5% or more; GRDP/person from 172.4 million VND or more; realized investment capital increases by 10.5% or more; export turnover increases by 5% or more; price index is controlled below 4.5%; by the end of 2025, there will be no poor households.... With such 2025 plan targets, it is expected that 4 socio-economic targets for the 5 years 2021-2025 will not be achieved.
Entering 2025, the city has proposed dozens of solutions and groups of solutions; focusing on economic development, striving to achieve the highest growth targets, controlling inflation and ensuring major balances of the capital's economy.
Accordingly, it is necessary to renew traditional growth drivers; continue to accelerate digital transformation in a profound, comprehensive and breakthrough manner, especially building open digital institutions and modern digital infrastructure; promote green transformation and effective implementation in industries and fields such as energy, transportation, tourism, services, and agriculture; develop specific mechanisms, policies and solutions to support and encourage to increase investment attraction in new industries and fields, high technology such as semiconductor chips, artificial intelligence, Internet of Things; promote urban economic development, regional connectivity; further promote the role of members of the Red River Delta Regional Coordination Group.
