Promoting the role of prestigious representatives, village elders, and village chiefs among ethnic minorities
Ms. Cam Thi Phuong, Head of the District Party Committee's Mass Mobilization Committee, Chairwoman of the Vietnam Fatherland Front Committee of Thuong Xuan district.
Currently, the team of exemplary prestigious people, village elders, and village chiefs among ethnic minorities in Thuong Xuan district has 112 people. The prestigious people in the district are mostly retired elders or people working in villages, residential groups, village elders, clan leaders, people with experience in economic development; have awareness and most of them have been trained through the working process, are people who actively participate in local movements, have prestige and the ability to rally the people.
Prestigious people with a spirit of diligence, creativity, and rich experience are shining examples in economic development, hunger eradication and poverty reduction, mobilizing the community to actively increase production, develop the economy, transform the structure of crop and livestock varieties, apply scientific and technological advances in production, bringing high economic efficiency. Prestigious people actively participate in the emulation movement "Good production, good social work"; propagate and mobilize to attract a large number of ethnic minorities to actively participate. Thanks to that, the economy and social activities of ethnic minorities have new and more sustainable development steps, gradually meeting the needs of the people, the appearance of the countryside, especially mountainous rural areas, remote areas has many innovations; the material and spiritual life of the people has gradually improved.
Especially in the movement to build new rural areas (NTM), prestigious representatives, village elders, and village chiefs among ethnic minorities in Thuong Xuan district have actively pioneered, set good examples, and mobilized people to participate in donating land and clearing land to expand rural roads and welfare works. Up to now, the whole district has had 4 communes and 25 residential areas with a large number of ethnic minorities recognized as meeting NTM standards (of which 1 commune was recognized as an advanced NTM, 2 residential areas were recognized as model NTM); 2 neighborhoods with a large number of ethnic minorities living were recognized as civilized urban areas.

Improve the effectiveness of supervision and social criticism of the Vietnam Fatherland Front
Ms. Trinh Thi Dao, Member of the Standing Committee of the Party Committee, Chairwoman of the Fatherland Front Committee of Sao Vang town (Tho Xuan).
In recent years, the Fatherland Front Committee of Sao Vang town (Tho Xuan) has identified social supervision and criticism as an important task in the work of the Front. During the 2019-2024 term, the Fatherland Front of Sao Vang town has organized 10 supervision meetings at 18 units; participated with the People's Council in supervising 13 meetings; participated with mass organizations in 19 meetings. The People's Inspectorate has organized 8 inspections with contents related to the implementation of the grassroots democracy regulations; the Community Investment Supervision Committee has supervised 13 works and projects in the area; participated in giving opinions on Party building and government building through forms such as: People's Conferences, dialogue conferences... The achieved results have contributed to improving the quality of the Committees' activities in social supervision and criticism, promoting democracy at the grassroots level and the people's mastery in the process of socio-economic development and building civilized urban areas.
In order for the People's Inspection Committee's activities and community investment supervision to become more and more effective in the coming time, I would like to propose some solutions such as:
All levels and Fatherland Fronts at all levels need to pay close attention to directing and creating more favorable conditions for the Committees to operate more effectively, strengthen guidance on consolidating, perfecting and improving the quality of operations according to new regulations, and promote the role of the Fatherland Front in supervision and social criticism.
Continuing to guide and implement Decision No. 217-QD/TW, the Politburo issued the Regulations on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; Decree No. 159/2016/ND-CP, dated November 29, 2016, detailing and implementing measures for a number of articles of the Law on Inspection on the organization and operation of the People's Inspectorate...
Strengthen the inspection and evaluation of the quality and effectiveness of the activities of the Fatherland Front at all levels for the People's Inspection Committee, and supervise community investment; focus on training and professional development, and have appropriate policies and regimes for members of the committees.
Continue to consolidate the great national unity bloc, enhance social consensus; innovate the content and methods of activities towards strengthening the grassroots, closely following the grassroots, and performing well the role of representative, protecting the legitimate and legal rights and interests of union members, association members and the People.

The program of building new rural areas is a long-term task, without stopping point and requires proper implementation of regulations, democracy, publicity and transparency. Therefore, the Fatherland Front at all levels in Yen Dinh district has promoted propaganda and mobilization so that each person deeply understands the meaning and purpose, has correct awareness of their responsibilities, obligations and rights to contribute to building new rural areas.
The district has mobilized nearly 500 billion VND in contributions from the people, mobilizing people to donate more than 42,000m2 of land to expand roads, participating in over 70,000 working days of planting and taking care of flower streets, cleaning the environment, plastering fences, clearing sewers, and renovating houses... Socio-political organizations and member organizations have promoted the spirit of initiative and creativity, implementing emulation movements suitable to the characteristics of their organizations, many models have been effectively implemented. From the active participation of the Vietnam Fatherland Front and member organizations, the consensus and response of all classes of people, up to now, the whole district has 11 communes meeting advanced NTM standards, of which 3 communes have met model NTM standards; 20 villages have met model NTM standards according to the province's criteria, the average advanced NTM criteria of communes in the district is from 15 to 18/19 criteria; Achieved 5/9 criteria of advanced NTM district, striving to achieve advanced NTM district by 2024.
From implementing the campaign "All people unite to build new rural areas and civilized urban areas", associated with building exemplary titles, the Fatherland Front of Yen Dinh district has drawn some experiences, such as: Ensuring comprehensive and timely leadership of Party committees at all levels for the Campaign. Always identifying the preservation and promotion of national cultural identity as one of the important contents of the movement to build a cultural life, in recent years, the Vietnam Fatherland Front at all levels in Quan Hoa district has proactively coordinated with the Department of Culture, Sports and Tourism, member organizations to implement and mobilize people to practice a civilized lifestyle in weddings, funerals, festivals, behavior, and responsibility in building happy families, cultural agencies and units...; advising the Party Committee, coordinating to organize well the annual National Great Unity Day... which has been enthusiastically responded to and actively participated by many classes of people. Cultural, artistic and sports activities have been promoted; community activities have been organized regularly through local holidays and Tet, at community tourism villages and through the Muong Ca Da Festival (National Intangible Cultural Heritage); preserving and passing down traditional crafts such as: weaving, brocade weaving, and rice wine; fermented wine, preserving and promoting folk songs, folk dances, Mo songs, Thai ethnic writing; unique folk games and performances...
The increasingly close coordination between departments, branches and organizations from the district to the grassroots level has contributed to building cultural titles in agencies and units. Up to now, the whole district has had 83 agencies, units and enterprises registered to build agencies, units and enterprises meeting cultural standards; 143 agencies, units, enterprises, villages and neighborhoods have been recognized as cultural titles; 1 commune has met the NTM standards, with 64.5% of households recognized as "Cultural Families".
However, besides the achievements in preserving and promoting cultural values in the district, there are still some limitations such as: folk architecture of ethnic minorities in some communes is gradually disappearing; traditional handicrafts of ethnic minorities are gradually fading away; a part of the younger generation is not interested in folk cultural activities, traditional culture, with the risk of fading identity...
In order to preserve and promote the value of cultural heritage in the coming time, the Vietnam Fatherland Front will coordinate to promote grassroots propaganda to raise awareness among the people; strengthen leadership and direction, focusing on new and difficult tasks, paying attention to the work of preserving and promoting cultural heritage values associated with building bright, green, clean, beautiful, safe cultural residential areas and in developing community tourism; regularly organize inspections and supervision to promptly resolve difficulties and obstacles as well as correct violations in the work of preserving and promoting cultural values in the locality.
