According to the 6am bulletin this morning from the National Center for Hydro-Meteorological Forecasting, the lowest temperature in the North was in Mau Son (Lang Son) - 2.5 degrees Celsius. Most measuring stations dropped below 10 degrees Celsius, including Ha Dong (Hanoi) 9.2 degrees Celsius, Sa Pa (Lao Cai) 2.7 degrees Celsius, Moc Chau (Son La) 3.7 degrees Celsius, Dong Van (Ha Giang) 1.6 degrees Celsius, Tam Dao (Vinh Phuc) 2.1 degrees Celsius, Trung Khanh (Cao Bang) 3.2 degrees Celsius.
With the weather below 10 degrees Celsius, preschool and primary school students in the northern regions continue to stay home from school. However, due to not being able to arrange childcare for the last days of the year, parents still decide to send their children to school, asking the school to look after and keep them warm.
Students of Van Thang Primary School (Ba Vi, Hanoi) went to school quite fully on a cold day.
According to information from the Department of Education and Training, in preschools, the rate of children attending school in districts, towns and cities is quite high. For example, preschools in Tay Ho district have a rate of over 80%, in Ha Dong district it is 59%, in Nam Tu Liem district it is over 52%, and in Thanh Xuan district it is 49%. This rate is calculated for both public and private schools.
The rate of children attending private preschools in many areas is also quite high. Private independent preschools in Tay Ho district have a rate of 80.2%, Hoan Kiem district has 75%, Nam Tu Liem, Dong Da, Hoang Mai districts... all have over 70%. The rate for primary schools is over 60%.
"Kindergartens and primary schools all have plans to manage and care for students in case families wish to send their children to school. Primary schools also proactively have flexible teaching plans, focusing on reviewing knowledge and practicing skills for students who come to school, while at the same time, assigning tasks to students at home in many forms," said a representative of the Hanoi Department of Education and Training.
Meanwhile, the city’s junior high schools, high schools, and vocational and continuing education centers are still operating normally. However, schools are flexibly adjusting the morning school start time from 30 to 60 minutes compared to current regulations. Outdoor activities for students are replaced by on-site physical activities.
Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong District (Hanoi) said that during the cold days, when students are off school, for families who cannot afford to look after their children, schools in Ha Dong District are always open, creating favorable conditions for parents to go to work.
"The Department of Education and Training also requires schools to have plans to make up for the number of students absent, depending on the number of students absent. Schools will flexibly welcome students who are late to school due to weather conditions," said Ms. Hang. On January 23 alone, the rate of students attending classes at schools was still 70% for both preschool and primary schools.
The Department has asked schools to prepare conditions for warm water, warm towels, warm food as well as re-check classrooms to ensure they are airtight.
Schools at all levels will proactively decide when to start and finish school. In the area, most secondary schools start classes between 7:15 and 7:30 a.m., primary schools from 7:45 to 8 a.m., and preschools from 7 a.m. to 8:30 a.m.

The National Center for Hydro-Meteorological Forecasting reported that the cold spell will last until January 25, with the lowest temperature in the Northern Delta at 7-10 degrees Celsius and in mountainous areas below 0 degrees Celsius. The highest daytime temperature in Hanoi is only 15 degrees Celsius.
This is the second severe cold spell in the winter of 2023-2024. The first spell on December 17-27, 2023, Mau Son dropped to minus 2.5 degrees Celsius, the lowest in the past 11 years.
