National Assembly deputies meet with local voters

At the Conferences, voters listened to National Assembly deputies inform them about the expected program of the 9th Session of the 15th National Assembly. Accordingly, the 9th Session is expected to open on May 5 and close on June 28, 2025 at the National Assembly House and be divided into 2 phases: Phase 1 from May 5 to May 28, 2025; Phase 2 from June 11 to the morning of June 28, 2025. This will be the longest session ever.

The important highlight of the 9th Session is the constitutional work with the consideration and decision to amend and supplement a number of articles of the 2013 Constitution. This is a content of special political and legal significance, shaping the highest legal foundation of the country. Along with that, the National Assembly will consider and approve many important contents with 30 draft laws, 7 resolutions, including the merger of provincial-level administrative units.

In the working program at the voter contact conferences, National Assembly deputies informed voters about the results of handling and responding to voters' opinions and recommendations before and after the 8th Session of the 15th National Assembly to date.

Through synthesizing opinions in localities, voters have had many enthusiastic and responsible opinions and recommendations focusing on people's lives, policies, infrastructure development and issues of merging administrative units, specifically:

Regarding the arrangement of provincial and communal administrative units, most voters agree with the policy of the Party and State, however, there are some concerns and recommendations on this content. Specifically, voters in Na Ri district suggested that when merging provincial and communal administrative units, it is necessary to support funding for people to change their documents; choose to locate the new commune headquarters in a central location for the convenience of people's travel; consider the plan to arrange non-professional commune-level cadres to participate in activities in villages and residential groups. Voters in Cho Don district suggested that after merging administrative units, there should be a policy for non-professional cadres who have to quit their jobs. Voters in Ba Be district suggested that there should be a plan to arrange and rearrange the area of ​​the village meeting house after the merger to ensure community living conditions. Voters in Pac Nam district are concerned about whether non-professional commune-level cadres who have worked for 10 years and are now being streamlined will enjoy any policies or regimes? Will they be assigned new jobs?

Voters in Ba Be district suggested that there should be a plan to soon arrange working offices for the communes after the reorganization to ensure stable and effective management and operation. Voters expressed concerns about job creation for new graduates in the context of streamlining the payroll and stabilizing the administrative apparatus in the next 5 years....

Currently, along with the whole country, Bac Kan is focusing on implementing the movement to eliminate temporary and dilapidated houses, a movement that has received consensus from the political system from the province to the village. The current implementation process is basically favorable, however, voters still have some concerns, in which, voters of communes in Cho Don district proposed to remove difficulties in the work of eliminating temporary houses when implementing in some households without land use right certificates. Voters of communes in Ba Be district proposed to have specific instructions on the criteria for eliminating temporary and dilapidated houses to ensure authenticity, publicity, transparency, and avoid the occurrence of complaints. Voters said that the determination of households eligible for support is still inconsistent between localities, easily causing misunderstandings. It is proposed to allow the use of local materials in the construction of temporary house elimination but need to be strictly controlled to avoid illegal exploitation....

As a remote and difficult mountainous area, up to now, the whole province still has 42 villages and hamlets without telephone signal and many villages without national electricity grid. Voters in the localities have proposed to soon cover the villages to create favorable conditions for people in the current digital transformation process. In particular, voters of Cong Bang commune proposed that the State allocate funds to extend the electricity grid to Khen Len village to serve nearly 30 households; cover telephone signal to Coc Not, Khen Len, Nam Sai villages to help people develop the economy and improve their cultural life.

Regarding infrastructure, local voters recommended that the authorities pay attention to investing in the road system and irrigation canals, such as the water pumping station for the field in group 11, Huyen Tung ward, Bac Kan city, which is degraded and needs to be repaired; requesting support for building roads to the production area. Voters in Cho Don district communes requested to consider repairing and upgrading the road from Phuong Vien commune to Bang Phuc; requesting to upgrade and expand the 3C route from Bang Lung town to Dinh Hoa district (Thai Nguyen). Voters in Cao Son commune, Bach Thong district said that currently, route 253B through the communes of Sy Binh - Vu Muon - Cao Son - Con Minh has degraded, requesting attention to investment and upgrading to facilitate people's travel and trade of goods... Voters in Pac Nam district requested to widen the road surface and pour concrete on the above road section, helping people conveniently trade goods and promote the value of Cong Bang commune market; Invest in upgrading route 258B from Cao Thuong commune (Ba Be) to Cong Bang commune (Pac Nam) to make it easier for people to travel.

Regarding the group of regimes and policies, voters of Van Minh commune, Na Ri district proposed that the authorities continue to pay attention to the work of searching for and collecting martyrs' remains. Voters of Nong Thuong commune, Bac Kan city proposed to consider the regime and policies of soldiers who fought in border and island areas who have been demobilized and those who participated in the resistance war and fought in areas with Agent Orange. Voters of Bach Thong district proposed that the Government consider increasing the level of financial support for forest protection contracts for households and communities so that people have more income and can confidently protect and preserve the forest. Cao Son commune currently has little agricultural land, mainly protective forests and special-use forests, so it is recommended that the Government consider having special policies so that people can develop the economy from the forest and increase their income. ...

Voters suggested that it is necessary to strengthen the dissemination and propaganda of newly issued laws, especially the Land Law, so that people can understand and avoid land disputes...

Most of the opinions and recommendations of voters were received and responded to by National Assembly deputies, leaders of the Provincial People's Committee, provincial professional departments, and local leaders at the meeting. Some opinions that were not within the authority were compiled and sent to the relevant authorities for consideration and resolution.


Provincial Party Secretary Hoang Duy Chinh, Head of the Provincial National Assembly Delegation, spoke at the meeting with voters.

Speaking at the meeting with voters of Huyen Tung ward and Nong Thuong commune, Bac Kan city, comrade Hoang Duy Chinh, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, quickly informed voters about the current situation at home and abroad and clarified some contents such as: The implementation of the policy of streamlining the organizational apparatus; preparations for party congresses at all levels, towards the 14th National Party Congress; the issue of handling public assets, avoiding waste for headquarters of units after mergers; accelerating economic growth, focusing on science and technology, innovation and digital transformation; industrial development, attracting investment in the face of new challenges of the world economy; mobilizing resources to speed up the process of eliminating temporary and dilapidated houses so that people can settle down and work...

The Provincial Party Secretary and Head of the Provincial National Assembly Delegation suggested that voters grasp the Party and State's policies, especially on the merger of administrative boundaries, streamlining the organizational apparatus, etc., thereby reaching consensus with the Party Committee and government, and joining hands to build an increasingly innovative homeland./.
